HomeMy WebLinkAboutMinutes - 11/29/1990 - City CouncilSPECIAL MEETING NOVEMBER 29, 1990 The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Thursday, November 29, 1990 at 7:30 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Smith, Patterson, Serritella. McClatchey arrived at 7:55 P.M.. Lieder arrived at 7:57 P.M. Donahue arrived at 8:15 P.M. Absent: Teta. City Staff in attendance were: City Clerk Gilpin, City Administrator Peterson, City Attorney Narusis. Mayor Busse announced that the purpose of the meeting was to meet with the City Administrator to discuss a number of personnel items such as the proposed organizational chart, personnel policy issues, staffing, and Building and Zoning Department permit issuance performance. These items would be discussed in Executive Session. Items covered in Open Session were the Training Reimbursement Policy, Smoking Policy, Employee Benefit Reports, and Personal Use Tax on City vehicles. Motion by Bolger, seconded by Serritella, to go into Executive Session at 7:38 P.M. to discuss personnel issues. Voting Aye: Bolger, Smith, Patterson, Serritella. Voting Nay: None. Absent: Teta, Donahue, Lieder, McClatchey. Motion carried. Motion by Bolger, seconded by Smith, to go back into Open Session at 10:03 P.M. Voting Aye: Bolger, Smith, Patterson, Serritella, Donahue, Lieder, McClatchey. Voting Nay: None. Absent: Teta. Motion carried. The first item under discussion was the Training Reimbursement Policy. City Administrator Peterson and Alderman Lieder, Chairman of the Finance and Personnel Committee, had drafted a proposed training reimbursement policy. It was decided to bring the matter to the Council at another meeting and if lengthy discussion should occur, the matter would be referred back to the Finance and Personnel Committee for further review. It was Peterson's recommendation to prepare an annual Employment Benefits Report, which would detail the benefits that each employee is given. The reports could be generated in-house. This would let the employee know the value of the real benefits they are receiving. It would be generated on a calendar year basis. Personal use of City vehicles was brought up for discussion. Peterson recommended that we tax the personal use of City vehicles that people use to drive back and forth to work at the rate of $3.00 a day as Federal Law requires. This would apply to all vehicles except emergency vehicles. This might also alleviate the problem of too many City vehicles being driven home at night. There are presently about 16 City vehicles being driven back and forth to work by Public Works, Parks, and Police Department employees. Some Aldermen questioned whether M City vehicles should be allowed to be driven home even if the employee is charged and willing to pay the $3.00 per day. As to where the vehicles would be housed if they weren't taken home, it was determined that there is plenty of parking space either at the City Garage or at the new City Hall site. Petersen explained that three dollars a day is counted as income for which the City employee would have to pay tax. It would be added to his W-2 Wages and Salary Report. Thursday, November 29, 1990 Page 2 It was the consensus of opinion that those who take the vehicles home should pay for it and somehow the number going home should be limited until we get to the new City Hall to see what kind of parking arrangements we have. If the use of a City vehicle is abused once, the privilege will be taken away whether or not an employee is willing to be taxed $3.00 per day. This applies to Department Heads as well as other employees. Peterson was instructed to draft a written policy and present it to the Council for approval. Peterson said the plan would be implemented January 1, 1991. It should have been started two years ago. Bolger brought up the question of granting a $100.00 reduction in the hook-up fee for people on Green Street hooking into the City sewer system. No action was taken. Lengthy discussion took place on establishment of a Smoking Policy in City Hall. It was the consensus of opinion that one area should be designated in the new Municipal Building as a smoking area and that smoking not be allowed in private offices. Motion by Smith, seconded by McClatchey to adjourn. Voting Aye: Bolger, Donahue, Lieder, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Teta. Motion carried.
