HomeMy WebLinkAboutMinutes - 05/06/2013 - City CouncilREGULAR MEETING May 6, 2013 Mayor Low called the regularly scheduled May 6, 2013 meeting of the McHenry City Council to order at 7:30 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer, Blake, Wimmer, Peterson and Condon. Absent: None. Also in attendance were City Administrator Morefield, Deputy City Administrator Martin, Deputy City Administrator Hobson, Director of Public Works Schmitt, Director of Finance Lynch, Chief of Police Jones, City Attorney McArdle, and City Clerk Jones. Mayor Low introduced Judge Mary Nader. Mayor Low announced that Judge Nader would be swearing in each of the recently elected officials for the City of McHenry. Judge Nader gave the oath of office to City Clerk Jones. City Clerk Jones took the Oath of Office and commenced the minutes of the Council meeting. Judge Nader gave the Oath of Office to Mayor Low, Alderman Santi, Ward 2, Alderman Schaefer, Ward 3 and Alderman Wimmer, Ward 5. Mayor Low congratulated each of the recently elected officials. She stated she is looking forward to working with each member of the Council during the next four-year term. Mayor Low thanked her family and friends for their support during the election. PRESENTATION: McHENRY AREA CHAMBER OF COMMERCE CHAMBER ACTIVITIES Mr. Wayne Seely, owner of Visual Horizons, Inc. together with Kathy Sierminski, CPA with Picker & Associates, CPAs, Denny Norton, owner of Performance Unlimited, Inc. and Jeff Kleinschmidt, owner of Elite Furniture Service, addressed Council and provided a brief presentation regarding upcoming events by the McHenry Area Chamber of Commerce, including: • The Chamber Golf Outing, scheduled on May 15, 2013, at McHenry Country Club; • Taste of Summer Downtown, Saturday, June 8, 2013 from 1:00 pm to 5:00 pm; • Ribbon cuttings; • Fiesta Day schedule; and • A preview of the McHenry NOW Mobile App. Mr. Seely thanked the City of McHenry and Staff for their continuing partnership and participation in McHenry Area Chamber of Commerce sponsored events. PUBLIC INPUT SESSION Mr. Ed Barys, 318 Inverness Trail, McHenry, Illinois, signed in for Public Input. Mr. Barys addressed Council about an issue concerning dog waste. He stated that he has two dogs that he walks regularly, noting that he encounters a great deal of dog waste that inconsiderate dog owners neglect to pick up. Regular Meeting Page 4 May 6, 2013 Motion by Wimmer, seconded by Blake, to approve the Consent Agenda, as amended: Voting Aye: Santi, Glab, Schaefer, Blake, Wimmer, Peterson, Condon. Voting Nay: None. Absent: None. Motion carried. Alderman Glab inquired about why the City of McHenry is paying more locally for municipal vehicles when a dealership in Frankfort has a better price. He opined that elected officials are responsible for spending taxpayer money wisely. Chief of Police Jones explained that the difference in price offered by the two dealerships is approximately $200 and that an additional cost would be incurred for each vehicle for transportation of the vehicles from Frankfort to McHenry. He noted that each of the vehicles is between six years and 13 years of age and have mileage that ranges between 102,000 and 134,900 miles. Mechanical maintenance records confirm that continued repair for the vehicles would outweigh the value of the vehicles and the benefit of keeping them in service. City Administrator Morefield stated that good will is created when the City purchases from local businesses when feasible. Responding to Alderman Glab's inquiry regarding the State Bid process for vehicles, Chief Jones stated that he called the State of Illinois and spoke with a representative in the office for the State Bid process and was informed that the State Bid was unavailable, at this time, for 2014 vehicle purchases. Alderman Glab requested that additional investigation take place regarding the State Bidding process. Alderman Condon concurred with Alderman Glab that it is the responsibility of municipal government to spend the taxpayer money wisely and believes the Council is cognizant of that fact. She stated, however, it is also important to assist local businesses to thrive and not incur unnecessary costs. Alderman Santi concurred with Alderman Condon. Motion by Wimmer, seconded by Condon, approving the purchase of five (5) police vehicles and one (1) public works vehicle, in an amount not to exceed $156,521. Voting Aye: Santi, Schaefer, Blake, Wimmer, Peterson, Condon. Voting Nay: Glab. Absent: None. Motion carried. Regular Meeting Page 5 May 6, 2013 REQUEST TO APPROVE A RESOLUTION RENAMING AND DEDICATING THE VETERANS MEMORIAL PARK BAND SHELL/GAZEBO IN HONOR OF BOB "BEEF" FREUND. Deputy City Administrator Hobson informed Council that Bob Freund, known locally as "Beef" has performed in the McHenry City Band for 56 years and served as band director for 13 years. Beef was born and raised in McHenry, played in the McHenry High School Band and several local drum and bugle corps. Mr. Freund also formed his own musical groups, including the Fireball 8 Dixieland Band. Due to physical limitations, Mr. Freund is no longer performing. Mayor Low received an application from the children of Mr. Freund requesting the Council name the band shell/gazebo in Veterans Memorial Park after Mr. Freund. The band shell is significant to Mr. Freund because of his musical history, a veteran of the U.S. Marine Corp, an active member of McHenry VFW Post 4600, and the park is one block from his childhood home. This type of request is rare and Staff used the criteria established for Honorary Street Signs, which are: • Historical/cultural influence on the City; • Significant lineage or family ties to the City; • Clear geographical relationship of street to the area of interest of the applicant; • Known to be of good moral character; and • A clearly defined community or public contribution made by honoree. It is Staff's opinion that Mr. Freund meets all the requirements. A 12 x 18 plaque dedicating the gazebo would be mounted on a stand in the planting area at the foot of the gazebo. The actual dedication would take place on June 6, 2013. Alderman Condon expressed a personal connection, her brother-in-law Ron Freund. Her children have grown up knowing "Beef." She stated it is a fitting tribute to a fine man. Alderman Blake stated he has known "Beef" Freund his entire life and the dedication is a well -deserved honor. Motion by Condon, seconded by Blake, approving a Resolution renaming and designating the band shell/gazebo in Veterans Memorial Park as the Bob "Beef" Freund Gazebo. Regular Meeting Page 6 May 6, 2013 MAYOR STATEMENT AND REPORT Mayor Low recognized Mr. Mike Roberts as the new Superintendent for District 156. Mayor Low wished Mr. Roberts a long and productive career as superintendent. COMMITTEE REPORTS Alderman Condon informed Council that a special meeting of the Community Development Committee was held on Tuesday, April 30, 2013 and minutes would be forthcoming. STAFF REPORTS City Administrator Morefield announced that Carolyn Lynch has been promoted from Finance & Accounting Manager to the position of Finance Director and Bill Hobson has been promoted from Assistant City Administrator to Deputy City Administrator/Parks & Recreation, Special Events & Support Services. Director of Public Works Schmitt announced that a free E-Waste Drop -Off would take place on Saturday, May 18, 2013, in the City of McHenry from 9:00 am to 12:00 pm at the Public Works facility on Industrial Drive. He noted that the Illinois Electronic Products Recycling and Reuse Act bans certain types of electronics from being disposed in Illinois landfills, such as: • Televisions; • Computer monitors; • Computers; • Laptops; • Electronic mice; and • Many other common electronic items. Director Schmitt requested that for additional information regarding specific items and E- Waste, interested parties should call the McHenry County Solid Waste Management Program at 815-334-4585. He noted that a complete listing of electronics, which are banned from landfills, is available online at: http://www.epa.state.il.us/land/electronic-waste-recycling/amendments html. Deputy City Administrator Hobson provided information regarding the McHenry Band Concert series. He noted that there will be some concerts prior to the series and a farmers market and food vendors will be present at the concerts. FUTURE AGENDA ITEMS No future agenda items were presented.
