The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, November 12, 1984 at 7:30 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by McClatchey, seconded by Bolger, to accept the minutes of the November 5, 1984 Regular Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Donald Gerstad, President of Residential Development Group, addressed the Council concerning release of the Letter of Credit for Winding Creek. Motion by McClatchey, seconded by Smith, to authorize the release of the Letter of Credit for Winding Creek Unit II in the amount of $545,820.00 contingent upon completion of the items as listed in the November 7, 1984 letter from Baxter & Woodman, and con- tingent upon the receipt of a cash bond to cover construction of sidewalks in said Unit II at the cost of $600.00 per lot. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Bolger, to pass an ordinance annexing a one acre parcel of land on the southeast corner of Knox Park. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. T.P. Mathews, President of the Lakeland Park Water Company, was present to discuss an agreement drafted by the City Attorney for purchase of the Lakeland Park Water Company. Motion by Bolger, seconded by Serritella, to continue leav- ing the city water hooked up to the Lakeland Park Water Company, to take possesion of the Water Company on November 15, 1984, to give T.P. Mathews a down payment: of $50,000.00, to require that the remaining meters be installed by May 1, 1985, to revise paragraph K in the agreement as discussed, to authorize payment to T.P. Mathews for interest on his SBA Loan in the amount of $4,168.00 for a 30 day period from 11-15-84 to 12-15-84 and to prorate the balance for interest until 12-27-84 which will be the closing date of the pur- chase. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Snell, to establish a differential rate of $1.75 per thousand gallons of water for users of the Lakeland Park Water Company effective November 15, 1984. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek called for a recess at 9:23 P.M. The meeting reconvened at 9:43 P.M. with everyone still in attendance. Motion by Bolger, seconded by Snell, to pass to purchase the Lakeland Park Water Company for 1480,000.00 and to approve the agreement in total and Mayor to sign said agreement. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Supt. Halvensleben presented the following price quotes for a new backhoe bucket from the following companies: Freund Equipment Company of McHenry $710.00, Case Power & Equipment Company of Rockford $785.00, Case Power & Equipment Company of Bolingbrook $785.00. Public Wrks. Motion by Bolger, seconded by Nolan, to authorize the pur- Purchases chase of a new backhoe bucket from Freund Equipment of McHenry at the low price of $710.00. Chief Joyce requested permission to lease three pagers with long distance capability for use by himself, the Investigation Division, and the operation commander of the Police Department. Pol Dept. Motion by Busse, seconded by Nolan, to authorize and Purch. approve the leasing of three long distance pagers from Radicom at a cost of $20.50 per month per pager. Bid Discussion was held on the installation of a chain link Auth. fence around the recently annexed one acre parcel in Knox Park. It was the concensus of opinion that Park Director Merkel should adver- tise for bids for installation of approximately 700 feet of chain link fencing. Monday, November 12, 1984 page 3 Motion by Smith, seconded by Nolan, to approve the City's snowplowing outside of city limits along Country Club Drive, Feger's Subdivision and the north end of Park Street as in previous years with the same financial arrangement as the 1983-84 snowplowing season. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: Busse, Datz. Absent: None. Motion carried. Motion by Smith, seconded by Busse, to advertise for bids for sale of the two houses in McHenry Shores owned by the City of McHenry at 3211 and 3215 Beach Drive. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Nolan, to go into executive session at to discuss personnel. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Alderman Snell requested the Street & Sidewalk Committee to look into the possibility of establishing handicap parking spaces at the northeast corner of Riverside Drive and Pearl Street and also somewhere on Main Street between Borden and Front Street.
