BACKGROUND: Chapter 13, sections 101 through 110 of the City's Motor Vehicle Code establishes fees and regulations regarding the purchase of vehicle licenses (vehicle stickers). The typical license fee collected for vehicles is $12, school buses for non-profit entities and large trucks are $15 and $30, respectively. In addition to being difficult to administer, the vehicle sticker fee compliance has not increased signcantly since implementing the new software program in 2011. The net (revenue over expenses) dollar amount received from vehicles stickers has remained relatively stagnant over the last five years as shown in the table below. A service code for vehicle stickers could be added to the utility bills on a monthly basis. Of course this would result in higher compliance, but not all residents receive a utility bill so this would have to be addressed. Another issue is residents who do not have a vehicle would have to sign an affidavit stating that they do not have a vehicle. Or, if council chose to charge households for two vehicles an affidavit would have to be signed stating the resident has one or less vehicles. At this point, the fee would then have to be manually reversed every month on each utility account, which would be very time consuming. This option is not recommended by staff. RECOMMENDATION: With the decreased vehicle sticker compliance amongst residents which in return equals decreased revenues staff recommends eliminating the vehicle sticker program. Office of Human Resources Ann Campanella, Manager 333 Green Street McHenry, Illinois 60050 Phone: (815) 363-2100 Fax: (815) 363-2119 www.ci.mchenry.il.us FINANCE AND PERSONNEL COMMITTEE TO: Finance and Personnel Committee FROM: Ann Campanella, Human Resources Manager FOR: February 19, 2018 Special Meeting RE: Presentation and Discussion of Classification and Compensation Study conducted by GovHR ATT: Comparable Communities Spreadsheet Classification & Compensation Overview In 2017 the City engaged GovHR USA, LLC to conduct a Compensation and Classification Study for non -bargaining unit employees; approximately 47 employees in 35 position titles. The results of this study enable the City to identify and address existing pay issues that have resulted over time stemming from the impacts of the recession of 2007/2008; verify classification of existing positions or recommend reclassifications base on job analyses; advise the City on means for adjusting the compensation of positions based on these analyses and, provide the City with data to be able to ensure wages of future hires are competitive to comparables in the labor market. Employee Involvement This process began last September with an Employee Kickoff meeting with non -bargaining unit employees to explain the purpose of the analysis and identify that a primary component of the study would be their participation in completing Job Analysis Questionnaires (JAQs). These were completed by employees and GovHR followed up with individual interviews to ensure understanding of the scope of position duties. Comparable Communities Salary Survey The JAQ process was followed by the preparation and distribution of salary surveys to comparable communities to gather salary data for benchmarking and the development of competitive salary ranges. The City of McHenry is dedicated to providing its citizens, businesses, and visitors with the highest quality of programs and services in a customer -oriented, efficient, and fiscally responsible manner. Staff provided an update regarding the criteria and identification of comparable communities at a Finance and Personnel Committee meeting. The Committee requested two communities outside of the proposed top ten be added, Crystal Lake and Woodstock. They were added to the survey. A target goal for the development of new salary ranges was to identify salaries in the 40tn _ 50tn percentile range of comparable communities. This means that the city would be at neither the low end nor high end of wages, Internal and External Equity GovHR utilized a combination of the job evaluations and comparable salary survey data to develop a revised job classification system based on a number of job -specific factors. This provides for assurances that both internal (i.e., one job in relation to another job within the city's structure) and external equity (i.e., a job in relation to the external comparable market) is taken into consideration as part of the process. Presentation of Findings Prior to the development of the final report, Joellen Earl (CEO of GovHR) is prepared to present the results of the study for consideration and direction by the Finance and Personnel Committee. Joellen has been personally involved in conducting McHenry's study and will discuss the details of the process and how results have been achieved. She will distribute and present the new classification ranges. She will also identify recommendations for compensation adjustments moving forward. Insight While the actual study is still being finalized as of this writing, it is the understanding of staff that there are only a handful of positions that fall outside of the newly recommended ranges. While this is positive from a budget perspective; it may result in dissatisfaction with individual employees who believe their positions are not appropriately classified, or their wages are not comparable to their peers in other communities. The comparable communities spreadsheet is attached to remind the Committee of the quantitative factors and scoring used by GovHR. Data was not handpicked by either the consultant or City Administration. Recommendation Staff is requesting that the Finance and Personnel Committee consider the results of the analysis and provide direction regarding finalizing the study for use in establishing new wage ranges for non -bargaining unit employees and make appropriate wage adjustments.
