WEDNESDAY, NOVEMBER 19, 1986 7:30 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, November 19, 1986 at 7:30 P.M. at City Council
Hall . At roll call the following Aldermen were present: Bolger, Lieder,
McClatchey, Nolan, Smith, Snell, Teta. Absent: Serritella. City staff Attendance
in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park
Director Merkel, Chief Joyce.
Motion by Nolan, seconded by Teta, to
November 12, 1986 Regular Meeting as presented.
Voting Aye: Bolger, Lieder, McClatchey,
Teta.
Voting Nay: None.
Absent: Serritella.

Motion by Teta, seconded by Lieder, to confirm the Mayor's
appointment of Conrad (Max) Fltman of Illiamna Trial, McHenry to serve on Appoint -
the McHenry Library Board with his term to expire July 1, 1987. ments

Motion carried.
Discussion was held between Mayor Busse, the Aldermen, Harold
Warren of Warren & Associates and Steve Wilson of Blunt, Ellis & Loewi,
concerning a financial proposal for the South Wastewater Treatment Plant
and a timetable for McHenry Shores special assessment district.
Motion by Teta, seconded by Lieder, that the Council not waive Sewer Line
the Capital Development fees for the McHenry Shores special assessment Extensions
project.
Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Teta. Sewer Plant
Voting Nay: Bolger. South
Absent: Serritella.
Motion carried.
Motion by Lieder, seconded by Teta, to direct the Mayor on
behalf of the City of McHenry to enter into a negotiated sale for revenue
bonds with Blunt, Ellis and Loewi to be completed by December 31, 1986 at
an interest rate not to exceed 8 percent in a bond amount not to exceed
$5,000,000.
Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell,
Teta.
Voting Nay: None.
Absent: Serritella.
Motion carried.
Mayor Busse called for a recess at 8:23 P.M. The meeting
reconvened at 8:35 P.M. with everyone still in attendance.
Motion by Smith, seconded by Snell, to pass an ordinance in-
corporating the boundary lines for redistricting the four City of McHenry
Wards as recommended and presented by the Ward Redistricting Committee.
Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell,
Teta.
Voting May: None.
Absent: Serritella.
Motion carried.
Motion by Bolger, seconded by Teta, to authorize and approve the
release of $8,400.01 to Gerstad Ruilders from Winding Creek Unit III
Escrow funds for partial completion of work in Winding Creek Unit III as
recommended by Superintendent of Public Works Batt.
Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell,
Teta.
Voting Nay: None.
Absent: Serritella.

Motion by Nolan, seconded by Teta, to accept the proposal of
Mapping Aero-metric Engineering Co. of Sheboygan, Wisconsin for aerial mapping of
Program the City of McHenry; that the program not be implemented until the spring
of 1987; that Phase I costs in the amount of $14,575 be paid from 1986/87
fiscal year funds and Phase II costs in the amount of $54,568 be paid
from 1987/88 fiscal year funds.
Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell,
Teta.
Voting Nay: None.
Absent: Serritella.

Authorization Motion by McClatchey, seconded by Teta, that the Superintendent
Abe authorized to make a minimum charge of $50 per sheet for information
Mapping given to developers as a result of the aerial mapping done by Aero-metric
Program Engineering Company.

Voting Nay: Bolger.

Clerk's Report as presented.

amending the Municipal Code by deleting Section 2-76 (k) Article IV,
Wages & effective December 1, 1986, regarding $1 25 per week short term disability
Benefits payments to employees; and to notify A.J. Gallagher Insurance Company to
cancel the City of McHenry short term disability policy since it is no
longer needed because of the sick day ppolicy recently adopted by the City.

Motion by McClatchey, seconded by Snell, to authorize the Mayor
to draft a letter on behalf of the City Council and send it to McHenry
Township Road Commissioner John Reqner asking him to lower the speed Authoriza-
limit to 25 mph on Riverside Drive at its intersection with McCullom Lake tions
Road and to establish a 35 mph speed limit at least 500 feet north of the
City Limits.
