The regular meeting of the city council was called to order by Mayor Stanek on Monday, November 16, 1981. At roll council call the following aldermen were present: Pepping, Nolan, Harker, Meeting Datz, Wieser, Smith, Serritella, Meurer. Also in attendance were Attendance Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, and Park Director Merkel. Motion by Nolan, seconded by Serritella, to accept the minutes of the November 2, 1981 Regular Meeting, the November 4, 1981 Committee Meeting of the Whole, the November 5, 1981 Special Meeting and the November 9, 1981 Special Meeting as presented. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Dr. Hal Sundin of Baxter & Woodman, addressed the Council regarding a proposal for a study to determine the most Sludge disposal suitable and economical method for processing and disposal of wastewater treatment plant sludge. Motion by Harker, seconded by Nolan, to accept the proposal submitted by Baxter & Woodman for a Sludge Management Sludge Disposal Study with the costs not to exceed $12,000.00. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Nolan, to authorize the use of the balance of Revenue Sharing Funds allocated for water/ sewer as partial payment for the Sludge Management Study. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Sludge Disposal Revenue Sharing Voting Nay: None. Monday, November 16, 1981 Absent: None. page two Motion carried. Sewer Line Dr. Sundin was also authorized to contact the Professional Televising Services Group, Inc. regarding their request for compensation over the originally quoted price. The original quote was $790.34 and the ad- ditional request is for $446.23. Sundin will ask for an itemized bill and report back with his findings. Treasurer Jon Meyer reported on the ICC Hearing he attended ICC Hearing November 13, 1981 regarding the Chicago Northwestern Transportation C&NW RR Company's petition to remove the agent from the McHenry depot. The hearing was continued to December 14, 1981 at 10:00 A.M. Motion by Nolan, seconded by Serritella, to pass an ordinance Ordinance authorizing the establishment of one license for an unlimited number of Mechanical mechanical amusement devices for use at one business location. Amusement Voting Aye: Nolan, Pepping, Datz, Harker, Wieser, Smith, License Serritella. Voting Nay: Meurer. Absent: None. Motion carried. Motion by Wieser, seconded by Harker, to amend the zoning Ordinance ordinance to allow three stories not to exceed 35 feet in height with Zoning dwelling use allowed on all 3 living levels in R-4 Multi -Family Districts. Voting Aye: Nolan, Pepping, Datz, Harker, Wieser, Smith, Meurer, Serritella. Voting Nay: None. Absent: None. Motion carried. Monday, November 16, 1981 page three Mayor Stanek called for a recess at 9:25 P.M. The mee- ting reconvened at 9:35 P.M. with everyone still in attendance. Chairman Meurer of the Purchasing Committee reported on Bid Opening the bid opening for squad cars held Saturday, November 14, 1981 at 10 A.M. The following bids were received for five 1982 squad cars: Buss Motor Sales: no trade-in allowance $48,045.00 (LTD sedans) with trade-ins $43,245.00 Mitchell Buick- no trade-in allowance $52,765.75 Oldsmobile: with trade-ins $43,965.75 (Buick LeSabre sedans) Mitchell Lincoln- no trade-in allowance $49,316.60 Mercury: with trade-ins $41,998.00 (Mercury Marquis sedans) It was the recommendation of the majority of the Purchasing Com- mittee to purchase the Buick LeSabre sedans. Motion by Smith, seconded by Meurer, to authorize the pur- chase of 5 Ford LTD sedans from Buss Motor Sales at the no trade-in Purchases - price of $48,045.00 which was the lowest no trade-in bid submitted. Police Dept. Voting Aye: Nolan, Pepping, Harker, Wieser, Smith, Meurer, Serritella. Voting Nay: Datz. Absent: None. Motion carried. Motion by Pepping, seconded by Nolan, to create the position of Building and Zoning Enforcement Officer and to adopt the job descrip- Employees tion as revised and presented for the position of Building and Zoning Reorganiza- tion Enforcement Officer. Voting Aye: Nolan, Pepping, Datz, Harker, Wieser, Smith, Meurer, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Serritella, to amend the ordinance regarding handicapped parking and remove one handicap space on the west side of the Green Street bridge to allow for regular parking.
