HomeMy WebLinkAboutMinutes - 09/08/2015 - City CouncilSPECIAL MEETING September 8, 2015 Mayor Low called the special meeting of the McHenry City Council to order at 7:00 p.m. In attendance were the following Aldermen: Santi, Glab, Curry, Wimmer, Peterson and Condon. Absent: Schaefer. Also in attendance were City Administrator Morefield, Deputy City Administrator Hobson and City Clerk Jones. CITY OF MCHENRY MISSION STATEMENT Mayor Low read aloud the Mission Statement of the City of McHenry. PUBLIC INPUT SESSION No one signed in for Public Input Session. CONSENT AGENDA A. Intermittent closure of portions of Center Street and Kane Avenue, for McHenry High School Marching Band Festival on Saturday, September 12, 2015, from 12:00 pm to 6:00 pm; and B. Parks Special Use/Picnic Permits. Alderman Condon stated that she has no issues attending a Special Meeting. However she added, the expense of holding a Special Meeting for two items on a Consent Agenda, which could have easily been addressed by Staff, is unnecessary and not in the best interest of the tax -paying citizens. Alderman Condon suggested discussions with the City Attorney regarding amending the Ordinance so Staff or the Mayor could approve some items without the necessity of calling a Special Meeting. Alderman Curry stated that as long as the Ordinances of the City of McHenry call for items to be voted on by Council those Ordinances should be followed, however, he noted that he is not adverse to amendments being reviewed and revised, as necessary. Alderman Peterson opined that these are unique circumstances in that it has been an extraordinary lengthy period of time between Regular Council meetings, which is unusual. Mayor Low stated the circumstances of the Special Meeting are unique. She opined that the McHenry High School Marching Band is highly visible and valued component of the community. The Band attends many events and supports many of the activities within the municipality. Motion by Wimmer, seconded by Curry, to approve the Consent Agenda, as presented. Voting Aye: Santi, Glab, Curry, Wimmer, Peterson, Condon. Voting Nay: None. Absent: Schaefer. Motion carried. Regular Meeting Page 2 September 8, 2015 MAYORS STATEMENTS AND REPORT Mayor Low announced on Friday, September 11, 2015 at 9:00 am, a memorial ceremony will be held in Veterans Memorial Park commemorating the event of September 11, 2001. Father Paul White will officiate and many members of the Police Department and McHenry County Fire Protection District will be in attendance. Mayor Low encouraged everyone who is able to attend the memorial. Mayor Low informed Council the blue ribbons displayed throughout the City are in recognition of slain Fox Lake Police Lieutenant Charles Joseph Gliniewicz. The campaign was initiated by the wives and children of several City of McHenry Police Officers. Mayor Low expressed pride and appreciation at the outpouring of sympathy shown by the citizens of the City of McHenry for the slain officer and his family. Mayor Low announced a National Day of Recognition for Police Officers will take place on September 19, 2015. Mayor Low encouraged participation in displaying of blue ribbons around trees and poles. ADJOURNMENT Motion by Wimmer, seconded by Peterson, to adjourn the meeting at 7:21 pm. Voting Aye: Santi, Glab, Curry, Wimmer, Peterson, Condon. Voting Nay: None. Absent: Schaefer. Motion carried.
