WEDNESDAY, DECEMBER 20, 1989 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Pro Tem Raymond Smith on Wednesday, December 20, 1989 at
8 P.M. at City Hall. At roll call the following Aldermen were present:
Bolger, Donahue, Lieder, Teta, Smith, Patterson, Serritella. McClatchey
arrived at 8:08 P.M. Absent: None. City staff in attendance were
Attorney Narusis, Clerk Gilpin, Chief Joyce, Building and Zoning Officer
Halik. Absent: Park Director Merkel, Director of Public Works Batt.
No one signed up for the 10 minute public input.
Motion by Lieder, seconded by Bolger, to approve the minutes of
the December 11, 1989 Regular Meeting as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Patterson, seconded by Lieder, to approve the November
Treasurer's Report as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse arrived at 8:13 P.M. and conducted the remainder of
the meeting.
Lou Karrison of Karrison, Byrne, Jansey and Trimarco presented
the Annual Financial Report Audit for the fiscal year which ended April
30, 1989.
Motion by Patterson, seconded by Lieder, to accept the 1988-89
Fiscal Year Audit Report as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by McClatchey, seconded by Serritella, to pass the annual
Resolution with the Illinois Department of Transportation regarding
procedures for the City to use when working in the State right-of-ways.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse presented an ordinance prepared by the City's Bond
Counsel authorizing the issuance of a maximum $3,000nnn in Alternate
General Obligation Bonds in connection with financing of the new
municipal building construction. The Alternate General Obligation Bond
is a full faith and credit obligation of the City. Principal and
Interest is payable from the City's portion of sales taxes collected and
a pledge of this revenue source secures the bonds. If such revenues are
insufficient for repayment, then the bonds become an obligation repayable
from property taxes levied on all taxable property within the City.
Since the City sales tax revenues have exceeded the budget for the past
five or six years, Busse said it was very unliKeiv that property taxes
would ever have to be collected for payment of these bonds.
Motion by Smith, seconded by Lieder, to pass an ordinance
authorizing the issuance of $3,000,000 Alternate Gciicial Obligation Bonds
of the City of McHenry for the purpose of financing a new municipal
building.

Under Mayor's statements and reports Busse reported that a
letter had been received from John Smith of Smith Engineering wherein he
suggested methods to improve traffic problems in the city. It was
decided to request Smith to appear before a City Council Meeting with his
recommendations. Mayor Busse was also instructed to contact James Rakow,
County Superintendent of Highways, concerning Phase III of the Bull
Valley/River/Chapel Hill Connector Road Project in an effort to clarify a
statement in a news release from Rakow concerning whose responsibility it
would be to construct an arterial road parelling Bull Valley Road along
the south edge of developable property.
A request to name a park in Green Valley Subdivision as "Wheeler
Park" was referred to the Park Committee for recommendation.
Mayor Busse announced the following meeting dates: Wednesday,
January 10, 1990, 7:30 P.M. Special Meeting with City Council and Plan
Commission to discuss the Comprehensive Plan Update with Gann
Consultants; Monday, January 22, 1990, 7:00 P.M. Committee Meeting of the
Whole to discuss City Hall construction progress with Prime Development;
Monday, January 22, 1990 8:00 P.M. Special Meeting to discuss revised
Fritsch Subdivision plan; Tuesday, January 23, 1990, 8:00 P.M. Special
Meeting to discuss an annexation agreement for Deerwood Estates.
Alderman Patterson, Chairman of the Park Committee, announced
that the Park Committee Meeting of January 29, 1990 be moved to Monday,
January 15, 1990 at 7:30 P.M.
Alderman McClatchey, Chairman of the Personnel Committee,
reported that progress had been made on a job description for the City
Administrator's position at the Personnel Committee Meeting held December
19, 1989. The proposed job description will be presented at the January
3, 1990 Council Meeting for approval.

Motion by Teta, seconded by Bolger, to authorize and approve
payment to Aurora University in the amount of $685 as tuition payment
for Thomas O'Meara who successfully completed a course in Management
Application towards his Masters Degree in Criminal Justice.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting May: None.
Absent: None.
Motion carried.
Bolger asked that the Aldermen be kept better informed and more
involved in the planning of construction for the new city hall. A time
chart was distributed to the Aldermen which detailed the program as
presented by Prime Development Corporation. A Committee Meeting of the
Whole is scheduled for January 22, 1990 at 7:00 P.M. at which time Kit
Carstens of Prime Development would update the City Council on the
project.
