The Regular Meeting of the City Council was called to order by Mayor Stanek at 8 p.m. on Monday, December 15, 1980. At roll call the fol- lowing aldermen were present: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Absent: None. Also in attendance were City Attorney Bernard Narusis, City Clerk Gilpin, Police Chief Pasenelli, Shop Foreman Weber. Park Director Merkel arrived at 10:30 p.m. Motion by Adams, seconded by Nolan, to accept the minutes of the December 1, 1980 Regular Meeting as read. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Nolan, to grant a fence variation to Donald E. Moors, Jr. of 4907 Dartmoor Drive for construction of a corner fence on his lot.. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Pepping, to pass a Resolution in re- cognition of the fine work done by the McHenry Community High School Building Trades Classes and the Art Club Classes on the construction of a Nativity scene and figures for display (luring this and future Holiday Seasons in the City of McHenry. (Chris Ballard, John Costigan, Eric Crittenden and Scott Fuller, students who worked on the project, were present to accept the Resolution). Monday, December 15, 1980 page 2 Motion by Schooley, seconded by Meurer, to pass a Resolution authorizing the execution of a Memorandum of Agreement by and between the City of McHenry and McHenry State Bank, as Trustee for Edward J. Neumann, Jr. regarding the issuance of Industrial Development Revenue Bonds for a pro- posed resort complex 'located near the intersection of Route 31 North and McCullom Lake Road. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping., Voting nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Datz, to pass a Resolution authoriz- ing the execution and delivery of a Memorandum of Agreement by and between the City of McHenry and Hanover Development Company, or a related business entity, providing for the issuance of Industrial Project Revenue Bonds for a proposed shopping center at the corner of Route 120 and Ringwood Road. Voting aye: Meurer,Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None.. Absent: None. Motion carried. Motion by Pepping, seconded by Datz, to approve the final plat of Winding Creek Unit 2 as presented and authorize the City Clerk to sign and record the plat upon presentation of a proper letter of credit. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Datz, to pass an ordinance amending the Subdivision Control Ordinance as recommended by Dr. Hal Sundin of Baxter & Woodman. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Peppinq. Voting nay: None. Absent: None. Motion carried. Monday, December 15, 1980 page 3 Motion by Harker, seconded by Adams, to authorize Baxter & Woodman to design and draw up specifications for construction of a new well on Crystal Lake Road in Winding Creek Subdivision. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping.. Voting nay: None. Absent:: None. Motion carried. Discussion on a proposed City Water Atlas by Baxter & Woodman was referred to the Utilities Committee for further study. Mayor Stanek called for a recess at 9:50 p.m. The meeting recon- vened at 9:57 p.m. with everyone still in attendance. Motion by Schooley, seconded by Adams, to reaffirm the existing Ward boundries as operating boundries for the 1981 General City Election. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to authorize the payment of Estimate No. 13 to Keno & Sons Construction Company for sewer treatment plant addition in the amount of $91,071.96 as recommended by Baxter & Woodman. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Datz, to authorize and approve payment of Estimate No. 1 for Scully, Hunter & Scully Company for instal- lation of water and sewer lines in Knox Park as recommended by Baxter & Woodman in the amount of $22,984.20 to be paid from Knox Park Development Funds and $8,199.07 to be paid from the Water/Sewer Fund for oversizing of the sewer line. Motion by Wieser, seconded by Pepping, to defer action on the re- quest of Fox Hole Tap for installation of a canopy at their entrance on Riverside Drive and submit the matter to the Building & Zoning Committee for study and have it report back with a recommendation. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Datz, to pass an Ordinance for a lease agreement regarding a driveway in the Green Street Parking Lot. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried. Mayor Stanek referred the matter of a possible street name chanqe for Oak Drive in Lakeland Park to Aldermen Meurer and Schooley for study and recommendation. Consideration of a bridge over the Lakeland Park drainaqe ditch onto Oak Drive was referred to the Street & Sidewalk Committee for study and recommendation. Motion by Pepping, seconded by Nolan, to authorize the Mayor to sign a Joint City -State Agreement covering preliminary engineering for Federal Project M,-5043(12) for improvement of Green Street from Kane Avenue to south City Limits and to instruct engineers to include sidewalks on the west side of Green Street if possible. Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Voting nay: None. Absent: None. Motion carried.
