MONDAY, NOVEMBER 7, 1983 8:00 P.M.
The regular meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, November 7, 1983 at 8:00 P.M. in city
hall. At roll call the following aldermen were present: Bolger, Nolan,
Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City
staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk
Gilpin, Chief Pasenelli, Park Director Merkel.
Motion by Datz, seconded by Smith, toaccept the minutes of
the October 31, 1983 regular meeting as presented.
Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Smith, to continue the city
policy of snow plowing streets outside the city limits on Country Club
Drive, in Fegers Subdivision, and Park Street under the same conditions
as last year with an increase in the fees of 10% over last year's quoted
prices.
Voting Aye: Serritella, Snell, Smith, Bolger.
Voting Nay: McClatchey, Datz, Busse, Nolan.
Absent: None.
There being a tie vote Mayor Stanek cast a nay vote and declared the
motion did not pass.
Motion by McClatchey, seconded by Smith, to continue the
city's policy of snow plowing streets outside city limits on Country
Club Drive, in Fegers Subdivision, and Park Street under the same condi-
tions as last year with an increase in the fees of 40% over last year's
quoted prices.
Voting Aye: Serritella, Snell, Smith, McClatchey, Bolger,
Voting Nay: Datz, Busse, Nolan.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Nolan, to accept dedication from
John Fuhler of the following streets in McHenry Shores Unit 5: Biscayne
Road from Green Street to Hilltop Drive and Bonita Drive from Biscayne
Road to Forest Road.
Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.

Motion by Busse, seconded by Snell, to authorize Attorney Narusis
to draft a notice regarding the lots in McHenry Shores Unit 5 to inform
land owners that specific streets in that unit have not been dedicated
or accepted for maintenance by the City of McHenry.
Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.

Supt. Halvensleben reported that the following bids per ton were Street
received for ice control salt for the 1983-84 winter season: Diamond Maint. &
Crystal Salt Co. $25.48; Morton Salt $21.34; International Salt Co. $23.56; Repair
Domtar Industries Inc. $26.09.
Motion by Smith, seconded by Snell, to accept the low bid of
Morton Salt for $21.34 per ton to furnish the city ice control salt for
the 1983-•84 winter season.
Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith,
Snell, Serritella.
Voting Nay: None.

Committees- Motion by Bolger, seconded by Snell, to authorize the Street
Auth. Instruct. & Sidewalk Committee to study the question of whether or not a "No
Left Turn" sign should be installed at the corner of Third and Elm Street.
Traffic Reg. Voting Aye: Serritella, Snell, Smith, McClatchey, Bolger,
Datz, Busse, Nolan.
Voting Nay: None.
Absent: None.

Committees- The Street & Sidewalk Committee was also authorized to study
Auth. Instruct. the on -street parking situation on Lillian Street from Sioux Lane to
Crystal Lake Road.

Parks & Rec. Alderman Nolan, chairman of the Parks Committee, reported
Programs, Misc. that McHenry Lions Club and McHenry Rotary Club will be recognized
for their contributions to the City of McHenry and the Parks Depart-
ment, and will be presented an award by the Illinois Park & Recreation
Association Community Service Award Program.
Resolutions Motion by Nolan, seconded by Snell, to pass a resolution
recognizing Tom Sullivan of Sullivan Foods for his contribution and
providing jobs and restoring the property at 3750 W. Elm Street.
Voting Aye: Serritella, Snell, Smith, McClatchey, Bolger,
Datz, Busse, Nolan.
Voting Nay: None.
Absent: None.
Motion carried.
Committees- Mayor Stanek established a special committee to study the
Auth. Instruct. profile booklet advertisement question, composed of Aldermen Busse,
Datz and Nolan with Nolan to serve as chairman of the committee.
Motion by Smith, seconded by McClatchey, to authorize the
Misc. imprinting of the Alderman's names and their wards on city stationary.
Voting Aye: Serritella, Smith, McClatchey, Bolger, Datz,
Busse, Nolan.
Voting Nay: Snell.
Absent: None.
Motion carried.
Sign Permits Motion by Bolger, seconded by Datz, to grant a variation
& Variations of the sign ordinance and approve the installation of two signs
requested by Liberty Outdoor Advertising at the two specified loca-
tions with the variation request to be reviewed after a four year
time period.
Voting Aye: Serritella, Smith, McClatchey, Bolger, Datz,
Nolan, Snell.
Voting Nay: Busse.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to adjourn the meeting.
