HomeMy WebLinkAboutResolutions - R-02-024 - 12/16/2002 - LIMITING THE MAYOR'S AUTHORITY AND ABILITY TO NEGORESOLUTION RELATING TO THE AUTHORITY OF THE MAYOR TO REPRESENT THE CITY OF McHENRY IN MEETINGS AND NEGOTIATIONS Whereas, the Mayor of the City of McHenry is the chief executive of the City and has powers as provided by statute or ordinance; and, Whereas, the City Council of the City of McHenry is the legislative body of the municipal govermnent and performs such duties and has such powers as may be authorized by statute or ordinance; and, Now, therefore, be it resolved by the City Council of the City of McHenry, Illinois, as follows: Section 1: The City Council deems it necessary to remove any apparent authority of the Mayor to meet with and/or negotiate with any persons except under the following conditions: A) A majority of the City Council shall authorize the meeting or negotiation. B) The City Administrator and any other staff requested by the City Administrator or the majority of the City Council shall be present at said meeting or negotiation. C) A member of the City Council shall also be present if it is deemed appropriate by a majority of the City Council. D) The City Council shall, in a timely fashion, be kept apprised of matters discussed at these meetings. Section 2: This resolution shall be in effect until such time that it is rescinded by a majority of the City Council. PASSED and APPROVED this �Otl day of 1 , 2002.
