RESOLUTION
WHEREAS, the McHenry Economic Development Commission is an independent advisory board to the
City Council of the City of McHenry; and
WHEREAS, the McHenry Economic Development Commission's mission is to provide the leadership
and working force necessary to promote the retention, development and redevelopment of residential,
commercial and industrial entities while maintaining and improving the high quality of life in McHenry; and
WHEREAS, the McHenry Economic Development Commission selected a primary project, at the
January 19, 1999 regularly scheduled meeting, entitled McHenry Riverwalk; and
WHEREAS, the McHenry Economic Development Commission Riverwalk Committee made a
presentation before the McHenry City Council on December 1, 1999 and the McHenry Riverwalk project
received the unanimous approval of the McHenry City Council; and
WHEREAS, the McHenry Economic Development Commission requested formal recognition and
direction from the McHenry City Council.
NOW, THEREFORE, BE IT RESOLVED that the McHenry City Council goes on record as formally
recognizing the establishment of the McHenry Economic Development Commission Riverwalk Committee and
that the McHenry City Council will:
■ In the fiscal year May 1, 2000, reallocate an amount not to exceed $10,000 from the Economic
Development Commission budget to the Riverwalk Committee for project planning and
development. Expenditures of these funds must be pre -approved by the Mayor or City Administrator
and within their expenditure authority as outlined in the City of McHenry's Purchasing Policy and
Procedures Manual;
Set as policy that McHenry will use its best efforts to secure right-of-way/easements for Riverwalk
purposes on the properties designated on the Riverwalk plan;
■ Authorize the Riverwalk Committee to interview and research opportunities with affected property
owners and regulatory agencies; and
BE IT FURTHER RESOLVED that the McHenry Economic Development Commission Riverwalk
Committee is not authorized to encumber, obligate, or enter into contractual arrangements on behalf of the
City.
