In the absence of Mayor Stanek - Motion by Snell, seconded by Smith, to appoint Alderman Bolger to serve as Temporary Chairman. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. At roll call the following aldermen were present: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Joyce. Absent: Park Director Merkel. Motion by Snell, seconded by McClatchey, to accept the minutes of the November 19, 1984 Regular Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mark Justen of George Justen & Son Funeral Home addressed the Council concerning participation with the City on reconstruction and installation on curb and sidewalk in front of his place of busi- ness at 3603 W. Elm Street. Motion by Smith, seconded by Datz, to authorize the City to enter into an agreement on cost sharing of the curb and sidewalk in an amount of $3,625.00. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek arrived at 8:18 P.M. and took charge of the meeting. Michael Lynch, Construction Engineer for Midas Muffler, addressed the Council to request a sign variation for Midas Muffler Business Establishment. Motion by Serritella, seconded by Snell, to grant the sign variation to Midas Muffler as requested. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to pass an ordi- nance adopting rules and regulations for the Freedom of Information Act. Motion by Snell, seconded Datz, to authorize and approve the franchise amendment from Illinois Bell Telephone Company as presented. Motion by Nolan, seconded by Bolger, to ratify the action of Awarding the Council and authorize and approve the purchase of a compact car To for the traffic enforcement officer of the Police Department from Buss Ford Sales instead of Harborside due to a variation in the Purch. specifications as submitted by Harborside. Motion by Bolger, seconded by Nolan, to authorize and approve payment of the following bills as entertainment for the Emp. Employee Appreciation Dinner: Lake Zurich Organ Center $100.00, Jeff Smith Organist $120.00, Shirley Smith Soloist $60.00. Halvensleben reported that three price quotes had been received for Green Street traffic striping. Street Motion by Datz, seconded by Snell, to authorize the striping Haint. of Green Street from Kane Avenue to the Knox Park entrance at the low Repair price proposal of $1,474.97 from Parking Lot Services of Woodstock. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Pub. Motion by Snell, seconded by Bolger, to authorize and dorks approve the purchase of a Model S 620 Toro Snow Thrower from George urch. P. Freund & Son at the low price proposal of $359 95. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: McClatchey. Absent: None. Motion carried. Two price proposals were received for installation of cyclone fencing at Knox Park; Durabilt Fence of Round Lake $2,797.00 and Tri County Fencing of McHenry $3,840.00. Purch. Motion by Nolan, seconded 'by Bolger, to Park approve the installation of fencing at Knox Park from Dept. Company at the low price quote of $2,797.00. Attorney Narusis reported on the purchase of the Nye lot on Court Street which was known as Lot 8. Narusis reported that the McHenry State Bank Trust Officer told him that at the time the City delivers a signed contract to purchase Lot 8 for the sum of $35,000.00, he will then deliver a deed dedicating or donating adja- cent Lot 5 to the City with the effective date of such dedication or donation to be a January, 1985 date selected by the City. pass an ordinance Motion by Nolan, seconded by Bolger, to/authoriz,ing the Mayor and Clerk to sign and execute a contract for purchase of Lot 8 from the McHenry State Bank Trust from Mrs. William Nye as presented.
