Mayor Low called the regularly scheduled July 15, 2013 meeting of the McHenry City Council to
order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer, Blake,
Wimmer, Peterson and Condon. Absent: None. Also in attendance: City Administrator
Morefield, Deputy City Administrator Martin, Deputy City Administrator Hobson, Chief of Police
Jones, Director of Finance Lynch, City Attorney McArdle and City Clerk. Absent: Director of
Public Works Schmitt.
Mayor Low introduced Taylor Kiatta, a senior at McHenry West Campus, as her guest. Ms.
Kiatta is learning about government and trying to decide which career path to follow upon
graduation.

REQUEST FOR A SIGN VARIANCE FOR HEIGHT AND OVERALL SQUARE FOOTAGE
REQUIREMENTS FROM AMERICAN MATTRESS, LOCATED AT 1920 NORTH RICHMOND ROAD.
Deputy City Administrator Martin informed the Council that American Mattress
purchased the former Blockbuster Video building, located at 1920 North Richmond Road in
2011. Since the purchase they have remodeled the interior and branded the building with
American Mattress signage. Recently, the building owner was issued a permit to divide the
building into two, possibly three, tenant spaces. American Mattress would occupy one tenant
space and provide retail opportunities in the other(s).
The building owner is requesting a variance to allow the addition of a freestanding sign
on the property. The sign ordinance allows an outlot building to have one freestanding sign, no
larger than 32 square feet with a maximum height of 6 feet and a minimum setback of 7 feet.
The sign will comply with the setback requirements, but a variance for height and size is being
requested.
A variance is needed because the height of a freestanding sign is measured from the
curb of the adjacent street. The grade difference from the curb line to the parking lot would not
allow for a sign to be installed. The owner of the building is also requesting a variance to allow
an additional 28 square feet of signage for a total of 60 square feet. This would give ample area
to advertise the additional tenants within the building. Currently, the building is surrounded by
red -lit canopies with the American Mattress branding; however, the future plan for the building
is to remove the canopies and use smaller channel letter -type signs for each tenant, which
comply with the sign ordinance.
Responding to Alderman Schaefer's inquiry whether this is a requirement for multiple
tenant buildings only, Deputy City Administrator Martin stated that this is an overall
requirement for all tenants.
Alderman Glab opined that he would normally have an issue, but has no problem with
this request due to the location.
Motion by Schaefer, seconded by Condon, approving a sign variance for height and
overall square footage be granted for the property located at 1920 North Richmond Road.

ORDINANCE AMENDING MUNICIPAL CODE CHAPTER 13, TRAFFIC AND MOTOR VEHICLES, TO
ESTABLISH 4-HOUR PARKING FOR APPROXIMATELY 20 SPACES AT THE METRA COMMUTER
PARKING LOT LOCATED ADJACENT TO THE TRAIN STATION AND EAST OF THE RAILROAD
TRACKS.
City Administrator Morefield reiterated to Council that the City currently leases the train
station and the adjacent parking lot, containing approximately 20 striped spaces, from Union
Pacific. The City subleases the station facility for use as a private business, Main Street Station
restaurant. However, the sublease does not include the aforementioned parking spaces. As a
result, it is common for the lot to become filled early in the morning with commuter vehicles,
resulting in limited parking opportunities for customers of Main Street Station and surrounding
businesses.
In an effort to enhance parking opportunities for customers of Main Street Station, and
surrounding businesses, Staff is proposing to make the lot adjacent to the train station and east
of the railroad tracts four-hour parking. Doing so would mean that longer term rail commuters
(i.e., day commuters) would be required to utilize the existing parking lot on the west side of
the tracks. City Administration is not limiting parking in the lot adjacent to the train station only
to customers of Main Street Station or downtown businesses and commuters would still be
able to utilize the lot for periods of four hours or less. Further, City Administrator Morefield
stated the City Administration believes that the existing lease agreement for the train station
and adjacent parking lot does not limit the City's ability to establish parking restrictions for the
lot.
City Administrator Morefield informed Council that should Council approve the
Ordinance, the City would provide additional signage and notices regarding the change.
If Council concurs, it is recommended that an Ordinance amending a certain section of
Chapter 13, Traffic and Motor Vehicles of the City of McHenry Municipal Code be approved.
Responding to an inquiry from Alderman Glab regarding whether parking on the north
side of Main Street is permit parking, Deputy City Administrator Hobson stated that it is,
however, permit parking is not what is being proposed for this lot.
Alderman Schaefer inquired about whether the parking lot would be re -striped. City
Administrator Morefield advised that Staff would look into re -striping of the lot, as the corner
of the building has been hit a number of times.
Alderman Wimmer inquired whether the business owners are pleased with this result.
Deputy City Administrator Hobson indicated they are.

Alderman Peterson inquired about what fines would be imposed on violators of the
revised parking restrictions. Chief of Police Jones stated the initial fine would be $25, which
would increase to $50 if not paid timely.
Motion by Santi, seconded by Wimmer, approving the Ordinance amending Municipal
Code Chapter 13, Traffic and Motor Vehicles, to establish 4-hour parking for approximately 20
spaces at the Metra Commuter Parking Lot, located adjacent to the train station and east of the
railroad tracks.
Voting Aye: Santi, Glab, Blake, Schaefer, Wimmer, Peterson, Condon.
Voting Nay: None.
Absent: None.
Motion carried.
MAYOR STATEMENT AND REPORTS
Mayor Low stated, as always, summer is a busy time of year. She opined the past
weekend was particularly well organized, praising Deputy City Administrator Hobson, Chief
Jones and the patrol officers, Director of Public Works Schmitt and the public works employees
and all the City employees participating in Fiesta Days preparation and efforts.
Mayor Low announced that Thursday, July 18, 2013 is the Parade Marshal Reception at
the McHenry Country Club honoring Pete Merkel.
Mayor Low announced that former alderman, Bill Bolger, has started a grassroots effort
establishing "Practice Random Acts of Kindness." Mayor Low stated that she has bumper
stickers available for anyone interested, encouraging everyone to participate.
