MONDAY, NOVEMBER 24, 1986 7:30 P.M.
A Special Meeting of the McHenry City Council was called to or-
der by Mayor Busse on Monday, November 24, 1986, at 7:30 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Lieder, Council
McCI atchey, Nolan, Smith, Snell , Serritella, Teta. Absent: None. City Meeting

Mayor Busse announced that the purpose of the meeting was to Zoning Ord.

Mayor Busse felt the main topics for consideration were Map
Amendments, Filing Requirements Surface Mining, Landscaping, IndustriaT-

The Aldermen were also asked to submit agenda items for dis-
cussion. Alderman Serritella felt under Surface Mining, the height of
berms and the hours of operation should a iscusse . Alderman Snell
felt that whatever rules and regulations were adopted they should be en-
forced with consistency. Alderman McClatchey wanted to discuss the new
regulations for notifications of property owners within 300 feet and the
size of the sign that would be required. Under Mining he wanted to dis-
cuss setbacks from residential areas; also upgrading the zoning map to
industrial for the 30 acre parcel on Bull Valley Road which was recently
annexed to the City.
Alderman Lieder felt that the proposed Zoning Ordinance should
be reviewed thoroughly before any final decisions were made. Alderman
Teta wanted to discuss filing requirements in general as well as other
items previously mentioned by the Mayor. Alderman Nolan felt the a 300
foot requirement for notification of property owners should not be
changed; setback on mining operations from 50 feet should be revised, and
she was in favor of the landscaping portion of the new Zoning Ordinance.
Alderman Bolger had a lengthy list of items he wanted discussed
in addition to those suggested by Mayor Busse and the other Aldermen.
These included Notification of Property Owners, Landscaping, Mapping
Changes and Corrections, consideration of Zoning Commission members com-
ments, mining operation setbacks, PUD requirements, filing requirements,
fees for Zoning Board of Appeals hearings, sign restrictions, multi-
family density, site plan requirements and the necessity for school cap-
acity studies.
The Council addressed each page of the proposed ordinance as
fol1 ows: Page 12 - pay all fees to City Clerk; Page 15 d. - eliminate
last paragraph; Page 16 - use smaller sign for notification of property
owners which would be furnished by the City. Signs are not required for
minor variations. Delete reference to sign size. Revise second par-
agraph. Page 17 - change back to abutting property owners notifications
and not those within 300 feet, use written notification and not sign;
Page 18 c. - change to abutting property owners; Page 19 - change item 10
and 11 to abutting property owners; Page 23 - #8, remove "x" for uses
within landscaping strips in table.
Mayor Busse called for a recess at 9:08 P.M. The meeting re-
convened at 9:25 P.M. with everyone still in attendance.
It was the consensus of opinion that the 29 acres on Bull Valley
Road should be changed on the proposed zoning map from "C-5" to "I-1".
Surface Mining regulations were then brought up for discussion
on Page 107 concerning washing of gravel and maintenance of equipment.
Alderman Serritella felt that washing operations should not be allowed to
run 24 hours a day.

Motion by Serritella, seconded by Lieder, that McHenry County
surface mining hours be adopted in lieu of what has been proposed in the
Zoning revised McHenry City Ordinance to require that "All hours of operation be

Voting Aye: Serritella, Teta, Lieder, McClatchey.
Voting May: Bolger, Nolan, Smith, Snell.
Absent: None.
There being a tie vote Mayor Busse cast an Aye Vote and declared the mo-
tion carried.
Other surface mining regulations on Page 108 and 109 were then
discussed.
Motion by Bolger, seconded by Smith, to change Item #10 on Page
109 to read that "The setbacks for all mining operations should be a min-
imum of 100 feet from all residential property lines and 100 feet from
the property lines of any school or hospital with the setback for non-
residential properties to be 50 feet.
Voting Aye: Bolger, Lieder, McCI atchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse called for a recess at 10:30 P.M. The meeting re-
convened at 10:40 P.M. with all Aldermen and City Staff still in at-
tendance.
Discussion was then held on Page 36 on the density for multi-
family districts.
Failed Motion by Bolger, to accept the recommendation of the Economic
Motions Development Commission relating to multi -family districts. Motion failed
for lack of second.
It was the consensus of opinion that this Special Meeting should
be continued to Monday, December 1 , 1986 at 7:30 P.M. in the Council
Chambers.
Motion by Smith, seconded by Nolan, to adjourn.
Voting Aye: Bolger, Lieder, Mc CI atchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Meeting adjourned at 11:07 P.M.
