WEDNESDAY, NOVEMBER 4, 1981 7:30 P.M.
Committee Meeting of the Whole was called to order by Mayor
Stanek on Wednesday, November 4, 1981 at 7:45 P.M. at City Hall for the
purpose of holding a joint discussion with the Village of McHenry Shores
regarding the possibility of that village annexing to the City of
McHenry. The meeting was co-chaired by Mayor Stanek and McHenry Shores
President Richard Panerali.
City of McHenry aldermen present were: Nolan, Datz, Serritella,
Meurer. Absent: Pepping, Harker, Wieser, Smith. Also in attendance
were McHenry City Attorney Narusis, McHenry Shores Village Attorney
William Cowlin, McHenry City Clerk Gilpin and McHenry Shores Trustees
Donna Tobeck, Martin Koleno, William Wilson, Charles Worth, Howie Lenco,
Larry Weber, & Rose Lilligard.
Also present were McHenry Zoning Board Members Jessup, Hal-
verson, Smith and Chairman Fouse; Plan Commission Members Eckstein,
Mortell, Carstens, Osmon, Wilson and Chairman Schwegel.
Attorneys Narusis and Cowlin explained two procedures for
annexation and answered legal questions put to them. Copies of State
Statutes involved in annexation methods were distributed to aldermen
and trustees.
The meeting recessed at 9:05 P.M. for a coffee break. The
meeting reconvened at 9:23 P.M. with everyone still in attendance.
It was explained that if the annexation referendum is to be
put on the Primary Election ballot, ordinances must be passed by both
towns no later than January 14, 1982 and sent to the County Clerk.
If the petition procedures is used, a petition must be filed
by the Village of McHenry Shores in Circuit Court no later than 78 days
prior to the Primary Election which would make the due date December
28 or 29, 1981.
If the annexation referendum is not prepared in time for the
March 1982 Primary Election, it will have to wait until the November
1982 General Election.

At the close of the meeting, Mayor Stanek and President
Panerali announced they would report to their respective Councils on
the information obtained at this hearing.
Meeting adjourned at 10:02 P.M.
