MONDAY, NOVEMBER 3, 1980 8 P.M.
The Regular Meeting of the City Council was called to order by
Mayor Stanek on Monday, November 3, 1980 at 8 p.m. At roll call the fol-
lowing aldermen were present: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Absent: Pepping, Adams. Also in attendance were Attorney Narusis, City
Clerk Gilpin, Police Chief Pasenelli, Shop Foreman Richard Weber.
Motion by Wieser, seconded by Schooley, to accept the minutes of
the October 20, 1980 Regular Meeting and of the October 27, 1980 Public
Hearing as read with one correction.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Robert Grossman of Associated Planners, gave a comprehensive report
on the proposed Land Use Plan for the year 2000. The major portion of the dis-
cussion related to a newly proposed classification of Light Commercial. It
was decided to delay any action of approval of the Land Use Plan for 30 days
until the aldermen had more time to study the plan.
Motion by Harker, seconded by Nolan, to authorize Associated Planners
to update the city boundary and zoning maps at a cost not to exceed $400.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Datz, seconded by Schooley to pass an Ordinance amending
the number of permit parking spaces available in the Green Street parking lot
to 56.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Wieser, seconded by Schooley, to approve the Mayor's
nomination of Kit Carstens to the Planning Commission with his term to ex-
pire 4-30-84.

Motion carried.
Motion by Schooley, seconded by Harker, to pay Curran Contracting
Co. for completion of the following projects: 1980 Summer Street Mainte-
nance program - $133,933.47; Main Street east of the railroad tracks to
Front Street - $12,000.00; Main Street west of the tracks to Crystal Lake
Road - $8,750.00, with $90,000.00 to come from MFT and $64,683.47 from Road
and Bridge and General Funds.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Schooley, seconded by Meurer, to purchase the following
second-hand equipment for the Public Works Department: a roller from Wm. H.
Tonyan & Sons for $3,500.00 and a blacktppping Layton Box from Russell Rhoton
for $4,000.00 with payment to come from Park Developer Donations funds.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.

Motion by Nolan, seconded by Schooley, to authorize a contribution
of $100.00 to the Lake -McHenry Law Enforcement Commission for the city's share
of administration of police training on the local level.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Meurer, seconded by Schooley, to authorize and approve the
purchase of eight ceiling fans for the city garage at 105 N. Green Street at
a cost of $127.40 each or a total of $1,019.20 from W. B. Enterprises of McHenry,
to help distribute the heat at the city garage.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Mayor Stanek called for a recess at 9:55 p.m. The meeting reconvened
at 10:12 p.m. with everyone still in attendance.
Motion by Schooley, seconded by Wieser, to purchase additional com-
puter equipment from Burroughs Company of Oakbrook at a cost of $13,646.00.
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Nolan, seconded by Harker, to accept the generous donation
of $2,000.00 from the Rotary Club for installation of trees and shrubbery at
the city park at the corner of Third and Waukegan Roads and to officially name
that park "Rotary Park".
Voting aye: Nolan, Harker, Datz, Wieser, Schooley, Meurer.
Voting nay: None.
Absent: Pepping, Adams.
Motion carried.
Motion by Wieser, seconded by Schooley, to go into Executive Session
at 10:33 p.m. for the purpose of discussing acquisition of facilities.
