MONDAY, NOVEMBER 24, 1980 8 P.M.
Mayor Stanek called to order the recessed Public Hearing on the
Third Amendment to the Pre -Annexation Agreement presented by McHenry Lakes
Estates Manor and the Special Meeting to conduct any and all business which
might come before the Council on Monday, November 24, 1980 at 8:05 p.m. At
roll call the following aldermen were present: Pepping, Nolan, Harker, Datz,
Schooley, Meurer. Absent: Adams, Wieser.
Also in attendance were City Attorney NarusiS, City Clerk Gilpin,
Shop Foreman Weber, Petitioner's Attorney Dan Curran, spectator Marilyn
Stanek, newspaper reporters Tony Oliver and Ricky Hoffman, and Court Re-
porter Raelene Petersen.
Following a short discussion, Motion by Pepping, seconded by Harker,
to pass an Ordinance approving the Third Amendment to the Pre -Annexation
Agreement as presented and to authorize the Mayor and Clerk to sign it.
Voting aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Stanek.
Voting nay: None.
Absent: Adams, Wieser.
Motion carried.
Motion by Nolan, seconded by Datz, to pass an ordinance rezoning
Parcel B from "R-3A" to "R-4" and to grant the variations as listed in Exhibit
"E" and to approve the Preliminary and Final Plat as presented.
Voting aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Stanek.
Voting nay: None.
Absent: Adams, Wieser.
Motion carried.
Motion by Meurer, seconded by Schooley, to trade in two homemade
trailers presently used by the Public Works Department and to purchase a new
trailer at a cost of $800.
Voting aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer.
Voting nay: None.
Absent: Adams, Wieser.
Motion carried.
Motion by Schooley, seconded by Pepping, to pass an Ordinance to
permit head -in parking only in areas that have diagonal parkinq spaces and to

publish the Ordinance in pamphlet form.
Voting aye: Pepping, Harker, Datz, Schooley, Meurer.
Voting nay: Nolan.
Absent: Adams, Wieser.
Motion carried.
It was also recommended by the Street and Sidewalk Committee
that all city parking lots be posted for head -in parking only.
Motion by Schooley, seconded by Harker, to post a sign at the
corner of Waukegan and Front Street permitting "right turn into right lane
only" which would prohibit traffic on Waukegan from going westbound onto
Elm Street:.
Voting aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer.
Voting nay: None.
Absent: Adams, Wieser.
Motion carried.
Motion by Pepping, seconded by Harker, to authorize Police Chief
Pasenelli to send notices to the Villages of McCullom Lake and Sunnytide
stating that if their past due bills for police dispatch service are not
paid in 30 days, the City of McHenry would terminate dispatch service to
their villages.
Voting aye: Pepping, Harker, Datz, Schooley, Meurer.
Voting nay: None.
Pass: Nolan.
Absent: Adams, Wieser.
Motion carried.
Motion by Harker, seconded by Schooley, to authorize a reduction
in the retention fee From 10 percent to 5 percent for Keno & Sons Construction
Company as pertains to their contract at the sewage treatment plant as re-
commended by Baxter & Woodman.
Voting aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer.
Voting nay: None.
Absent: Adams, Wieser.
Motion carried.

Harker, Chairman of the Utilities Committee, asked for authorization
to study a proposal submitted by Skeets Morris of Baxter & Woodman in connec-
tion with updating water lines, mains and hydrants as outlined in his letter
dated October 24, 1980 and to look into costs and feasibility of the proposal.
The Mayor gave his authorization.
Motion by Nolan, seconded by Schooley, to adjourn the Public Hearing
and Special Meeting.
Voting aye: Pepping,, Nolan, Harker, Datz, Schooley, Meurer.
Voting nay: None.
Absent:: Adams, Wieser.
Motion carried.
Meeting adjourned at 9:25 p.m.
