NOVEMBER 20, 1991
The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, November 20, 1991 at 8:00 P.M. in the
McHenry Municipal Center Council Chamber. At roll call the following
Aldermen were present: Bolger, Donahue, Lieder, Locke, Smith, Adams,
Patterson, Serritella. Absent: None. City Staff in attendnce were:
City Clerk Gilpin, City Attorney Narusis, City Administrator Peterson,
Chief of Police Joyce, Director of Public Works Batt, Director of
Building and Zoning Halik, Director of Parks and Recreation Merkel.
Absent: None.
During the Ten Minute Public Input Session, Bertha Bladon, of 4715
Oakwood Drive, addressed the Council concerning employee health insurance
coverage, increased housing developments, and the need for more
commercial and industrial development in the City.
Motion by Patterson, seconded by Serritella, to approve the Consent
agenda as follows:
(1) Approve November 4, 1991 Committee Meeting of the Whole Minutes;
(2) Approve November 6, 1991 Regular City Council Meeting Minutes;
(3) Approve November 13, 1991 Regular City Council Meeting Minutes;
(4) Approve October Treasurer's Report as presented;
(5) Approve October Budget Report as presented;

ALTHOFF LAND DONATION
James Althoff presented plats for donations of land that he wishes to
make to the City of McHenry Parks and Recreation Department. He wishes
to donate 19.6 acres of land north of Brake Parts company, west of
Industrial Drive. He asked that the park be called Brookside Park in
memory of his father William H. Althoff. In addition, he wishes to
donate 3.5 acres along Boone Creek which could be used as a bike path to
eventually lead up to the Wisconsin State Line. All he asked was that a
plaque be placed at Brookside Park in memory of his father and that he be
given a letter for tax purposes on the donated property. Althoff bought
the property about 6 weeks ago which was the former Illinios Coil Spring
property. It is his intention to subdivide that parcel into 4 separate
industrial lots. He also mentioned that his subdivision plan as proposed
would permit Industrial Drive to go straight north to Orleans Drive
without going past the Brake Parts building.
It was the recommendation of the Parks and Recreation Committee to
accept the donation of land as presented.
Motion by Patterson, seconded by Smith, to accept the donation and
dedication of property as proposed by Althoff of the 19.6 and 3.5 acre
parcels; to issue Althoff a receipt for income tax purposes based on an
MAI appraisal; to name the property Brookside Park and furnish a plaque
in memory of William H. Althoff; and to waive the City's normal filing
fees for subdivision of the remainder of the Althoff property.

Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse expressed his appreciation to Althoff for his generosity
on behalf of all the citizens of McHenry.
1"] TAX LEVY
A proposed 1991 Tax Levy was submitted to the Council for
consideration. State Statutes require that a public hearing be held on
the proposed tax levy and that 20 days notice be given for the general
public to attend this public hearing prior to adoption. City
Administrator Peterson presented a handout which detailed the 1990 Tax
Levy,and the 1991 Proposed Tax Levy extensions. The proposed tax levy
for 1991 will be $1,481,675.00. This would be a 9.2% increase over last
year's levy. This increase is all attributable to new growth or
additional growth. This levy rate would keep the extended rate for tax
bills at .70/$100 which is what the rate was in 1990.

proposed 1991 Tax Levy on Monday, December 16, 1991 at 8:00 P.M.

14CHENRY JOINT VENTURE
A development known as McHenry Joint Venture addressed the Council to
present its concept plan for development of approximately 437 acres
located on the east side of Draper -Curran Road, south of Elm Street and
generally west of the creek. The development is proposed as a Planned
Unit Development, and includes 874 homesites (single family, cluster, and
townhome), and an 18-hole public golf course. Wade Light, an attorney
with the law firm of Piercey and Light, addressed the Council
representing the developer L.B. Anderson and Company. James Sphere, a
land planner and golf course architect, was also in attendance to make
the presentation and answer questions. Following their presentation no
action was taken.
EMPLOYEE GROUP HEALTH INSURANCE
The City Finance Committee has discussed options that are available
to continue providing employees with group health insurance benefits.
Representatives from Blue Cross/Blue Shield, Cooperative 90's Health
Plan, and the Intergovernmental Benefit Cooperative were in attendance at
the meeting to address the Council with presentations which outlined the
character of each plan, their history in containing costs, and other
pertinent information. It was not intended that a decision regarding the
provision of employee health insurance would be made at this meeting,
rather presentations would be made with Aldermen able to ask questions of
each presenter.
The first presenter was Blue Cross/Blue Shield, represented by Hugh
Devlin of Arthur J. Gallagher and Company, and Kim Simmons, Account
Executive from Blue Cross/Blue Shield. The second presenters were
Intergovernmental Benefit Cooperative, represented by Jean Tripp and
Jacqueline Cannon. The third presenter was Kraemer Associates,
represented by Charles Kraemer. Following a question and answer period,
City Administrator Peterson announced that further information will be
provided to the Council at a meeting in December so that some decision
can be made prior to the 1992 calendar year.
Alderman Serritella left the meeting at 10:40 P.M.
REVOLVING LOAN FUND RECAPTURE STRATEGY
Alderman Lieder announced that the Finance Committee had been
reviewing requirements for the Revolving Loan Fund at its last two
meetings. The document was presented for Council approval. However,
Alderman Lieder suggested that the proposed Recapture Strategy be amended
by authorizing Attorney Narusis to reword Paragraph D, 1G on page 1, and
to delete A and E from Paragraph 4 on page 2.
Motion by Lieder, seconded by Patterson, to adopt the Revolving Loan
Fund Recapture Strategy as amended.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson.
Voting Nay: None.
Absent: Serritella.
Motion carried.
PURCHASE OF WATER DEPARTMENT VAN
The 1991-92 Budget contains $15,000 for the purchase of a replacement
van in the water division. The Public Works Department requested
permission to advertise for bids on this van.

Motion by Smith, seconded by Donahue, to authorize the City
Administrator to advertise for bids for a replacement van, with the
specification of rustproofing eliminated from the specifications, with
the bids to be opened on December 11, 1991.

Absent: Serritella.

VIDEOTAPE CITY MEETINGS
At the last meeting, it was requested that costs should be obtained
for videotaping future City meetings.
Motion by Locke, seconded by Bolger, to give audio tapes to Aldermen
who request them of all City Meetings
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson.
Voting Nay: None.
Absent: Serritella.

MAYOR - STATEMENT AND REPORTS
Mayor Busse proclaimed the period of November 25 - December 23, 1991
as U.S. Marine Corps Reserve Toys for Tots Campaign, and urged all
McHenry residents to help support this endeavor.
A Committee Meeting of the Whole was held prior to this Council
meeting, at which time residents of the Country Club Estates were present
to receive information on the costs of a special assessment for
installation of sanitary sewers in that subdivision. Following all the
presentations, Mayor Busse announced that a ballot would be sent out to
each home so that the City can determine whether or not it should proceed
with obtaining engineering or special assessment plans for this
subdivision.
COMMITTEE REPORTS
Alderman Patterson announced that a Parks and Recreation Committee
meeting would be held on Tuesday, December 3, 1991 at 7:30 P.M. to
discuss membership in the Northern Illinois Special Recreation
Association.
DEPARTMENT HEAD REPORTS
Under the Public Works report, Carl Moon of Baxter and Woodman
addressed the Council to request permission to proceed with the drilling
of four test wells in the City. The four locations were: in back of the
K-Mart building; in the Oaks of McHenry park land off of McCullom Lake
Road; on hospital property, south of Bull Valley Road; and on property
owned by the McHenry Township Fire Protection District, east of the
railroad tracks, north of Bull Valley Road. Peterson Park was another
proposed location.
Motion by Lieder, seconded by Bolger, to authorize the City
Administrator to work with Baxter 8 Woodman, and go out to bid for
drilling four new test wells throughout the City.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson.
Voting Nay: None.
Absent: Serritella.
Motion carried.
Park Director Merkel announced that Barn Nursery of Cary had given a
donation of shrubs and trees to the City of McHenry in the amount of
$6,813.00.

NEW BUSINESS
Attorney Narusis announced that a Sanitary Sewer Easement granted by
Tonyan Industrial Park previously needed to be amended.
Motion by Patterson, seconded by Locke, to accept the Sanitary Sewer
Easement granted by Tonyan Industrial Park, as presented.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson.
Voting Nay: None.
Absent: Serritella.
