HomeMy WebLinkAboutMinutes - 12/21/1988 - City CouncilREGULAR MEETING WEDNESDAY, DECEMBER 21, 1988 The Regular Meeting of the McHenry City Council was called to Council order by Mayor Busse on Wednesday, December 21, 1988 at 8 P.M. at City Meeting Hall. At roll call the following Aldermen were present: Bolger, Nolan, Attendance Teta, Lieder, Smith, Patterson, Serritella. Absent: McClatchey. City Staff in attendance were Attorney Narusis, Clerk Gilpin, Supt. of Public Works Batt, Chief of Police Joyce, Director of Development Greenwood, Park Director Merkel, and Finance and Personnel Administrator Vitas, Building and Zoning Officer Halik. Absent: None. Motion by Nolan, seconded by Serritella to accept the minutes of the December 7, 1988 Regular Meeting and the December 12, 1988 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Teta, Lieder, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Serritella, seconded by Nolan to approve the Preliminary Plat of the First Addition to Winding Creek 5 as presented and to incorporate Plats the following recommendations of the Plan Commission into the Plat: 1. The Cul-De-Sac of Veretta Court to exceed the allowed 500 foot maximum length by 65 feet; 2. The paved surface width of Cross Trail Drive to be increased to 34 feet. Voting Aye: Bolger, Nolan, Teta, Lieder, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Bolger, seconded by Patterson to require that the Preliminary Plats Plat for Phase 1 on Winding Creek 5 be amended as follows: 1. To extend Cross Trail Drive to the South; 2. To modify the curvature of Cross Trail Drive; 3. To include a stub at the end of Barnwood Drive. Voting Aye: Bolger, Nolan, Teta, Lieder, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Nolan, seconded by Bolger to continue the Annexation Agreement Annex. Hearing for First Addition to Winding Creek 5 to Wednesday, January 11, 1989 at 8 P.M. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Serritella to authorize the reduction in the Letter of Credit for McHenry Lakes Estates Unit 3 from $369,783 to LOC's $76,633 as recommended by Baxter and Woodman, conditioned upon the receipt of as -built plans and an open-end guarantee bond in the amount of $46,904. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Director of Development Greenwood and Building and Zoning Officer Halik presented price estimates to furnish the mobile trailer which is being purchased for use by the Building and Zoning Department. Their estimates ran from $9,000 to $13,000 for furnishing the mobile office. Following discussion, it was decided that alternatives on purchasing new furniture should be investigated and the matter brought back to the Council for further consideration. Agreements Motion by Lieder, seconded by Nolan to enter into a snowplowing agreement Snow Plow. with McHenry Township as recommended by Superintendent Batt. Sewer Plant Motion by Teta, seconded by Lieder to authorize and approve payment to South William Zeigler and Son for partial payment toward the South Wastewater Treatment Plant in the amount of $198,153 as recommended by Baxter and Woodman. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Special Motion by Lieder, seconded by Patterson to authorize and approve partial Assess.-McH. payment to George W. Kennedy Construction Co. for the McHenry Shores Shores Sanitary Sewer Special Assessment in the amount of $276,610.25 as recommended by Baxter and Woodman. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. MFT Motion by Lieder, seconded by Nolan to pass a supplemental MFT Resolution for construction and engineering inspection of the Salt Storage Facility Resolutions and access road to the South Wastewater Treatment Plant in the amount of Publ Pro $6,000 as recommended by the Superintendent of Public Works. Ordinance Motion by Lieder, seconded by Patterson to pass an ordinance establishing Stop Sign stop signs on Lauren Court, Donovan Court, northbound Jennifer Lane, and Locations northbound Leonard Avenue, all at Orleans Street, as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Resolutions Motion by Smith, seconded by Nolan to pass a resolution to schedule the Council meetings for the 1989 calendar year as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Annexations Motion by Nolan, seconded by Serritella to continue the Annexation Agreement Hearing on the Fritsch Property to January 18, 1989 at 8 P.M. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Patterson, seconded by Bolger to accept the November Treasurer's Report as presented.
