WEDNESDAY, NOVEMBER 16, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, November 16, 1988 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger,
Lieder, Smith, McClatchey, Patterson, Serritella. Absent: Nolan, Teta.
City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce, Director of Development Greenwood,
Finance and Personnel Administrator Vitas.
Motion by Patterson, seconded by Serritella, to accept the
minutes of the November 2, 1988 Regular Meeting, the November 3, 198B
Special Meeting and the November 9, 1988 Special Meeting as presented.
Voting Aye: Bolger, Lieder, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Nolan, Teta.
Motion carried.
Alderman Teta arrived at 8:05 P.M.
Discussion was held on the removal of parking spaces along Elm
Street between Richmond Road and Court Street.
Motion by Teta, seconded by Patterson, that at the time when
construction of the replacement bridge on Elm Street over Boone Creek
begins, the Council should pass a motion that will make effective the
removal of parking on both sides of Elm Street between Richmond Road and
Court Street so that proposed additional left turn lanes on to Green
Street can be installed on Elm Street. In the meantime, the City should
pursue acquiring additional off-street parking to compensate for the
parking spaces that would be removed and that the City should enhance arri
highlight the present city owned off-street parking lots to make them
more visable.

Motion by McClatchey, seconded by Smith, to pass the following
ordinances and resolutions in conjunction with the Illinois Route 31/120
bridge replacement improvement over Boone Creek: an Ordinance
appropriating the City of Mc Henry's share of the cost of the roadway
improvement on (FAP 860) Illinois Route 31/120 State Section 14B-1 (86)
88-00044-00-WR; an ordinance restricting parking along Illinois Route
31/120 within the City of McHenry, Illinois for said project; an
ordinance prohibiting the discharge of sanitary and industrial waste into
any storm sewer or drainage facility constructed as a part of the
Illinois Route 31/120 bridge project; an ordinance prohibiting
encroachments within the State of Illinois right-of-way along Illinois
Route 31/120 in said project; and approve a local agency Joint Agreement
between the State of Illinois Department of Transportation and the City
of McHenry for (FAP 860) Illinois Route 31/120 on Elm Street over Boone
Creek as presented.

Lengthy discussion was held with developers of Riverside Terrace
concerning the terms and conditions of an existing annexation agreement,
as well as provision for park site and public improvement auestions. It
was decided to schedule a Park Committee Meeting for Tuesday, November
22, 1988 at 7:45 P.M. to discuss the question of park donation either
cash, land, or 50 percent land - 50 percent cash.
Mayor Busse called for a recess at 9:50 P.M. The meeting
reconvened at 10:03 P.M. Alderman Bolger left the meeting at 9:50 P.M.
due to illness. All other Aldermen were still in attendance.

Site Richard Greenwood, Director of Development, presented a site
Plans plan for McHenry Specialties for a building to be built at 5300 W. Elm
Street. It was the consensus of the Council to approve the site plan as
presented.

Dept. the alarm board in the McHenry Police Station for the following
Misc. businesses: Ace Hardware Store, McHenry State Bank Johnsburg Office and
Pioneer Center.

Alderman Serritella, Chairman of the Purchasing Committee,
reported that a Purchasing Policy and Procedures Manual draft was
presented to the Purchasing Committee for review. Several revisions will
be made and will then be presented to the full Council for approval.
Motion by Serritella, seconded by Lieder, to accept the low
bids of Gary Lang Chevrolet for pickup trucks as follows: Parks &
Recreation pickup - $10,775.00; Street Division pickup 1 - $11,868.00;
Street Division pickup 2 - $11,719.00; Water Division pickup - $13,262.00
as presented.

Motion by Serritella, seconded by Lieder, to accept the low bids
of Freund International in Huntley for the following trucks: Tandem Axle
dump truck for Wastewater Treatment sludge hauling - $50,101.00 and a
snow plow/dump truck for the Street Division of $46,860.00.

Alderman Lieder, Chairman of the Finance Committee, reported
that he would have a report on the last committee meeting in the next
packet. Alderman Teta reported on an Environmental Advisory Committee
meeting held November 15, 1988.

Mayor Busse announced that the Annexation Meeting for the First
Addition to Winding Creek 5 was continued from this meeting to December
21, 1988 at the request of Gerstad Builders, the petitioners.
Motion by Lieder, seconded by Patterson, to grant the request of
Letter of Malibu Estates and extend their Letter of Credit in the amount of
Credits $32,500.00 and their Warranty Letter in the amount of $47,372.80 from
December 31, 1988 to June 30, 1989 to complete the improvements for
Malibu Estates.

Parking designating "Employee Only" parking to the rear of City Hall along the
Regs. & creek from 8 am to 5 pm on any day except Saturday, Sundays and Holidays.

Proposed Motion by Teta, seconded by McClatchey, to adopt a "No Smoking"
Policies policy for the City Hall Building effective January 1, 1989 and that the
Tabled City should provide supplemental means to support the smokers by offering
Motions to reimburse employees For enrollment in a stop smoking class.
Motion by Patterson, seconded by Serritella, to table the motion.
Voting Aye: Serritella, Patterson, Smith, Lieder.
Voting Nay: McClatchey, Teta.
Absent: Bolger, Nolan.

Alderman McClatchey, Chairman of the Personnel Committee,
scheduled a Personnel Committee meeting for November 30, 1988 at 7:30
P.M. to discuss the No Smoking policy.
Ordinances Motion by Lieder, seconded by Teta, to pass an ordinance
Stop Signs establishing a stop sign on the northeast corner of Greenbrier and
Creekside Drives.

McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Bolger, Nolan.
Motion carried.
Motion by Lieder, seconded by Serritella, to approve the
Employees recommendation of the Police Chief and authorize the payment of $1,151.00
to Gary Wigman for attendance at a 10 week management course given by the
FBI at their academy in Quantico, Virginia with additional daily
incidental expenses to be paid upon submission of paid receipts.

B & Z Discussion was held on obtaining a mobile unit for the Building
Misc. & Zoning Department. It was decided to investigate this matter further
including new and used office units. The matter will be placed on the
November 30, 1988 Agenda for continued discussion.
Alderman Patterson left the meeting at 11:28 P.M.
Exec. Motion by Lieder, seconded by Teta, to go into executive session
Session at 11:35 P.M. to discuss personnel.

Motion by Smith, seconded by Serritella, to authorize and
approve payment of $2,000.00 to Director of Development Richard Greenwood
for additional duties undertaken in performing the Building & Zoninq
Officer's functions for 12 weeks while the position was vacant.
