The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, December 11, 1989 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Serritella. Patterson arrived at 8:14 P.M. Absent: None. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Clerk Gilpin, Building & Zoning Officer Halik. Absent: Chief Joyce, Park Director Merkel. During the 10 minute public input session of the meeting, Anton Rebel read from a letter Mayor Busse sent to the Army Corps of Engineers on August 17, 1989. Rebel expressed the opposition of the McHenry Preservationlists to the Fox Bay Project and TIF. Tony Peterson spoke about the necessity to save the wetlands area near the South Waste Water Treatment Plant. She also asked that the nature areas be preserved in and around the City and that hiking and bike paths be included in future planning. Deanna Gardner expressed concern for the Schools and stated that high density multi -family should not be allowed in McHenry Corporate Center. Mayor Busse said, in fact, that the Zoning Board or the City Council had not approved multi family zoning for that business park. Motion by Bolger, seconded by Patterson, to approve the minutes of the December 6, 1989 Regular Meeting as corrected. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Serritella, to approve the Mayor's appointment of Janet Ringer of 3411 W. Waukegan Road to the Landmark Commission to fill the unexpired term of Mary Lou Schaefer which will expire April 30, 1991. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. A letter dated November 20, 1989 was presented for Council consideration from John Gann of Gann & Associates who is working on the City's Comprehensive Plan Update. He suggested the adoption of the plan in two parts: 11 Plan Text 21 Plan Map. The Council agreed with the format that he set out in the letter and asked the Mayor to convey this information to Gann. Motion by Smith, seconded by Bolger, to concur with the recommendation of the Zoning Board of Appeals and grant a conditional use to place a dwelling on the vacant property at 1206 N. Third Street as requested by petitioner Ronald Bykowski. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. A. stained: Donahue. Absent: None. Motion by Teta, seconded by Bolger, to authorize and approve payment to Seagren/Shales as partial payment for the South Waste Water Treatment Plant in the amount of $202,061 as recommended by Baxter & Woodman contingent upon the receipt of waivers of liens from contractors on the project. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to create the position of Water Meter Maintenance Worker in the Public Works Department and approve the job description as presented by Director Batt. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Monday, December 11, 1989 Page 2 Motion by Patterson, seconded by Smith, to approve Director Batt's request for purchase of a brush chipper in the approximate amount of $25,000, to waive the bidding process for this purchase and authorize Director Batt to solicit a minimum of three proposals for purchase in this fiscal year, 1989-90. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse announced that the dedication ceremony for the new Bull Valley Road Bridge will be held on Wednesday, December 20, 1989 at 11:30 A.M. The Mayor announced his appointment of Lt. Gary Wigman as the City's Public Service Answering Point (PSAP) Representative for the enhanced 9-1-1 Board for McHenry County. Motion by Serritella, seconded by Patterson, to approve the Mayor's appointment of Lt. Gary Wigman to the enhanced 9-1-1 Board. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Donahue, to enter into an agreement with Waste Management of McHenry County for residential per bag scavenger service as stipulated in the bid with the issue of yard waste and multi -family scavenger service to be addressed at a later time with Waste Management of McHenry County. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. A Building & Zoning Committee Meeting was set for Wednesday, January 3, 1990 at 7 p.m, to discuss zoning issues. Motion by Patterson, seconded by Serritella, to go into executive session at 9:08 P.M. to discuss personnel. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Teta, to go back into open session at 9:32 p.m. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Donahue, to concur with the recommendation of Director Batt to rehire and reinstate Jon Schmitt as an employee in the Water Division with his employment status to remain as though he never left (off work one day). Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Teta, to approve the Mayor's recommendation to grant a one-half step increase in salary to acting Development Director Andrew Halik, effective on his anniversary date of November 7, 1989. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried.
