HomeMy WebLinkAboutOrdinances - O-82-281 - 03/15/1982 - AMEND SUB CONTROL ORDORDINANCE NO. 0-82-281 AN ORDINANCE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF McHENRY, McHENRY COUNTY, ILLINOIS, AS FOLLOWS: SECTION 1. The Subdivision Control Ordinance of the City of McHenry, Illinois be and the same is hereby amended in the following particulars: (a) The first clause of Section VII D2 shall read as follows: "Where a subdivision is tra- versed by an existing water -course, drainage - way, channel or stream," (b) Section VIID2(c) shall read as follows: "Wherever possible, the drainage shall be main- tained by an open channel with landscaped banks. The channel shall provide sufficient cross-section to convey the 100-year frequency storm within the banks of the channel. In all cases the drainage easement or right-of-way shall extend a minimum of 10 feet beyond the top of the bank on both sides of the channel, but shall not be less than 30 feet in total width." (c) The provisions in Section VIII captioned "Final Construction Plans" shall be designated as paragraph F of said Section VIII. (d) Section VIIIEI(e)is hereby amended by changing the paved surface width therein from 34 feet to 37 feet. (e) Section VIII El(j) is hereby amended by changing all 8 foot references appearing therein to 11 foot. (f) Section VIIIE2(a)(b)(c)(d)(e) are hereby deleted and Section VIII E2 shall read as follows: "2. All new streets within the corporate limits of the City of McHenry, dedicated or platted after the effective date of this Ordinance, shall be improved with roadway paving in accordance with the requirements listed below. A structural design of all pavements as established by the Illinois Division of Highways Design Manual for Bituminous and Concrete Pavements will be required to substantiate the proposed construction. Actual or projected traffic counts along with sufficient soil boring data will be required for the structural design. No less than the minimum requirements listed below will be allowed. Street Classification Minimum Pavement Requirements Major or Secondary 8"P.C.concrete with wire fabric, or Commercial 4" granular sub -base 8" B.A.M. Base 3" Class I surface Secondary Residential 7"P.C.concrete with wire fabric, or or 4" granular sub -base Collector Commercial 7" B.A.M. base 2-1/2" Class I surface Collector Residential 6" P.C.concrete, or 6" B.A.M. base 2-1/2" Class I surface, or 12" crushed stone base course, Type B and a 2-1/2" Class I surface Minor or Cul-de-sac 10" crushed stone base, Type B 2-1/2" Class B (Modified) surface Note: All bituminous surface course to include 1-1/2 inch binder course plus appropriate thickness of surface course to give final required thickness." (g) The provisions in Section VIII captioned "Material Standards" shall be designated as paragraph G of said Section VIII and is hereby amended to read as follows: "G. Material Standard All construction of improvements covered by this Ordinance shall be in accordance with, and materials used shall be in compliance with, the methods and materials required in the designated or appropriate sections of the following standards: 2 StanAnrac Effective Date Standard Specifications for Road & Bridge Construction, Illinois Department of Transportation October, 1979 Standard Specifications for Water and Sewer Main Construction in Illinois September, 1978 ASTM Designation C425 November, 1977 ASTM Designation C700 November, 1977 ASTM Designation C76 December, 1979 ASTM Designation D2680 March, 1979 ANSI Specification A21.51 August, 1976 (h) Section VIIIE4(d)(1) shall read as follows:"(1) Sanitary Sewers shall be vitrified clay pipe meeting the requirements of ASTM Designation C700, or ABS Composit sewer pipe meeting the requirements of ASTM Designation D2680 (latest revision) for Acrylonitrile- Butadiene-Styrene (ABS) composit pipe." (i) Section VIIIE4(d)(4) is hereby amended by changing the second sentence thereof to read as follows: "Manholes shall be Type A as specified in the Standard Specifications for Road and Bridge Construction, Illinois Depart- ment of Transportation". (j) Section VIIIE4(d)(4) is hereby amended changing the last sentence thereof to read as follows: "The manhole cover shall be of a self-sealing type with a concealed pickhole, equivalent to Neenah #R-1077-A, or East Jordan #1022, with the word "Sanitary" permanently imprinted on the face of the cover." (k) Section VIIIE5(c)(1) is hereby amended to read as follows: "Storm sewers shall be of reinforced concrete pipe meeting the requirements of ASTM designation C76. Pipe shall be Class III for depths of 14 feet or less and Class IV for depths greater than 14 feet, and shall not be less than ten (10) inches in diameter." 3 (1) Section VIII5(c)(3) is hereby amended to read as follows: "Manholes shall be provided at all changes and direction of pipe and pipe size. Manholdes and inlets shall be Type A as shown in the Standard Specifications for Road and Bridge Construction, Illinois Department of Trans- portation. Manhole covers shall be Neenah #R-1077-A or East Jordan #1022, with the word "Storm" permanently imprinted on the face of the cover." (m) Section VIII5(c)(4) is hereby amended to read as follows: "Inlets shall be located not more than five hundred (500) feet apart and shall be of the type specified in the Standard Specifications for Road and Bridge Construction, Illinois Department of Transportation. (n) Section VIII5(c)(5) is hereby added and shall read as follows: "5. Storm sewers shall be located in the park -way opposite the sanitary sewer." (o) Section VIIIE5(e) is hereby added and shall read as follows: "Detention facilities shall be provided if required by the City Engineer and City Council, and shall be designed for a 100 year rain fall occurrence with a permissible release rate as determined by the City Engineer and City Council based on down -stream conditions." (p) Section VIIIE6(d)(5) is hereby amended to read follows: "Water -mains shall be cement -lined Class 52 ductile cast iron pipe meeting the requirements of ANSI A21.51, or Class 150 (SDR 18) PVC plastic pipe meeting the requirements of AWWA Standard C900. Pipe joints may be push -on bell and spigot type with rubber ringed gasket, except for valves and hydrants, which shall be mechanical joint." (q) Section VIIIE8(a) is hereby amended to read as follows: " a. Commercial and business property shall be provided with concrete side- walks five inches thick and a minimum of ten feet wide, provided however that such sidewalk shall be six (6) inches thick reinforced with wire fabric where the driveway crosses the sidewalk for the entire width of said drive- way. 4 SECTION 2. Any person, firm or corporation violating any provision of this ordinance shall be fined not less than Ten Dollars ($10.00) nor more than Five Hundred Dollars ($500.00) for each offense committed on each day during, or on which, a violation occurs or continues. SECTION 3. All ordinances, or parts thereof, in conflict with the terms and provisions hereof, be and the same are hereby repealed to the extent of such conflict. SECTION 4. This ordinance shall be published in pamphlet form by and under the authority of the corporate authorities of the City of McHenry, Illinois. SECTION 5. This ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form, as provided by law. PASSED this 15th day of March , 1982.
