WEDNESDAY, NOVEMBER 2, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, November 2, 1988 at 8:00 P.M. in City Hall. At
roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta,
Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in
attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Chief Joyce,
Director of Development Greenwood, Finance and Personnel Administrator
Vitas. Park Director Merkel arrived at 9:30 P.M.
Motion by Bolger, seconded by Lieder, to approve the minutes of
the October 17, 1988 Special Meeting and the October 19, 1988 Regular
Meeting as presented.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Adele Froehlich of the McHenry Landmark Commission and Mayor
Busse presented Landmark Plaque No. 12 to Katherine Walsh Miller, owner
of the Walsh/Miller Home at 3710 W. Main Street. The home was built 100
years ago in 1888 by the Wentworth Brothers who owned a brickyard in
McHenry. In 1900 Jack Walsh, Mc Henry's first law enforcement officer and
lamplighter bought the home and it has been in the Walsh family ever
since.
Chuck Riley addressed the Council and spoke in support of the
referendum for McHenry Community High School District 156.
Joe Mc Ewen of 306 N. Bromley Drive requested a fence variation
to install a 48 inch chain -link fence around his property. He is on a
corner lot and the fence would extend into the front yard of his neighbor.
Motion by Smith, seconded by Serritella, to deny the request of
Joe Mc Ewen for a fence variation at 306 N. Bromley Drive.

McClatchey, Patterson, Serritella.
Voting Nay: Nolan.
Absent: None.

Motion by Bolger, seconded by Nolan, to pass an ordinance
approving a first amendment to the annexation agreement adopted
October 2, 1978 between the City of McHenry and the Martin -And erson
property known as Martin Woods which in affect extends the term of the
annexation agreement for 10 years and which clarifies Paragraph 12 of the
original agreement as presented.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Nolan, to concur with the
recommendation of the Zoning Board of Appeals and pass an ordinance
reclassifying property owned by James E. Hooper and Frederick E. Hult at
306 N. Front Street from RS-3 to C-3 and granting a side yard variation
but denying the rear yard variation.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to pass the following
MFT Resolutions: 1) A Supplemental Resolution appropriating $20,046.38
to adjust the 1986 General Maintenance Program Audit; and 2) A
Supplemental Resolution for $4,425 to adjust the City's share of
construction costs associated with the traffic signal improvement at
Route 31 and Bull Valley Road.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.

Resol. Motion by Patterson, seconded by Nolan, to pass a Resolution
requesting state approval to partially close Elm Street between
Industrial Drive and Crystal Lake Road and Green Street and Riverside
Drive for the November 26, 1988 City Christmas Parade.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.

Motion by McClatchey, seconded by Lieder, to authorize and
Sewer approve payment to Yonke & Soper Excavating for a partial payment of
Plant- $48,124.57 for the South Wastewater Treatment Plant Influent Sewer
South Project as recommended by Baxter & Woodman.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Serritella, to authorize and
approve payment to William Zeigler & Son as partial payment of
$250,686.00 for the South Wastewater Treatment Plant Project as
recommended by Baxter & Woodman.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to install a "Duck
Street Crossing" sign at the bridge on Millstream Drive.

Voting Nay: None.
Absent: None.
Motion carried.
Alderman Lieder, Chairman of the Finance Committee, announced a
Finance Committee Meeting for November 29, 1988 at 2:30 P.M. to be held
at the School Administration Office on Main Street for the purpose of
discussing development impact fees.
John Vlcek, Chairman of the Environmental Advisory Committee,
reported on a meeting held October 25, 1988.
Ordinances Motion by Patterson, seconded by Bolger, to pass an ordinance
establishing a stop sign on Ryan Street at Prestwick Street as presented.

Sign Loc. McClatchey, Patterson, Serritella.

Motion carried.
Alderman Bolger, Chairman of the Utility Committee, scheduled a
Utility Committee Meeting on November 7, 1988 at 7:30 P.M. to discuss
various water and sewer problems.
Street Motion by Bolger, seconded by Patterson, to authorize the
Lights Superintendent of Public Works to order the installation of one street
light on Thornwood Drive.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Lieder, seconded by Nolan, to approve the attendance
Employees of Officer Tom O'Meara at Aurora University for a Public Policy and
Social Justice Course to complete his Masters Degree.
