ORDINANCE GRANTING ADDITIONAL
CONDITIONAL USE PERMIT
WHEREAS, Northern Illinois Medical Center, Inc. ("NIMC")
is the owner of real estate in the City of McHenry, Illinois, the
legal description of which is set forth on Exhibit A hereto (the
"Property").
WHEREAS, NIMC petitioned the City Council for an addi-
tional conditional use permit to allow NIMC to construct 36,292
square feet of additional building, 26 additional parking spaces in
the south lot of the existing hospital and an additional parking
lot containing 148 parking spaces adjacent to such south lot, all
of which are permitted conditional uses on the Property under the
City Zoning Ordinance.
WHEREAS, the City Council, after proper notice was pub-
lished, held a public hearing, all pursuant to law.
NOW, THEREFORE, be it ordained by the City Council of the
City of McHenry, McHenry County, Illinois:
SECTION 1: The Mayor and City Council expressly find
that the requested additional conditional use permit:
a. is compatible with the use and zoning of the sur-
rounding area;
b. will not have an adverse impact on traffic or have
other adverse environmental effects on surrounding
properties;
C. will fit harmoniously with the existing hospital and
the neighborhood in general;
d. will not require additional public facilities or
services; and
e. will not be detrimental to the safety or health of
the hospital employees, patrons or visitors or of
the general public in the vicinity.
SECTION 2: The Zoning Administrator is hereby authorized
and directed to issue an additional conditional use permit to NIMC
to permit the construction and use on the Property of the following
additions to the existing hospital: (1) a single story addition to
the southwest side of the hospital containing approximately 4,552
square feet to be utilized for medical records, (2) an interior
alteration adjacent to medical imaging to create a cardiac
cauterization laboratory, (3) a two-story addition to the south
side of the hospital containing approximately 12,936 square feet on
the first floor, 14,304 square feet on the second floor, and a
penthouse for mechanical equipment of 4,500 square feet, the
purpose of which is to provide ambulatory and outpatient surgical
care on the first floor, and, on the second floor, administrative
functions which are currently located in other buildings, (4) a
parking lot containing 148 parking spaces, and (5) the reconfigu-
ration of the existing south parking lot to accommodate 26 addi-
tional spaces.
SECTION 3: If construction of the proposed parking area
containing 148 spaces has not been commenced by NIMC within 3 years
of the date of this Ordinance, approval of the conditional use for
such parking lot shall be null and void.
SECTION 4: This ordinance shall remain in full force and
effect from and after the date of its passage.
