RESOLUTION
WHEREAS, the McHenry City Council has seen fit to terminate its contract with Nicor
Gas for utility billing meter reading; and
WHEREAS, the City of McHenry has purchased software and hired additional personnel
in order to implement a remote water meter reading program within the City's boundaries; and
WHEREAS, a six -year program of meter changeout to accommodate the remote reading
software has been initiated by the Public Works Department Water Division; and
WHEREAS, discrepancies have been discovered following new meter installations: to
wit, large volumes of water usage have been indicated at specific user sites as a result of
comparison of readings between indoor meters and outdoor readers; and
WHEREAS, the Public Works Committee has unanimously recommended to the
McHenry City Council that an equitable policy be established for recouping the monies in
discovered discrepancies.
THEREFORE, BE IT RESOLVED by the Mayor and City Council that the City of
McHenry, Illinois, go on record implementing the following policy regarding the discrepancies
occurring between indoor meter readings and external meter readings:
a. When a discrepancy is discovered in water usage for customers of the water system, the discrepancy shall be resolved by
one of the following two methods:
1. Customers that have occupied the building more than twent -four months: When a discrepancy in water usage is
discovered between the inside water meter and the outside reader, the City will calculate the water usage based on 75%
of the difference between the inside water meter reading and the outside reader.
2. Customers that have occupied the building for less than twenty-four months When a discrepancy in water usage is
discovered between the inside water meter and the outside reader, the City will calculate the water usage based on the
difference between the average monthly water consumption during the period of time that the owner occupied the
building, and the average monthly water consumption over the next two billing cycles (four months total) after the new
water meter was installed. This calculated average monthly water consumption shall be multiplied by the number of
months the owner has occupied the building. The owner shall then be responsible for 75% of the calculated water
consumption
b. For the amounts owed above $100, the City Collector has the discretion to arrange payment plans for up to twelve months
BE IT FURTHER RESOLVED that a copy of this Resolution shall be made a permanent
part of the City Council minutes.
