AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE
SUBDIVISION CONTROL ORDINANCE
OF THE CITY OF MCHENRY, MCHENRY COUNTY, ILLINOIS
WHEREAS, WHEREAS, a petition has been filed by the City of McHenry requesting various text
amendments to the City of McHenry Subdivision Control Ordinance; and
WHEREAS, a public hearing on said petition was held before the Planning and Zoning Commission on
July 19, 2007, in the manner prescribed by ordinance and statute, and as a result of said hearing, the Planning and
Zoning Commission unanimously recommended approval of the requested zoning text amendments; and
WHEREAS, the City Council has considered the evidence presented and finds that the approval of the
request is consistent with the objectives of the City of McHenry Zoning Ordinance to protect the public health,
safety, morals and general welfare of its residents.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MCHENRY,
MCHENRY COUNTY, ILLINOIS, AS FOLLOWS:
SECTION 1: That the Subdivision Control Ordinance is hereby amended in accordance with language
attached hereto as Exhibit A
SECTION 2: All Ordinances or parts thereof in conflict with the terms and provisions hereof are hereby
repealed to the extent of such conflict.
SECTION 3: This Ordinance shall be published in pamphlet form by and under the authority of the
corporate authorities of the City of McHenry, McHenry County, Illinois.
SECTION 4: This Ordinance shall be in full force and effect from and after its passage, approval, and
publication in pamphlet form as provided by law.

EXHIBIT A
Proposed Text Amendments to the Subdivision Code
1) All references to "Plat Officer" shall be changed to "Director of Public Works."
2) Section 4. 1, Preliminary Plat Review. Should be changed to Section 4.2.
3) Section 6.4.E, Record ("As Built") Drawings. Add the phrase, "and shall include all easements" to the end
of the first sentence.
4) Section 6.4.E, Record ("As Built") Drawings. In the second paragraph, insert the new sentence, "These
plans shall also be tied to NAVD 1988 Vertical Datum" after the second sentence.
5) ROADWAY DESIGN STANDARDS Table. Add "Table 6-l" to the beginning of the table.
6) Table 6-2, Minimum Standards for Street Design. Under Right -of -Way Width for Minor and Cul-De-Sac,
insert "140 feet." Under Street Width to Back of Curb, change 30' to 90'. Add footnote, "* see above."
7) Section 6.5.D.2. Change 120' to 140'

1) All street light wiring shall be in conduit and all conduits shall be minimum 2 inch diameter rigid
PVC.
2) Street light wiring shall be AWG No. 4 Type THHN copper wire.
3) A disconnect with a drop meter shall be installed and the electric supplier shall connect into the
City's disconnect.
4) The photo cell shall be in the control panel.
5) Minimum residential service shall be 100 amps and the service pedestal shall be manufactured
by Milbank Manufacturing Company
6) Minimum commercial and industrial service shall be 200 amps and the service pedestal shall be

7) Hand holes shall be installed in the wiring system on both sides of the street at street crossings and
at locations where there are multiple connections and/or changes of direction.
13) Section T-1.1.I, Parkway Trees. Last sentence, change the word "oat" to "of at".
14) Section T-1.1.I.1. Add the following sentence to the end of the paragraph, "Proposed tree locations shall be
shown on the plans on a sheet that includes the proposed utility and street improvements, including
sidewalks and driveways."
15) Section T-I.1.I.2.b, Species Diversification. Change the word "species" to "genus."

18) Section T-2.2.B.5.a. Add anew item (vi), `Brass wedges are required at all joints when using ductile iron
pipe to aid in locating".

22) Section T-2-2.13.2. Add a new letter g.
An automatic water distribution flushing hydrant shall be installed on the water main at the end of stubbed
streets to allow for frequent maintenance flushing operations in order to maintain water quality. Automatic
water distribution flushing hydrants may also be required at other locations where frequent maintenance
flushing operations are anticipated. These additional locations will be determined by the Water Division
during the plan review process. Upon his review of the proposed locations, the Director of Public Works
may, at his discretion waive the requirement for the use of this type of hydrant.
1. Automatic Water Distribution Flushing Hydran
a. The automatic water distribution flushing equipment to be supplied under this specification
shall be the Hydro -Guard Long Neck sub -surface Discharge Unit (HG4) as manufactured by
Environmental Enhancement and Technologies USA Inc.
b. Pressure testing shall be performed against the curb stop.

Section T-2-2.E.2.a. Delete the entire paragraph and replace with, "Valves twelve (12) inches or smaller
shall be frill wall ductile iron body, non -rising stem gate valves, modified wedge disc, resilient wedge type
conforming to AWWA C509. Valves shall be Mueller A2362-23 full wall ductile iron valve or Clow
Model #2639 full wall ductile iron valve. All valves shall have stainless steel bolts on valve bonnets and
packing units.
Section T-2-2.F.l.d. Add the following after the last sentence, "The `as -built' locations of all curb boxes
(B-boxes) shall be shown on the `Record Drawings' for the subdivision or development."
Section T-3-2.C. Add the following new item 4. "4. PVC, HDPE and all other thermoplastic force main
sanitary sewer shall have a No. 10 AWG insulated wire secured to the top of the pipe and fittings. The
locator wire shall continue through and be brought up to the frame and cover inside all structures on the
force main system so no person will have to enter the structure to attached the pipe locator. This includes
air release manholes and cleanout manholes and any other structures that are required to allow access to the
locator wire at intervals which allow the continuation of a strong signal. Only wire connectors approved by
the Director of Public Works will be allowed for use when making locator wire connections.
Section T-3-2.F. In the last paragraph, after the phrase "in other wet areas" add "or locations with a high
water table."
Section T-3-2. Add new section H.
H. Chain link Fences and Gates
1. Submittals
a. Submit shop drawings and product data including general dimensions, manufacturer's
specifications, recommended installation procedures, and concrete footing details.
b. Submit color samples for approval.
2. Material Requirements
a. General
1. Provide fencing and gates with overall height of 84 inches above grade.
2. Fabric shall be two-inch diamond weave mesh of 9 gauge PVC coated galvanized
steel wire conforming to Standard Specification ASTM F-668.
b. Framework
1. Roll formed steel sections with 2.0 ounces of hot -dipped zinc coating conforming to
ASTM A-123, or Type I steel pipe or Type II steel pipe.
(a) Type 1: Schedule 40 steel pipe with 2.0 ounces of hot -dipped zinc coating
conforming to ASM A-120.
(b) Type II: Pipe manufactured from steel conforming to ASTM A-569, cold -
formed, high frequency welded, and having a minimum yield strength of 50,000
psi. External surface triple coated with 1.0 ounce f0. l ounce of zinc per square
foot, 30 f 15 micrograms of chromate per square inch and 0.5 f 2 mils of clear
cross linked polyurethane. Internal surface coated, after welding, with a zinc -
rich based organic coating have a 91 percent zinc powder loading capable of
providing galvanic protection.
2. Line Posts. 1- 5/8 inch x 1-7/8 inch roll formed steel C-section weighing 2.28
pounds per foot, or 2 '/z inch O.D. Type I steel pipe weighing 3.65 pounds per foot,
or 2 %2 inch O.D. Type H steel pipe weighing 3.12 pounds per foot.
3. Top and Brace Rails. 1-5/8 inch x 1-'/, inch roll formed steel C-section weighing
1.37 pounds per foot, or 1 5/8 inch O.D. Type I steel pipe weighing 2.27 pounds per
foot, or 1 5/8 inch O.D. Type II steel pipe weighing 1.84 pounds per foot.
4. Terminal posts and gate posts for single swing gates or one leaf of double gates up to
6 feet leaf width 3 %2 inch x 3 %2 inch roll formed steel section weighing 4.85
pounds per foot, or 3 inch O.D. Type I steel pipe weighing 5.79 per foot, or 3 inch
O.D. Type 11 steel pipe weighing 4.64 pounds per foot.
5. Gate posts for single swing gates or one leaf of double gates with leaf width over 6
feet to 13 feet. 4 inch O.D. Type I steel pipe weighing 9.11 pounds per foot, or 3 '/2
inch O.D. Type II steel pipe weighing 5.71 pounds per foot.
6. Gate posts for single swing gates or one leaf of double gates with leaf width over 13
feet to 18 feet. 6-5/8 inch O.D. Type I steel pipe weighing 18.97 pounds per foot.
7. Gate posts for single swing gates or one leaf of double gates with leaf width over 18
feet. 8-5/8 inch O.D. Type I steel pipe weighing 28.55 pounds per foot.

c. Gates.
1. Frame assembly of 2 inch O.D. Type I or Type H steel pipe with welded or steel
fitted corners. Provide braces and trusses where necessary.
2. Heavy duty hinges and positive type latching device suitable for padlocking.
3. Center plunger rod with double latch and catch, and semi -automatic outer catches for
drive gates.
4. Fabric to match fence.
d. Fittings.
1. Pressed steel, cast iron or cast aluminum post caps to exclude moisture.
2. Pressed steel, cast iron or cast aluminum rail and brace ends.
3. 6 inch minimum length top rail couplings at maximum 20 feet on centers.
4. Steel tension bars, tension bands, and brace bands.
5. 3/8 inch steel truss rods with turnbuckles. End, corner, pull and gate posts braced and
trussed to line posts.
6. 7 gauge aluminum coated steel tension wire conforming to Standard Specification
ASTM A-824.
7. 9 gauge aluminum tie wires spaced a maximum of 24 inches.
8. 11 gauge steel wire hog rings with minimum zinc coating of 0.80 ounces per square
feet of wire surface.
9. Pressed steel, cast iron or cast aluminum barred wire arms with clips or slots for
attaching three strands of barbed wire. Arms set outward at 45 degrees and capable
of supporting a 250 pound load at outer barbed wire connecting point without
causing permanent deflection.
e. Acceptable Manufacturers.
1. Allied Tube & Conduit Fence Division/Grinnell.

f. Installation.
1. Installation by experienced fence erectors.

3. Space line posts at even intervals not exceed 10 feet.
4. Set all posts to a minimum depth of 36 inches in a concrete foundation.
(a) 10 inch diameter foundation for line posts.
(b) 12 inch diameter foundation for terminal posts.
5. Cast steel pipe sleeve recessed in 18 inch by 18 inch by 6 inch thick concrete pad for
retaining gate in closed position.
28) Section T-3-3.C.5. Delete the word prohibited and "replace" with the word "allowed."
29) Section T-3.3.C. Add a new paragraph 6, "Within the public right-of-way, no sanitary sewer service pipe
lines and no other utility improvements shall be installed until the City has reviewed and approved and "As
Built" Record document provided to the City by the developer that will show the invert elevation and the
slope of all the installed sanitary sewer mains. The "As Built" Record document shall be signed and sealed
by a Professional Engineer registered in Illinois. This will help to assure that the sanitary sewer mains have
been installed according to the approved plans. Sanitary sewer mains that are not installed according to the
approved plans shall be removed by the developer.
30) Section T-3.3.1). Add a new paragraph 8, "Directional boring of sanitary sewer main or services is
prohibited."
31) Section T-3.4.B. Delete the existing paragraph B and replace with the following:
B. Sewer Televising for Inspection.
1. General. Upon completion of construction and prior to acceptance of the sewer system and again
prior to expiration of the maintenance guarantee, the sewers systems shall be inspected through
use of standard closed circuit T.V. equipment with audio. The T.V. inspections shall be done by
the contractor and witnessed by the City Inspector. The contractor at his expense shall repair all
deficiencies noted during the T.V. inspection by means approved by the City Engineer/Inspector.
2. Cleaning the Sewer.
a. Before conducting the internal sewer inspection, provide preparatory cleaning of the entire sewer
section to permit unobstructed passage of the television camera and to allow the section to be
clean enough to discern structural defects, misalignment, service lateral connections and points of
infiltration.
b. Debris from the cleaning operation will be removed from the downstream manhole of the sewer
section and will not be allowed to pass through subsequent sections of sewer.
3. Internal Sewer Inspection.
a. Begin each tape with the proper identification information for the section that will be televised.
b. The camera shall be moved slow enough to allow it to stop when necessary to properly document
the condition of the sewer.
c. The entire length of the sewer section shall be televised, stopping at all service connections where
the camera will pan and look up the service line.
d. Deficient sewers that have been repaired shall be re -televised as many times as needed to obtain
acceptance.
4. Television Camera The television camera shall be designed and constructed for sewer inspection with
the following capabilities.
a. High resolution color -chip camera and monitor.
b. Adequate and adjustable lighting to allow a clear picture of the entire periphery of the pipe.
c. Operable in 100% humidity conditions.
d. Remote or manually propelled.
e. Electronic footage counters accurate to less than 1% error over the length of the particular sewer
being tested.
32) Section T-3.4.C. Add the number 1. Before the second paragraph.
33) Section T-3. Add a new Section T-3.5, Sanitary Sewer Lift Station, Permanent or Temporary
A. General
1. The lift station and all of its appurtances shall be in a fenced enclosure.
2. Overhead lighting shall be located within the enclosed fenced area to provide adequate
illumination for work maintenance and security.
3. A fire hydrant shall be located in front of the lift station site.
4. The ground surface area inside the fenced enclosure shall be constructed of a minimum of
4 inches of bituminous concrete surface (placed in two lifts) over 6 inches of crushed
CA-0 aggregate base course.
5. The finished grade of the top of the lift station structures shall be 6 inches above finished
ground grade.
6. The generator enclosure shall be rodent proof.
7. The junction box shall be explosion proof and shall be mounted upright high enough for
ease of access/switching.
8. The flat slab tops of all structures shall be designed for AASHTO SH20-44 Wheel
Loading.
B. Wet Well
1. The bottom of the structure shall be integrally cast with the lowest manhole section.
2. The floats shall be installed where they will not be affected by the flow of the incoming
influent.
3. The float mounting bracket, all anchoring bolts and hardware shall be stainless steel.
4. All internal piping shall be ductile iron.
5. The vent pipe shall exit straight up through the top of the wet well and shall have a screen
over the external exposed end.
C. Valve Vault
1. The minimum inside diameter of this structure shall be 6'-0".
2. The sump pump shall not be installed under the steps.
3. The sump pump piping valves shall be installed above the sump pit.
4. Pressure gauge connections shall us "brass" taps.
5. The control panel there shall include a visual flood alarm light to indicate a flood
situation.
6. The bypass risers on the plug valves shall go up through the slab flat top of the structure
so that they are accessible without entering the valve vault.
7. All internal piping shall be ductile iron.
8. Provide a moisture/weather proof electric receptacle at an appropriate elevation in the
valve vault.
34) Section T-4. Add a new section 8 as follows:
T-4.8 Suggested Plant Species Mixes for Stormwater Applications. (see attached Exhibit A-1)
35) Standard Details. Standard details shall be replaced with those found in the attached Exhibit A-2.
