WEDNESDAY, DECEMBER 16, 1987 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, December 16, 1987 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Lieder, Council Mtg.
McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Absent: None. Attendance
City staff in attendance were Supt. Batt, Clerk Gilpin, Park Director
Merkel, Chief Joyce.
Motion Bolger, seconded by Nolan, to accept the minutes of the
December 2, 1987 Regular Council Meeting as presented.
Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Nolan, to accept the low bid of Bid Opening
Carey Electric in the amount of 16,490 to perform the electrical work & Awarding
necessary to install the pump at Well No. 8. Water Dept.
Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Improvements
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Nolan, to
recommendation of the Landmark Commission, and approve the

ordinance establishing a 30 mph speed limit on McCullom Lake Road between
Route 31 and Riverside Drive as presented.

Discussion was held on extension of the sick leave bank forWages &
employees hired before January 1, 1982 as presented in the personnelBenefits
policy manual. Following discussion it was the consensus of opinion to
allow the phase in of the sick bank leave to expire on Deceryber 31, 1987.
However, Alderman Lieder requested that Chief Joyce contact the McHenry
Police Association for their comments on the reason for the extension
request made during salary negotiations in March and April of 1987. He
asked that comments from the Police Association be presented at the
December 21, 1987 Regular Council Meeting.
Motion by McClatchey, seconded by Smith, to accept the November
Treasurer's Report as presented.

Employees Motion by Patterson, seconded by Teta, to create the position of
Administrator of Finance and Personnel at Step 16 with a salary grade of
135,000.

Motion carried.
Mayor Busse announced the appointment of Bogdan (Bob) Vitas Jr.
to the position of Administrator of Finance and Personnel with the
following terms and conditions:
1. An annualized salary of 135,000.
2. City residency within one year of his employment date,
anticipated to be January 11, 1988.
3. The same budgetary allotment for professional conferences and
seminars similar to that of other Department Heads.
4. Use of a City owned vehicle for City business, when available.
He will be responsible for commuting to the work place and other
personal transportation needs.
5. All employee benefits and conditions of employment described in
the Personnel Policy Manual of the City of McHenry.
6. Payment of any interim insurance premiums to extend coverage
from the date of his employment by the City of McHenry until the
date he is covered by the City of McHenry Insurance program
(approximately 375).
Employees Motion by McClatchey, seconded by Teta, to approve the Mayor's
Appointments appointment of Bogdan (Bob) Vitas Jr. under the terms and conditions as
presented.

Parks -Mist. Motion by Serritella, seconded by Patterson, to notify the
McCullom Lake Conservation Club that because the dredge was never accepted or
Donations to presented to the City in good operating condition, the City of McHenry is
City withdrawing its motion of 7-2-86 to accept the gift of the dredge with no
strings attached so that another interested party can accept the dredge
from the McCullom Lake Conservation Club for restoration.

Discussion was held on renewed plans by the Illinois Department
of Transportation to extend Route 53 to the Wisconsin state line. The
Mayor reported that he intends to write the Secretary of Transportation
to encourage renewed interest in the construction of this Route.

Alderman McClatchey reported on a Personnel Committee meeting
held prior to this Council meeting. Discussion was held on the sick
leave bank, Safety Policy Manual for employees, achievement awards for
Public Works employees attending mechanic school and other personnel
matters. No action was taken at this time on any of the matters
presented.
Alderman Teta reported on a Building & Zoning Committee meeting
held December 8, 1987. Discussion was held on the Cunat Brother's
request for $15,000,000 of Industrial Revenue Bonds to construct
apartments at the corner of McCullom Lake Road and Orleans Street. The
Cunat Brothers reported that they were going to go to the Zoning Board of
Appeals to request a variation granting them permission to construct 207
units in multiple buildings. Another matter discussed was placement of
sheds and accessory structures near principal buildings on a lot.
Building and Zoning Officer John Zabor will present a specific definition
for square footage on sheds and the matter will be brought back for
discussion and consideration at a future meeting.
Superintendent Batt presented a break down of costs for sludge
disposal which was requested by the Utilities Committee at a prior
meeting. Following discussion it was decided to refer the matter to the
Finance and Utilities' Committees for discussion on the purchase of a new
or used truck to hall sludge during the winter months.
Motion by Teta, seconded by Nolan, to charge $30 per acre for
preliminary copies of aerial maps which the City developed last year.

December 16, 1987 and who formerly served on the City of McHenry Police
Commission Board for eight years.
