Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, December 11, 1985 at 7:30 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by McClatchey, seconded by Serritella, to accept the minutes of the December 4, 1985 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse and Park Director Merkel presented Community Service Awards from the Illinois Parks and Recreation Association to Jackie Stokes, representing the McHenry Women's Civic Group, and to Dave Dicker and Jean Woods of McHenry Area Jaycees. Mayor Busse expressed thanks to these organizations for their dedication to community service and their many volunteer activities which benefit the City of McHenry and its citizens. McHenry Area Jaycees presented a check for $200 as a donation toward the purchase of a bike rack for the Petersen Park Beach. The Mayor expressed gratitude on behalf of the Council and the citizens of McHenry. Motion by Bolger, seconded by Nolan, to authorize an increase in the number of class "G" liquor licenses by one and to recommend that the Mayor issue the class "G" liquor license to Windhill Pancake Parlor at 3307 W. Elm Street, McHenry. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Serritella, to pass a reso- lution entering into a Joint Governmental Purchase Program with the State of Illinois for the term of this City Council. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Bolger, to pass a reso- lution setting the schedule of Regular Council Meetings for the 1986 calendar year as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Council Mtgs, Attendance Parks-Misc. Donations to City Liquor Control & Licenses Resolutions Agreements Resolutions Motion by McClatchey, seconded by Smith, to authorize and Sewer Dept. approve Payment Requests No. 3 & 4 to William Ziegler & Son for Repairs & sewage treatment plant improvements at the centrifuge building and Improvements aeration piping in the amount of $79,130 for Payment Request No. 3 and $22,771 for Payment Request No. 4 as recommended by Baxter & Woodman. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse announced that a Committee Meeting of the Whole Council Mtgs.- would be called for Saturday, January 18, 1986 at 10:00 A.M. to hold Ctte. of Whole a Public Hearing with the Cablevision Company so that citizens can express their concerns. Cablevision The Public Property Committee was instructed to study the Committees - problem of snow plowing City parking lots. They will report back at Instructions a later meeting. Wednesday, December 11, '11985 page 2 Alderman Lieder, Chairman of the Finance Committee, reported on a Finance Committee Meeting held Monday, December 9, 1985. Public Wks. Motion by Snell, seconded by Bolger, to authorize the Super - Purchases intendent of Public Works to purchase three radios for three Public Works trucks at a cost of $635 each or a total cost of $1,905. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Public Wks. Motion by Bolger, seconded by Nolan, to authorize the Super - Purchases intendent of Public Works to purchase one hydraulic hose assembling tool and the necessary fittings at a cost not to exceed $1,648. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Public Wks. Motion by Lieder, seconded by Nolan, to authorize the Super - Purchases intendent of Public Works to purchase two 10 key bank systems for the unleaded and diesel fuel tanks at the Public Works Garage at a cost not to exceed $1,636. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Authorizations Motion by Bolger, seconded by Nolan, to authorize the Super- intendent of Public Works to contract for snow shoveling sidewalks as Employees needed at a hourly rate of $4 per hour not to exceed $800 for the winter. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Employees Motion by Bolger, seconded by Nolan, to approve the City Clerk's request for a pay increase for Administrative Assistant Joan Marth effective January 1, 1986 resulting in an annual salary of $21,100. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Employees Motion by Lieder, seconded by Serritella, to authorize and approve the payment of Christmas bonuses to full-time City employees and regular part-time City employees at $25 and part time salaries at $10. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Serritella, Teta. Voting Nay: Snell. Absent: None. Motion carried. Alderman McClatchey, Chairman of the Personnel Committee, reported that a Personnel Committee Meeting had been held at Wages & 6:45 P.M. prior to this Council Meeting concerning a discussion on a proposal by Arthur Young Co. to provide human resources consulting Benefits assistance. Personnel from Arthur Young will be asked to attend a January 8, 1986 meeting and report on their project before the entire Council. Motion by Snell, seconded by Bolger, to approve the recom- Water Line mendation of Superintendent Batt and grant an extension to Paul J. Repairs & May & Sons for completion of the Mc Cullom Lake Road water main exten- Extensions sion for topsoil and seeding no later than June 1, 1986. The Park Committee was instructed to check the Christmas Committees - decorations throughout the City to determine if they should be Instructions retained for next year or replaced. Also they should consider the prospect of purchasing additional Christmas decorations so that decorations can be placed on the poles west of the railroad tracks for existing businesses in that area. Mayor Busse announced that a meeting would be held on Wednesday, January 8, 1986 at 11:00 A.M. with a grant writer, Olivia Wilson. Discussion will be held on the submittal of a grant request Grants for the south sewer treatment plant project. All of the Aldermen were invited to attend. Alderman Bolger, Chairman of the Public Property Committee, Council lltgs. announced that a meeting would be held Monday, December 16, 1985 at Spec. Mtgs. 7:00 P.M. to discuss the plowing of City owned parking lots. Motion by Nolan, seconded by,Bolger, to call a Special Meet- ing on Monday, January 20, 1986 at 7:15 P.M. for the purpose of pas- Session sing the resolutions regarding the McHenry Villa Industrial Revenue Bond project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Serritella, to go into execu- tive session at 8:47 P.M. to discuss pending litigation and property acquisition.
