The special meeting of the City Council was called to order Special by Mayor Stanek on Monday, November 9, 1981 at 7:30 P.M. for the pur- Meeting pose of discussion and possible action on restructuring of departments Reorganiza- tion in the city and to act on any and all business which might properly come before the Council. At roll call the following aldermen were present: Pepping, Attendance Nolan, Datz, Wieser, Smith, Serritella, Meurer. Absent: Harker. Also in attendance were Supt. Weber, Treasurer Meyer, Attorney Narusis, Clerk Gilpin, Park Director Merkel. Aldermen Wieser asked the Council to consider sending Treasurer Chicago & Meyer to the ICC hearing scheduled for Friday, November 13, 1981 in Northwestern Trans. Co. Chicago. At that hearing the Chicago Northwestern Transportation Company is seeking to reduce service at the McHenry station by removing the agent from the depot. Motion by Pepping, seconded by Nolan, to authorize Treasurer 1 Authoriza- Jon Meyer to attend the ICC hearing on Friday, November 13, 1981 in tion Chicago as a representative of the City of McHenry to object to the Chicago Northwestern Transportation Company's proposal. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker. Motion carried. Discussion was held on the ten questions submitted to the Council at the November 5, 1981 Special Meeting for consideration by the aldermen. Following discussion on each question, the following results were agreed upon:- 1. Should a differential exist between sewer and water plant chief operators? Yes. 2. What should be the relative positions of the assistant sewer operator and the public works foreman? On same level. 3. Where should the skilled labor rate be in relation to sewer and water classification rates? Leave as is. (the same level). Thursday, November 9, 1981 Page 2 4. Where should the entry level job in�the sewer department be in relation to the skilled and general labor rate? Leave as is. (the same level). 5. Where should the park maintenance person be relative to the skilled and unskilled labor rates? At skilled labor rate. 6. Who should receive overtime and who shouldn't? All employees except the following should receive overtime: Chief of Police, City Clerk, Park Director, Superin- tendent of Public Works, Building and Zoning Officer. Sewer and Water Department Heads should receive overtime only for emergency situations. 7. Where should the building and zoning department (posi- tion) be in the overall structure? Should be a separate department. 9. In terms of salary for building and zoning officer, where should he be in relation to the public works fore- man, skilled labor and unskilled labor rates? At the Building Inspector rate in the existing salary struc- ture ($19,040.). 8 and 10. These questions could not be answered because the Chief of Police was not present. A diagram depicting the proposed overall structure of city departments was given to each alderman. Each department head was instructed to write a job description for each job position in his department as designated on the diagram. These descriptions are to be submitted to the Restructuring Committee before the end of December. Pepping passed out a proposed job description for Building Reorgani- and Zoning Officer which is a new position being considered by the zation Council. This job description must be prepared before advertising for a person to fill that position. Each alderman was aked to study the proposal and get their suggestions for revision to Pepping by Friday so he can write up a new job description and present it at the next regular council meeting November 16, 1981. Discussion was held on the definition of executive privilege.. Motion by Wieser, seconded by Smith to adjourn. Voting Aye: Pepping, Nolan, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None.
