HomeMy WebLinkAboutMinutes - 10/31/1990 - City CouncilREGULAR FETING WEDNESDAY, OCTOBER 31, 1990 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, October 31, 1990 at 8:00 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Teta, Smith, McClathey, Patterson, Serritella. Lieder arrived at 8:10 P.M. Absent: None. City Staff in attendance were: Attorney Narusis, Clerk Gilpin, Administrator Peterson, Chief Joyce, Director of Public Works Batt, Park Director Merkel. Absent: Building and Zoning Officer Halik. During the ten minute public input session, Attorney Sam Diamond addressed the Council concerning a proposed recapture agreement for Irish Prairie subdivision as requested by Cunat Brothers. The matter was referred to the Public Works Committee for recommendation. Jerry Benes asked the Council if it had made any decision on the recreation study presented recently for the Parks and Recreation Department. He asked that a copy of the study be placed at the library for review by the general public. Park Director Merkel informed him that the study had been delivered to the library on Wednesday, October 31, 1990. Motion by Patterson, seconded by Donahue, to approve the minutes of the October 17, 1990 Regular Meeting as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to concur with the recommendation of the Zoning Board of Appeals and pass an ordinance granting a use variation request for Buss Ford at 4011 W. Main Street, as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Lengthly discussion took place on the proposed amount of money to be levied for the 1990 Tax Levy. Motion by Patterson, seconded by McClatchey, to estimate the proposed 1990 Tax Levy at $1,349,825, and to set a public hearing on the Tax Levy Ordinance for Monday, November 26, 1990 at 8:00 P.M. in City Hall. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. An agenda item requesting installation of pavement at 3519 W. Elm Street was deferred to the Public Works Committee for a recommendation. Motion by McClatchey, seconded by Serritella, to pass an ordinance amending the Traffic and Motor Vehicle Ordinance as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, October 31, 1990 Page 2 Motion by Smith, seconded by Teta, to approve the request of Administrator Peterson, and approve the purchase of 500 recycling bins at a cost of $4.80 each. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Bolger to authorize and approve payment to Grove Mechanical Contractors in the amount of $38,700 for aeration piping replacement at the Central Wastewater Treatment Plant as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse proclaimed the week of October 28, 1990 through November 4, 1990 as Pornography Awareness Week. A question on the use of James Street right-of-way for parking was referred to the Public Works Committee for recommendation. Motion by McClatchey, seconded by Patterson, to go into Executive Session at 9:45 P.M. to discuss potential litigation and personnel. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Serritella, to back into Open Session at 10:08 P.M. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None.
