The Regular Meeting of the City Council was called to order by Mayor Stanek on Monday, December 21, 1981 at 8:00 P.M. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Also in attendance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Serritella, seconded by Datz, to accept the minutes of the December 7, 1981,Regular Meeting as presented. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Patrolman. Anthony Militano, President of the McHenry Police Officers Association, presented plaques to Dennis W. Taylor and Daniel E. Jackson in appreciation for their heroic action in saving the life of a man trapped in his burning car involving an accident on November 1, 1981. Motion by Serritella, seconded by Wieser, to approve the mayor's appointment of Orville Andrews as Building and Zoning enforcing officer for the City of McHenry at a annual salary of $19,040 with employment to begin January 4, 1982. Motion by Smith, seconded by Harker, to authorize the purchase of 70 manhole covers from East Jordan Iron Works, Inc. at $25 each with a $5 credit to be given for each old cover returned. Attorney Frank Gradishar addressed the council regarding possible annexation of four acres of vacant land on the East side of Rt. 31 across from the new hospital site. He was instructed to file the necessary petition. Motion by Serritella, seconded by Meurer, to authorize and approve payment to Lakeland Construction Co. for rental of heavy duty equipment at Knox Park in the amount of $1,705.00 to be paid from Developer Donations Fund. Voting Aye: Nolan, Harker, Smith, Serritella, Wieser, Datz, Pepping, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Wieser, to authorize and approve 1979 Sewer payment Estimate No. 17 to Keno & Sons Construction Co. for final pay - Construction ment on the Sewer Treatment Plant addition in the amount of $40,076.05 as recommended by Baxter & Woodman. Voting Aye: Nolan, Harker, Smith, Serritella, Wieser, Datz, Pepping, Meurer. Voting Nay: None. Absent: None. Motion carried. Authorization Motion by Pepping, seconded by Nolan, to authorize and approve payment to Professional Services Group for additional charges for tele- vising McHenry sewer lines in the amount of $333.23 with the balance of $112.77 being withheld for further itemization. Voting Aye: Nolan, Harker, Smith, Serritella, Wieser, Datz, Pepping, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Datz, to authorize Attorney Authorizations Narusis to file a complaint for judgement in the amount of $392.00 Sidewalks against Granville Sornson of 207 N. Authorizations Motion by Pepping, seconded by Meurer, to authorize the mayor to appear at the McHenry County Zoning Board of Appeals hearing on Zoning matters January 7, 1982 and voice the opinion of the City Council to oppose rezoning of the property at 4106 W. McCullom Lake Road because of its conflict with the City of McHenry Comprehensive Plan as well as other reasons. ( Voting Aye: Pepping, Datz, Smith, Meurer, Stanek. Mayor Stanek accepted a letter from Alderman Wieser tendering his resignation from the Southeast McHenry Facilities Planning Area Advisory Committee. Motion by Nolan, seconded by Smith, to call a special Council Meeting for Wednesday, January 13, 1982 at 7:30 P.M. to discuss McHenry Shores Annexation. Voting Aye: Pepping, Datz, Smith, Harker, Wieser, Nolan. Voting Nay: Meurer, Serritella. Absent: None. Motion carried. Motion by Datz, seconded by Smith, to authorize and approve revisions of the heating system, as recommended by the Public Property Committee, for the Municipal Building at 1111 N. Green with prices to be obtained from Althoff Industries on a time and material basis as out- lined in their letter dated December 3, 1981. Voting Aye: Nolan, Harker, Datz, Smith, Serritella, Meurer, Stanek. Voting Nay: Pepping, Wieser. Absent: None. Motion carried. Resignations McHenry Shores FPA Special Council Mtg. Authorizations I Public Property) Motion by Harker, seconded by Nolan, that the Council concur with the recommendation of the Street and Sidewalk Committee to deny Parking the request of School Districts 15 and 156 for reserved parking of eleven spaces on Main Street and authorize that a letter be sent to the School committees Districts informing them that there will be increased surveillance on Main Street and the Main Street parking lot and tickets will be issued forany violations. Voting Aye: Nolan, Harker, Datz, Smith, Serritella, Meurer, Pepping, Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Nolan, to pass an ordinance amending the Driving While Intoxicated regulations to make the city ordinance conform with the new State Statutes effected January 1, 1982. Motion by Serritella, seconded by Meurer, to authorize and approve payment of $7,500.00 from the Public Benefit Fund to the Lakeland Park Special Assessment Principal Fund. Voting Aye: Nolan, Harker, Datz, Smith, Serritella, Meurer, Pepping, Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Pepping, to go into executive session at 11:23 P.M. for the purpose of discussing threatened liti- gation. Motion by Smith, seconded by Wieser, to establish a city policy that in the event a person approaches the city for hookup to the city water services and the water line is directly across, in front of, or on the same side of the street as the lot desiring water, the city shall pay for extension of the water line to the property owner's lot line and install the size of the line required for that property.
