TUESDAY, NOVEMBER 24, 1987 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, November 24, 1987 at 8 P.M. at City Council
Hall. At roll call the following Aldermen were present: Bolger, Lieder,
McClatchey, Smith, Serritella, Teta. Patterson arrived at 8:08 P.M. Meeting
Absent: Attorney Narusis. City staff in attendance were Superintendent Attendance
Batt, Clerk Gilpin, Park Director Merkel, Chief Joyce.
Motion by Smith, seconded by Serritella, to accept the minutes
of the November 18, 1987 Regular Meeting as presented.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Serritella.
Voting Nay: None.
Absent: Nolan, Patterson.
Motion carried.
Mayor Busse presented Landmark Plaque No. 8 to Carl and Mary Lou Landmark
Schaefer for their home at 3619 W. Waukegan Road. The Landmark Commission Commission
determined that this American four/square structure was built in 1902 and
was a very popular type of early 20th century cube style home.
Motion by Bolger, seconded by Teta, to pass an ordinance Ordinances
increasing the number of members on the Landmark Commission from 11 to 12.

Jesse Freund of 1620 N. Court Street to the Landmark Appointments
his term to expire April 30, 1988. Landmark

Sue Low and Trey Covalt, co-chairmen of the 1988 Fiesta Day
Board of Directors, addressed the Council to present a tentative schedule
of the 1988 Fiesta Day Plans.
Motion by Bolger, seconded by Patterson, to approve the request
of the Fiesta Day Board and grant a two hour extension for Food Fiesta Fiesta
Day and to approve the tentative schedule as presented. Days

Ken Fiske of Conservation Services addressed the Council to Park
update it on the boat launch concept plan. He had been working with the Improvements
County Highway Department and the Army Corps of Engineers to locate the
access road parking lot and boat launch areas to make sure they were in a
suitable location. He will now finalize the concept plan and present it
to the Council for approval at a December meeting.
Park Director Merkel left the meeting at 8:30 P.M.
Motion by McClatchey, seconded by Patterson, to approve the Liquor
liquor license transfer of Windhill Pancake Parlor to Sharon M. Hunt of Control &
5513 W. Sherman Drive for a "Class G - Service Bar Only" liquor license. Licenses

Motion by Bolger, seconded by Smith, to change the suggested
revision for the Municipal Code in Section 21-36 from $2,500 minimum cash Street
deposit to $500. Maint.

Ordinances Motion by Smith, seconded by Serritella, to pass an ordinance
adopting and enacting a new code of ordinances of the City of McHenry,
Illinois; Establishing the Same; Providing for the Repeal of Certain
Ordinances not Included Therein, Except as Herein Expressly Provided;
Providing for the Manner of Amending Such Code of Ordinances; And
Providing When This Ordinance Shall Become Effective.

Smith, Patterson, Serritella.

Three ordinances and a letter of understanding were presented
Street for approval in connection with State highway improvements on Route 31
Maint. & from High Street to Route 176.

Motion by McClatchey, seconded by Serritella, to authorize the
Mayor to sign the letter of understanding and plan approval for
improvement of Route 31 from High Street to the south city limits as
presented.

Smith, Patterson, Serritella.

Absent: Nolan.
Motion carried.
Motion by McClatchey, seconded by Serritella, to pass an
ordinance restricting parking along Front Street (Route 31) between High
Street and the south city limits as presented.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by McClatchey, seconded by Serritella, to pass an
ordinance prohibiting the discharge of sanitary and industrial waste into
any storm sewer or drainage facility constructed as a part of the Front
Street (Route 31) improvement between High Street and the south city
limits.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.

Motion by McClatchey, seconded by Serritella, to pass an
ordinance prohibiting encroachments within the State of Illinois
right-of-way along Front Street (Route 31) between High Street and the
south city limits.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Mayor Busse reported on the Youth Commission which was in the
process of structure and organization. The mission statement was
reviewed for Council input. It was the consensus of opinion to proceed
as presented.
Motion by Serritella, seconded by Teta, to advertise for bids on
the City of McHenry residential refuse collection and disposal service,
subject to the City Attorney's review.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Bolger, seconded by Teta, to grant permission to the
Sign Green Street Merchants to hang a banner across Green Street provided a
Permits hold harmless letter is presented to the City and the banner would be
& Variations removed by January 15, 1988.

Smith, Patterson, Serritella.

Motion by Smith, seconded by Serritella, to authorize and
approve payment to Mitchell Buick Oldsmobile in the amount of $12,856 for
a new 1988 GMC truck for the Public Works Department.
Voting Aye: Bolger, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by McClatchey, seconded by Lieder, to authorize
Attorney to draft an ordinance establishing a 30 mph speed
McCullom Lake Road between Richmond Road and Riverside Drive.

Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
