MONDAY, DEC:EMBER 1, 1980 8 P.M.
The Regular Meeting of the City Council was called to order by Mayor
Stanek on Monday, December 1, 1980 at 8 P.M. At roll call the following alder-
men were present: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer.
Also in attendance were City Attorney Narusis, City Clerk Gilpin, Police Chief
Pasenelli, Shop Foreman Weber. Park Director Merkel arrived at 10:07 P.M.
Motion by Nolan, seconded by Datz, to accept the minutes of the November
13, 1980 Public Hearing, the November 17, 1980 Regular Meeting and the November
24, 1980 Public Hearing and Special Meeting as read.
Voting Aye: Pepping, 'Nolan, Harker,Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Roger Muterspaugh of Residential Development Group addressed the Council
for final plat approval of Winding Creek Unit II.
Motion by Wieser, seconded by Nolan, to defer action on final plat
approval until further information can be obtained from city engineers Baxter &
Woodman regarding road width of Brookwood Trail, size of water service pipe
and deceleration lane on Bull Valley Road.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Attorney Sam Diamond addressed the Council regarding Commercial Develop-
ment Revenue Bonds for a proposed shopping center at the northeast corner of
Industrial Drive and Elm Street.
Motion by Harker, seaDnded by Nolan, to pars a resolution authorizing
the execution of a memorandum of Agreement by the Mayor and City Clerk between
the City of McHenry and Western National Bank, as trustee under Trusts No. 6902
and/Or 7816, regarding the issuance of Industrial Development Revenue Bonds for
a proposed shopping center at the northeast corner of Industrial Drive and Elm
Street, McHenry, Developers being Charles S. Margosian and S. Louis Rathje.

Motion carried.
Edward Neumann presented information to the Council regarding a
recreation health complex he plans to construct near the northeast corner of
McCullom Lake Road and Richmond Road in the Falcon Development Company Subdivi-
sion known as Riverside Terrace. He told the Council his attorney would be
present at the next Council meeting to request passage of a resolution regard-
ing issuance of Industrial Development Bonds for use in developing his proposed
complex. He asked that the matter be placed on the agenda for the next regular
council meeting. His request was granted.
Motion by Wieser, seconded by Adams, to rescind the Council's previous
action and remove the city sales tax requirement for the sales of farm machinery.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: Nona_.
Motion carried.
Mayor Stanek read his letter sent to Aldermen November 26, 1980
whereby he informed them of his veto of action by the Council at the November
24, 1980 meeting regarding diagonal parking., He also informed Department Heads
to hold in abeyance the "Right Turn into Right Lane Only" sign of Waukegan Road
and the posting of the "Head -in Parking" signs. Following discussion, no action
was taken to over -ride the Mayor's veto of the ordinance.
The Mayor called for a recess at 9:25 P.M. The meeting reconvened
at 9:36 P.M. with everyone still in attendance.
Motion by Adams, seconded by Harker, to authorize and approve payment
of the following bills as presented with the exception of the roller compactor
bill which is to be paid upon completion of repairs:

of $10,002.00 to Roewer Roofing Company for re -roofing the municipal building.

Motion by Harker, seconded by Meurer, to pass a resolution designating
the following financial institutions as depositories for municipal funds:
McHenry State Bank, First National Bank of McHenry, McHenry Savings & Loan
Association, Marengo Federal Savings and Loan Association -McHenry Branch and
First Federal of Chicago -McHenry Branch.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Schooley, seconded by Meurer, to pass an ordinance re-
garding axle weight limitations to put McHenry city ordinances in conformity
with State Statutes.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.

Motion by Harker, seconded by Schooley, to authorize approval of
payment Estimate No. 8 for McHenry Lakes Estates (Wexford Group) in the amount
of $78,970.54 at the recommendation of Baxter & Woodman and to submit the
request to Elgin Savings & Loan. Association for payment.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Harker, to authorize payment of
Christmas gift checks to employees with $25 for full time employees and $10
for part time employees.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Nolan, that: Department Heads be given
until January 1, 1981 to complete their interim performance evaluation reviews
with employees of their departments.
Voting Aye: Pepping„ Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent:: None.
Motion carried.
Motion by Pepping, seconded by Harker, to pass an ordinance increasing
the Mayor's salary from $3,200.00 per year to $1,000.00 per month for the 1981-
85 term.
Voting Aye: Pepping, Nolan, Harker, Datz.
Voting Nay: Wieser, Adams, Schooley, Meurer.
Absent: None.
There being a tie vote, Mayor ,Stanek cast a Nay vote and declared the motion
did not pass.

Motion by Wieser, seconded by Adams, to send the matter of a Mayor's
salary recommendation for the next term back to the Finance Committee for
further study.
Voting Aye: Nolan, Datz, Wieser, Adams, Schooley, Meurer.
Voting Nay: Pepping, Harker.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Schooley, to pass an ordinance increasing
the aldermen's pay per meeting for the 1987E-85 term from $50 to $75 per meeting.
Voting Aye: Pepping, Harker, Wieser, Schooley.
Voting Nay: Nolan, Datz, Adams, Meurer.
Absent: None.
There being a tie vote, Mayor Stanek cast an Aye vote and declared the motion
carried.
Motion by Pepping, seconded by Datz, to pass an ordinance increasing
the City Clerk's salary from $10,000.00 to $18,000.00 for the 1981-85 term
with the understanding that the Collector's salary would be reduced.
Voting Aye: Pepping, Harker, Nolan, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Schooley, to pass an Ordinance setting
the City Treasurer's salary for the 1981-85 term at $1,500.00
Voting Aye: Pepping, Harker, Nolan, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Adams, seconded by Wieser, to adjourn.
