THURSDAY, NOVEMEBER 5, 1981 7:30 P.M.
The special meeting of the City Council was called to order by

Mayor Stanek at 7:48 P.M. on Thursday, November 5, 1981 for the purpose Mtg.
of discussing restructuring of city departments and any and all business
which might properly come before the Council.
At roll call the following aldermen were present: Pepping, Nolan,
Wieser, Smith, Serritella, Meurer. Absent: Harker, Datz. Also in attend- Attendance
ance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli,
Park Director Merkel.
Chairman Pepping of the Finance Committee reported that the 1

committee had met with the McHenry Public Library Board and the board
made the following proposal to repay their debt to the city: $3,000.00
now; $3,000.00 at the end of this fiscal year and $2,636.41 at the begin-
ning of the next fiscal year.
Motion by Smith, seconded by Pepping, to accept the library board's

proposal for repayment as outlined.
Voting Aye: Pepping, Nolan, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker, Datz.
Motion carried.
Lengthy discussion was held on how to proceed with restructuring
of city departments. The following list of questions was created and each Reorgan-
izing
aldermen was asked to study them and be prepared to submit their comments
at the next meeting.
1. Should a differential exist between sewer and water plant
chief operators?
2. What should be the relative positions of the assistant sewer
operator and the public works foreman? (higher, lower or same)
3. Where should the skilled labor rate be in relation to the
sewer and water classification rates? What range should it
be in?
4. Where should the entry level job in the sewer dept. be in
relation to the skilled and general labor rate? Should it
be the same or inbetween?
5. Where should the park maintenance person be relative to the
skilled and unskilled labor rates?

6. Who should receive overtime and who shouldn't?
7. Where should the building & zoning department be in the
overall structure?
8. Should a second clerical classification be set up in the
Police Department.
9. In terms of salary for building & zoning officer, where
should he be in relation to public works foreman, skilled
labor and unskilled labor rates?
10. Consider the police dispatchers, where should their job
level be in relation to all the other levels?
The City Clerk was asked to obtain information on the pay structures
of other communities comparable in size to McHenry and submit the material
to the aldermen at the next meeting.
Motion by Nolan, seconded by Smith, to set the next special meet-
ing for Monday, November 9, 1981 at 7:30 P.M. for the purpose of continued Special

discussion on restructuring and to handle any and all business which might
properly come before the Council.
Voting Aye: Pepping, Nolan, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Harker, Datz.
Motion carried.
Motion by Wieser, seconded by Smith, to adjourn.
