MONDAY, NOVEMBER 15, 1902 8 P.M.
The regular meeting of the City Council was called to order by
Mayor Stanek on Monday, November 15, 1982 at 8 P.M. At roll call the follow-
ing aldermen were present: Pepping, Busse, DZe
, Wieser, Smith, Serritella,
Meurer. Absent: Nolan. Also in attendance Supt. Halvensleben, Attorney
Narusis, City Clerk Gilpin, Chief Pasenelli, Park Director Merkel.
Motion by Pepping, seconded by Meure , to accept the minutes of the
November 1, 1982 regular meeting and the minut s of the Special Meeting
November 4, 1982 as presented.
Voting Aye: Pepping, Busse, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Smith, seconded by Datz, t approve the Engineering
Services Agreement -McHenry Shores Sanitary Sew r System Step 2 Design Services
and to authorize the mayor and clerk to sign t e agreement.
Voting Aye: Pepping, Busse, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Serritella, seconded by Pe ping, to pass a resolution
requesting reimbursement and release to obtain the balance of the grant fund
for the McHenry Shores USEPA Step 1 Grant.
Voting Aye: Pepping, Busse, Datz, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Officers from the McHenry Moose Lodge addressed the Council and
advised that the lodge was sponsoring a dinner dance on December 4, 1982
for the benefit of the McHenry Police Association to raise funds for the
purchase of bullet proofvests for all city policemen.
A resolution was passed unanimously y the council commending George
Harker for his 11 years of dedicated service t the citizens of McHenry. The
resolution will be incorporated into the minut s of this meeting and a framed
and sealed copy of the resolution was presente to Harker by Mayor Stanek.
Officer William Stahlman, president of the McH my Police Association, presented
a plaque to former alderman Harker in appreciation for his many contributions
while serving on the City Council. Former ald rman Harker expressed his deep
appreciation for the honors bestowed on him on,behalf of all the citizens of
McHenry.
Mayor Stanek declared a recess at 8:�5 P.M.
The meeting reconvened at 8:36 P.M.I,with all aldermen except Nolan
still in attendance.
Datz, Chairman of the Utility Commit ee, presented a list of proposed
amendments to the City Code as regards to public water service.
Motion by Wieser, seconded by Serritella, to send this matter back
to the Utility Committee for further study.
Voting Aye: Pepping, Smith, Wieser, Serritella.
Voting Nay: Busse, Datz, Meurer, St�nek.
Absent: Nolan.
There being a tie vote, the motion did not carry.
Motion by Meurer, seconded by Serrit lla, to reconsider the previous
motion and send the list of proposed amendments back to the Utility Committee
for further study.
Voting Aye: Pepping, Wieser, Smith,'ISerritella, Meurer.
Voting Nay: Busse, Datz.
Absent: Nolan.
Motion carried.
Motion by Pepping, seconded by Serritella, to accept the October
Treasurer's Report as presented.

Proclamations Mayor Stanek pr claimed the week of November 14-20, 1982
as American Education Week. It is held to encourage local citizen
support and active participation in the improvement of education.

Discussion was held on the application for a scavenger
Scavenger license submitted by the Crystal Lake Disposal Service. Attorney
Licenses Narusis informed the council that Crystal Lake Disposal Service
wanted to service commercial establishments only in the City of
McHenry and did not want to render any service to residential
users at this time. The current City of McHenry Scavenger Ordinance
states that disposal companies shall furnish service to both residen-
tial and commercial users in the City of McHenry. It was the con-
sensus of opinion of the council that no change should be made in
our present ordinance. A tornev Narusis was instructed to inform
the Crystal Lake Disposal Company and its attorney of the council's
opinion on this matter.
Motion by Wieser, seconded by Smith, to adjourn.
