WEDNESDAY, OCTOBER 21, 1987 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to Council
order by Mayor Busse on Wednesday, October 21, 1987 at 8 P.M. at City Meeting
Hall. At roll call the following Aldermen were present: Bolger, Nolan, Attendance
Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Absent: None.
City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the October 7, 1987 Regular Meeting and the October 14, 1987 Regular
Meeting as presented.
Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
At
8:03 P.M. Mayor Busse called to order a
Public Hearing to
discuss
the
proposed vacation
of Linda Drive south
of Skyway Drive in Public
Country
Club
Estates Unit II.
The Clerk stated that
no written or oral Hearing
comments
were presented to her
office regarding this matter. Mayor Busse
asked if
anyone in attendance
had any oral or written
comments to make on
the proposed
vacation. There was no response from the
audience.
Motion
by Smith, seconded by Serritella,
to pass
an ordinance Ordinances
vacating that part of Linda Drive south of Skyway
Drive in
Country Club
Estates Unit II
as presented with the stipulation
that if
the property Street
owner located east of the vacated street does not
want the
property, it Vacations
will be given
to the property owner on the west
side of
the vacated
street.

Craig and Steve Bjorkman of Ace Hardware addressed the Council
along with their Attorney Sam Diamond concerning the rezoning of a parcel
of land located on the northwest corner of Front Royal and Crystal Lake
Road.
Motion by Bolger, seconded by Nolan, to concur with the
recommendation of the Zoning Board of Appeals and pass an ordinance Ordinances
granting the request of Stanley & Helen Bjorkman to reclassify the Zoning Ord
subject property from C-2 Neighborhood Commercial District to C-3
Community Commercial District.
Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by McClatchey, seconded by Smith, to approve the Landmark
recommendation of the Landmark Commission and recommend the plaguing of Commission
the Carl and Mary Lou Schaeffer home at 3619 Waukegan Road as Landmark
Plaque No. S.
Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey,
Smith, Patterson, Serritella.

Absent: None.
Motion carried.
Motion by Lieder, seconded by Patterson, to reduce the letter of
credit for Brittany Heights Unit I from $598,749.63 to $81,471.00 subject Letters of
to the City's receipt of a guarantee bond in the amount $82,760.00 Credit
warranteeing the materials and workmanship of the completed work as
recommended by Baxter & Woodman and to defer submittal of "as built"
plans for Brittany Heights Unit 1 until Brittany Heights Unit II is
completed.

Superintendent Batt reported that he had obtained five price
proposals fron McHenry County Glass and Mirror for replacement of the
door at the south Police entrance.

Motion by Serritella, seconded by Patterson, to authorize the
installation of a new door with a 24 x 60 inch glass insert at a cost of Public
$890 from McHenry County Glass and Mirror. Property -

Superintendent Batt reported that Edwards Brothers roofing had
quoted a price of $18,375 for reroofing of the city public works garage
and Roewer Roofing had quoted a price of $14,745.
Motion by Smith, seconded by Serritella, to award the reroofing
work to Roewer Roofing at a price of $14,745 with a 12 year warranty on
the stipulation that if Roewer can not get the work done immediately, the
Mayor can authorize the Superintendent to contract with Edwards Brothers
Roofing Co. to get it done immediately.

Motion by Serritella, seconded by Teta, to authorize and approve
the payment of $136,593.75 as interest on the Water and Sewer Revenue Bonds dated 12-1-86 with payment to be made to American National Bank and Bond
Trust Company of Chicago. Payments

Park Director Merkel presented the Park Assessment Report as
compiled by his office based on surveys completed this summer. Parks -Mist.
Motion by Patterson, seconded by Nolan, to authorize the
replacement of the water fountain at Weber Park from Murdock Water Park Improv.
Fountain Inc. at a cost of approximately $1,100.

Smith, Patterson, Serritella.

Motion by Smith, seconded by Teta, to change the Regular Meeting
schedule date of Wednesday, November 11, 1987 to Monday, November 23,
1987 due to the Veterans Day holiday.

Smith, Patterson, Serritella.

Motion by Bolger, seconded by Patterson, to authorize the
Superintendent of Public Works to install a 4 foot wide sidewalk on the Sidewalks
easement of the Nuemann property located at 1240 N. Green Street at an
estimated cost of $1,000 to $1,500 with installation to be made pending
review of the easements with the title company.
Voting Aye: Bolger, Nolan, Teta, McClatchey,
Smith, Patterson, Serritella.
Voting Nay: Lieder.

Motion carried.
Alderman McClatchey presented a proposal that Motor Fuel Tax
Funds be used for sidewalk replacement programs throughout the City with
no cost to property owners.
Motion by Lieder, seconded by Serritella, to defer any action on
this proposal until the Street & Sidewalk Committee reviews the issue andSidewalks
brings it back to the Council with a recommendation.
