HomeMy WebLinkAboutMinutes - 12/09/1985 - City CouncilSPECIAL MEETING DECEMBER 9, 1985 The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, December 9, 1985) at 8:00 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta,. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin. Absent: Park Director Merkel, Chief Joyce. Also in attendance were Chairman James Fouse of the Zoning Board of Appeals, Building & Zoning Officer Richard Rosing and John Gann of Gann Associates Zoning Consultants. Prior to the meeting, Gann submitted a handout to the Mayor, Aldermen, Fouse and Rosing concerning general policy guidance for devel- opment of the McHenry Zoning Ordinance. He said that since zoning regu- lations should be suited to the community they are used in, it is important for a zoning consultant to have some general guidance from the community before he starts preparing drafts. lie prepared five pages which suggested some general issues that the City should consider and to provide some guidance before he proceeded further. The items were 1) Innovative versus traditional regulations. 2) Degree of restrict- iveness. 3) Specific versus general. 4) Community participation. 5) Emphasis on economic development versus environmental preservation. Gann said there were no right or wrong answers on each issue, but is simply a means to acquaint the City with issues and alternatives that affect how the regulations are to be prepared and to get a general sense of what items the City wishes its ordinance to emphasize and how strongly it wishes to emphasize them. Each page was thoroughly discussed with Gann taking notes as to the Council's position on each issue. It was a consensus of opinion that special meetings on the zoning revision preparation be held on January 6 and 20, 1986 at 7:30 P.M. The first issue to be discussed will be residential district regulations. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Meeting adjourned at 10:17 P.M.
