MONDAY, OCTOBER 20, 1980 8 P.M.
The Regular Meeting of the City Council was called to order by Mayor
Stanek at 8 P.M. on Monday October 20, 1980. At roll call, the following
aldermen were present: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Absent: Adams. Also present were Attorney Bernard Narusis, City Clerk Gilpin,
Park Director Peter Merkel, Police Chief Pasenelli and Shop Foreman Richard
Weber.
Motion by Nolan, seconded by Schooley, to accept the minutes of the
October 6, 1980 Regular Meeting, of the October 8, 1980 Committee Meeting of the
Whole and of the October 15, 1980 Special Meeting as read.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Voting Nay: None.
Absent: Adams.
Motion carried.
Mayor Stanek presented a check to Kenneth and Robert Petersen for 21
acres of land as an addition to Petersen Park. He expressed thanks to them in
behalf of all the citizens of McHenry, present and future.
Motion by Harker, seconded by Nolan, to pass an ordinance annexing
the 21 acres purchased from the Petersens which is adjacent to Petersen Park
on the south side of McCullom Lake 'Road.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Voting Nay: None.
Absent: Adams.
Motion carried.
Dr. and Mrs. Lee Gladstone appeared at the meeting to donate Lot 6
at the corner of First Avenue and the extension of Green Street in Feger's
subdivision to the City of McHenry. They asked that the lot be donated to the
city in memory of Maurice Gladstone, father of Dr. Gladstone. Mayor Stanek
thanked them for this contribution to the city as well as for other contribu-
tions made by the Gladstone family over the years. A plaque made by the city
was presented to the Gladstones and will be placed on the lot which read
"Donated 1980 in memory of Maurice Gladstone".
Motion by Nolan, seconded by Pepping, to accept the gift of the
Gladstone lot.

Dr. Mowrey of the Northern Illinois Medical Associates appeared at
the meeting to hear the Council's decision as to how many permanent parking
spaces the city would allocate to employees of NIMA.
Motion by Harker, seconded by Datz, to authorize the allocation of 50
permanent parking spaces to the NIMA at a fee of $10 per month per space.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Datz, seconded by Harker, to authorize the allocation of
five additional parking spaces in the Green Street Parking Lot for permanent
parking and to authorize the city clerk to issue the spaces to applicants
as they apply.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Pepping.
Voting Nay: Nolan.
Absent: Adams.
Motion carried.
John O'Hagan of United Way, asked permission to solicit city employees
for payroll contributions to the United Way Fund.
Motion by Pepping, seconded by Nolan, to grant permission for the
solicitation of city employees.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Pepping, Nolan.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Pepping, seconded by Nolan, to concur with the Zoning Board
of Appeals recommendation and pass as ordinance granting a B-1 zoning reclassifi-
cation and to pass an ordinance granting two variationsregarding the petition
presented by Illinois Coil Spring Company and Charles Margosian for property
at the corner of Industrial Drive and Elm Street and that the Council finds the

standards for variation have been met.

Motion by Harker, seconded by Wieser, to concur with the Zoning Board
of Appeals recommendation and pass an ordinance reclassifying the Roalsen
property at 3512 W. Pearl Street from R-3 to B-1 as requested in their petition.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Harker, seconded by Schooley, to authorize the payment of
Estimate No. 11 to Keno & Sons Construction Company for the sewer treatment
plant addition in the amount of $148,771.80 as recommended by Baxter & Woodman.
Voting Aye: Meurer, Schooley, Wieser, Datz, Harker, Nolan, Pepping.
Voting Nay: None.
Absent: Adams.
Motion carried.
Mayor Stanek called for a recess at 8:57 P.M. The meeting reconvened
at 9:15 P.M. with everyone still in attendance.

The mayor authorized Schooley to approach T.P. Mathews, president of
Northern Illinois Utilities, owners of the Lakeland Park Water Company, and ask
them to submit in writing their proposal for sale of the water company to the
city.
Motion by Harker, seconded by Nolan, to authorize and approve payment
to McHenry State Bank for the 1979 Waterworks and Sewage Revenue Bond interest
in the amount of $34,500.00 and a bank fee of $25.00, payment being due November 1,

performance Bond on Boone Valley Unit No. 9 as recommended by Baxter & Woodman.

Motion by Harker, seconded by Schooley, to authorize and approve
payment of a seminar fee of $65 for City Clerk Gilpin to attend a finance seminar
on November 14 and 15.

to make an opening through the Council Chambers wall for installation of cable
lines.

Mayor Stanek gave a report to the Council on a conference he had with
State engineers regarding reconstruction of the Route 120 bridge. Stanek also
reported that he had instructed H.F. Harrison Appraisers to appraise the land
being considered for expansion of the Chicago Northwestern Railroad parking lot.
An additional expense of $500.00 was also authorized by the mayor to Huemann Well
Drillers to acidize the test well at Lot A on Crystal Lake Road.
Mayor Stanek proclaimed the week of October 19-25 as National Business
Women's Week in recognition of the fine work done by business women everywhere
and especially the McHenry Business and Professional Women's Club members.
Motion by Meurer, seconded by Schooley, to authorize and approve the
purchase of a tamper from the Wacker Corporation in the amount of $1,236.00,
which was the low quotation received by the Purchasing Committee.

Motion by Schooley, seconded by Pepping, to authorize the installation
of a 3-way stop intersection at the corner of Grove and center Streets.

Motion carried.
Motion by Schooley, seconded by Wieser, to grant permission to Stanley
Schaeffer for reconstruction of his sidewalk at 3613 W. Waukegan Road with the
city to pay 50 percent of paid bills as presented.

Voting Nay: None.
Absent: Adams.
Motion carried.
Motion by Wieser, seconded by Harker, to pass an ordinance amending
the Fence Ordinance and to publish it in pamphlet form.
