HomeMy WebLinkAboutMinutes - 11/12/2002 - Committee of the WholeCOMMITTEE OF THE WHOLE MEETING NOVEMBER 12, 2002 A Committee of the Whole Meeting of the McHenry City Council was called to order by Mayor Althoff at 7:00 p.m. on Tuesday, November 12, 2002 in the Council Chambers of the Municipal Center. At roll call the following Aldermen were present: Bolger, Glab, Low, Murgatroyd, Wimmer. Absent: None. City Staff in attendance were: City Administrator Maxeiner, Assistant City Administrator Lockerby, Director Parks and Recreation Merkel and City Clerk Jones. Absent: Chief of Police O'Meara, Director of Public Works Marcinko, Director of Community Development Napolitano and City Attorney McArdle. Mayor Althoff stated the purpose of the meeting is to discuss a joint venture between the City of McHenry and YMCA of McHenry County for a Recreation Center in particular: • Size of facility • Overall cost of the facility • The City's participation in funding. Mayor Althoff recognized Rick Reece and Bob Klein of YMCA of McHenry County. Mr. Reece stated preliminary cost estimates for construction of the facility have been obtained. The minimum cost projection is $5,532,450 for a 52,000 square foot structure. Mr. Reece noted a 60,870 square foot facility is the standard facility commonly used by the YMCA, including an 8,000 square foot cardiovascular facility, at a total cost of approximately $6.9 million. Mr. Reece stated the $6.9 million does not include the cost of land. City Administrator Maxeiner informed Council the Recreational Facility Fund Account has a current balance of $1,099,207. It was also noted the Recreation Facility is included in the Capital Improvements Plan funding for a total of $2,000,000 as follows: 2002/2003' $500,000.00 2003/2004 $1,500,000.00 City Administrator Maxeiner stated a financing mechanism could be utilized over a 10-year period if Council has concerns regarding the depletion of the Parks and Recreation Fund. A discussion Ensued regarding the size of the projected structure, consideration of future expansion and various funding source alternatives. Alderman Murgatroyd opined the larger facility seems the most reasonable concept and a practical use of funds. Alderman Low concurred with Alderman Murgatroyd. A discussion ensued regarding offering various fee packages, including those for City residents, adults, youth, families, seniors and parties requiring financial assistance. Alderman Glab expressed concerns regarding insufficient programs offered for seniors. He stated he has difficulty supporting a facility without a commitment from Council to review demographics and provide service for all residents, in all age groups. It was opined at this stage it is premature to formulate specific programs. November 12, 2002 Page 2 It was the consensus of Council to direct Staff to move forward with the negotiations with YMCA of McHenry County regarding: • Establishment of a Recreation Center in the City of McHenry • Investigate the feasibility of a facility constructed by William Tonyan and Sons in conjunction YMCA of USA Plan, in excess of 60,000 square feet. • Research the viability of funding sources structured upon one-third paid by the City of McHenry, one-third paid by the YMCA and one-third funded by a Capital Campaign Program. ADJOURNMENT Motion by Low, seconded by Glab, to adjourn the meeting at 8:05 p.m. Voting Aye: Bolger, Glab, Low, Murgatroyd, Wimmer. Voting Nay: None Absent: None Motion carried.
