Mayor Busse presented an ordinance prepared by the City's Bond Counsel authorizing the issuance of a maximum $3,000nnn in Alternate General Obligation Bonds in connection with financing of the new municipal building construction. The Alternate General Obligation Bond is a full faith and credit obligation of the City. Principal and Interest is payable from the City's portion of sales taxes collected and a pledge of this revenue source secures the bonds. If such revenues are insufficient for repayment, then the bonds become an obligation repayable from property taxes levied on all taxable property within the City. Since the City sales tax revenues have exceeded the budget for the past five or six years, Busse said it was very unliKeiv that property taxes would ever have to be collected for payment of these bonds. Motion by Smith, seconded by Lieder, to pass an ordinance authorizing the issuance of $3,000,000 Alternate Gciicial Obligation Bonds of the City of McHenry for the purpose of financing a new municipal building.
