The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, December 10, 1986 at 7:30 P.M. at City Hall . At roll call the following Aldermen were present: Bolger, Lieder, Council Mtg. McClatchey, Smith, Snell, Serritella, Teta. Absent: Nolan. City staff Attendance in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel. Absent: Chief Joyce. Motion by McClatchey, seconded by Serritella, to accept the minutes of the November 24, 1986 Special Meeting, the December 1, 1986 Special Meeting and the December 3, 1986 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Mayor Busse and Landmark Commission Chairman Nancy Fike pre- sented McHenry Landmark Plaque No. 3 to Bill and Mary Lou Weber for the George Gage Home at 3801 W. Main Street. The home was built in 1858 and Landmark the present owners have been working to maintain the historic nature of Commission the building which still retains some of the architectural elements of a carpenter/gothic style. Mayor Busse and Park Director Merkel presented community service awards from the Illinois Park & Recreation Association to McHenry Kiwanis Club, represented by Bob Mortell and Bill Nuemann, and to McHenry Sand & Parks-Misc. Gravel and McHenry Ready Mix, represented by Chuck Miller. Mayor Busse expressed appreciation to the organizations for their past and continuing support of community service to the City of McHenry and its residents. Motion by McClatchey, seconded by Lieder, to accept the Building and Zoning Committee's report concerning the resubdivision of the Althoff Property on Front Street and to waive certain Subdivision Control Subd. of Ordinance requirements as outlined in the Committee Report and to Land eliminate the 300 foot requirement on the preliminary plat (No. 21 on the Preliminary Plat Checklist) . Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Bolger, seconded by Teta, to pass the Tax Abatement Ordinance as presented. Ordinances Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by Serritella, to pass an Ordinance amending the Municipal Code regarding obstruction of open ditches. Ordinances Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion vision Control presented. Voting Voting Absent: Motion carried. by Smith, seconded by McClatchey, to amend the Subdi- Ordinance regarding dead end streets and cul-de-sacs as Ordinances Aye: Bolger, Lieder, Mc CI atchey, Smith, Snell , Serritella, Teta. Contro', Ordinance Motion by McClatchey, seconded by Teta, to approve a one year lease for rental of 23 acres of city owned park land to Backhaus and Lease Backhaus and to authorize the Mayor and Clerk to execute the lease. Motion by McClatchey, seconded by Serritella, to approve the recommendation of the Personnel Committee and grant a one-half step merit increase to William Cunningham and Robert Holmstrom of the Public Works Employees Department effective with the paycheck of December 26, 1986. Attorney to draft an ordinance amending the Building Code as recommended by the Building and Zoning Committee. Motion by Snell, seconded by Serritella, to go into executive Executive session at 9:23 P.M. to discuss pending litigation and personnel. Session Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by McClatchey, seconded by Snell, to go back into open session at 10:35 P.M. Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Lieder, seconded by Teta, to clarify the Zoning Ordi- Zoning nance concerning the Janko Property at the southwest corner of Orleans Ords. Drive and Mc Cullom Lake Road to state that before a building permit to construct building No. 2 on the property is issued, the detention basin must be functionally completed. Voting Aye: Teta, Lieder, Smith, Snell, Serritella. Voting Nay: Bol ger, Mc CI atchey. Absent: Nolan. Motion carried.
