The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, December 2, 1987 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Patterson, Smith, Serritella, Teta. Absent: Nolan. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Serritella, seconded by McClatchey, to accept the minutes of the November 24, 1987 Regular Meeting as presented with one correction. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Brian Cunat addressed the Council concerning an inducement resolution by Cunat Brothers for a $15,000,000 Industrial Revenue Bond to construct Fawn Ridge multi -family housing project at Orleans and McCullom Lake Road. Council Meeting Attendance Motion by McClatchey, seconded by Patterson, to refer the matter to the Building & Zoning Committee for further discussion and to have the IRB's Committee come back with a recommendation at a future meeting. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Notion by Smith, seconded by Serritella, to change the Regular Meeting of the McHenry City Council from December 9, 1987 to December 16, 1987. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Notion carried. Motion by Bolger, seconded by Teta, to authorize the Mayor and Clerk to sign a renewal farm lease agreement between the City of McHenry Lease and Backhaus and Backhaus Farm Inc. for the use of the 23 acres of Agreements tillable land at $70 per acre for a total of $1,610 payable 1805 on signing of the new lease and $805 due on December 31, 1988. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Bolger, seconded by Serritella, to enter into a one year maintenance agreement with Althoff Industries at a cost of $1,430 for maintenance of the heating and air conditioning at 1111 N. Green Street on the condition that one sentence in the contract be stricken Agreements "Owner to carry fire, tornado insurance, etc., upon above work" since this is not a construction contract. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Patterson, seconded by Serritella, to enter into a NIPC program for grant funding from the Illinois Lake Management Association thru the federal Clean Lakes Program and to file a Grants pre -application with the US EPA. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Wednesday, December 2, 1987 Page 2 Alderman Smith, Chairman of the Street & Sidewalk Committee, Parking Regs. reported on a meeting held at 7:00 P.M. on December 2, 1987. As a & Lots temporary step, the Committee recommended that those who have been parking in the Court Street and Green 'Street lots all day be permitted to continue to do so until January 1, 1988. In the meantime the Committee will study the parking lot program and come up with a final decision after the first of the year. Street & Sidewalk Committee also discussed whether street lights should be installed in McHenry Lakes Estates Unit 5 as required by the Subdivision Control Ordinance. Don Gerstad of Gerstad Builders submitted a letter to the Superintendent of Public Works stating that he would provide two street lights but not be responsible for the o th er two. Motion by Lieder, seconded by Serritella, to authorize that four Street street lights be installed in McHenry Lakes Estates as directed by the Lights Superintendent of Public Works and that they be paid for by Gerstad Builders but that Gerstad be encouraged to contact the previous subdivision owners, Elgin Federal Financial Center, and ask them to help him in the cost of installation of two lights and to inform Mr. Gerstad that the City would not undertake the cost of installing any of these lights. Voting Aye: Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: Bolger. Absent: Nolan. Motion carried. Motion by Bolger, seconded by Teta, to instruct the Mayor to Bldg. & inform the Building and Zoning Officer that he is to contact the County Zng. Misc. Health Department concerning information on radon testing in area homes. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Mayor Busse called for a recess at 9:23 P.M. The meeting reconvened at 9:33 P.M. with everyone still in attendance. Motion by Serritella, seconded by Patterson, to authorize and Purchases- approve the payment of $10,469 to Gary Lang Chevrolet for a 1988 1 ton Water Dept. Chevy pickup truck for the Water Department. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Police- Motion by Smith, seconded by Teta, to approve the request of Old Misc. World Coins at 3310 W. Elm Street for hookup to the Police alarm board. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Street Motion by Bolger, seconded by Lieder, to accept the dedication 'Dedications of McCullom Lake Road between Route 31 and Riverside Drive as presented. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by Bolger, to authorize the City Attorney to draft an ordinance for the following stop signs: Bauer Road Authorizations at Bretons Drive southbound; Lorient Drive at Bauer Road westbound; Valley Road and Skyway Drive northbound; Valley Road at Lorient Drive north and southbound; Valley Road at Bretons Drive north and southbound. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by Lieder, to back into open session at 10:27 P.M. Voting Aye: Bolger, Lieder, McClatchey, Patterson, Smith Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Bolger, seconded by Patterson, to authorize approve payment of the annual Christmas employee incentive checks.
