MONDAY, DECEMBER 22, 1986 7:30 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Monday, December 22, 1986 at 7:30 P.M. at City
Hall . At roll call the following Aldermen were present: Bol ger, Lieder, Counci 1
Mc Cl atchey , Nol an, Smith, Snell . Absent: Teta, Serritel l a. City staff Mtg.
in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Attendance
Director Merkel, Chief Joyce.
Motion by Bolger, seconded by Snell , to accept the minutes of
the December 18, 1986 Special Meeting and the December 10, 1986 Regular
Meeting as presented.
Voting Aye: Bolger, Lieder, McCl atchey, Nolan, Smith, Snell.
Voting Nay: None.
Absent: Serritel l a, Teta.
Motion carried.
Motion by Bolger, seconded by Smith, to approve the final plat
of Malibu Estates subdivision contingent upon the subdivision being
developed in compliance with the Subdivision Control Ordinance as it
relates to sidewalks if the sidewalk regulation was not waived in the
previous annexation agreement; the City being joint signatory on the plat
as it relates to Malibu Tot Lot previously deeded to the City and the
submission of a letter of credit for subdivision improvements in the
amount of $269,364 as recommended by Baxter & Woodman.
Voting Aye: Bolger, Lieder, Mc CI atchey, Nolan, Smith, Snell.
Voting Nay: None.
Absent: Serritella, Teta.

Motion by Lieder, seconded by Smith, to ratify action taken on
December 12, 1986 and authorize payment to Racine Truck Company in the
amount $45,377.15 for a 1986 International Harvester diesel truck for the
Public Works Department.

Two additional corrections were made on zoning pages as pre-
sented by John Gann. On Page 35, RM-1 was changed from 24 to 26 persons
per acre and RM-2 was changed from 29 to 31 persons per acre. On Page
126 the maximum fine was changed from $200 to $500.
Motion by McClatchey, seconded by Smith, to pass an ordinance
approving the zoning ordinance and zoning map as amended and to publish
it in pamphlet form.

Motion by Nolan, seconded by Bolger, to submit an application
and agreement to participate in the Illinois Public Treasurer's Invest-
ment Pool which will be used as a short term medium for the Treasurer to
use at his discretion.

Motion by Lieder, seconded by Nolan, to accept the recom-
mendation of the Finance Committee and authorize Chief Joyce to purchase
bullet proof vests in the amount of $7,200 for all police officers and to
instruct him to develop a policy for implementation of the vests.

Motion by Lieder, seconded by Nolan, to pass an ordinance
establishing a 35 mph speed limit on Riverside Drive within the City
limits at the Riverside Terrace Subdivision.
