MONDAY, NOVEMBER 16, 1981 8 P.M.
The regular meeting of the city council was called
to order by Mayor Stanek on Monday, November 16, 1981. At roll council
call the following aldermen were present: Pepping, Nolan, Harker, Meeting
Datz, Wieser, Smith, Serritella, Meurer. Also in attendance were Attendance
Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli,
and Park Director Merkel.
Motion by Nolan, seconded by Serritella, to accept
the minutes of the November 2, 1981 Regular Meeting, the
November 4, 1981 Committee Meeting of the Whole, the November
5, 1981 Special Meeting and the November 9, 1981 Special
Meeting as presented.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser,
Smith, Serritella, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Dr. Hal Sundin of Baxter & Woodman, addressed the
Council regarding a proposal for a study to determine the most Sludge disposal
suitable and economical method for processing and disposal
of wastewater treatment plant sludge.
Motion by Harker, seconded by Nolan, to accept the
proposal submitted by Baxter & Woodman for a Sludge Management Sludge Disposal
Study with the costs not to exceed $12,000.00.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser,
Smith, Serritella, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Nolan, to authorize the
use of the balance of Revenue Sharing Funds allocated for water/
sewer as partial payment for the Sludge Management Study.

Smith, Serritella, Meurer.

Sewer Line Dr. Sundin was also authorized to contact the Professional
Televising
Services Group, Inc. regarding their request for compensation over the
originally quoted price. The original quote was $790.34 and the ad-
ditional request is for $446.23. Sundin will ask for an itemized bill
and report back with his findings.
Treasurer Jon Meyer reported on the ICC Hearing he attended
ICC Hearing
November 13, 1981 regarding the Chicago Northwestern Transportation
C&NW RR Company's petition to remove the agent from the McHenry depot. The
hearing was continued to December 14, 1981 at 10:00 A.M.
Motion by Pepping, seconded by Serritella, to authorize City

Zoning dwelling use allowed on all 3 living levels in R-4 Multi -Family Districts.

of Building and Zoning Enforcement Officer and to adopt the job descrip- Employees

Motion by Pepping, seconded by Serritella, that the Buil-
ding and Zoning Enforcement Officer Position initially be a one year
appointment and the mayor be instructed to initiate a search by ad-
vertising for the position at the salary currently provided for in
our Wage and Benefit Ordinance and that a Screening Committee be
established to review the applicants and make appropriate recommen-
