MONDAY, OCTOBER 17, 1988 8:00 P.M.
The Special Meeting of the McHenry City Council was called to Council
order by Mayor Busse on Monday, October 17, 1988 at 8 P.M. at City Hall. Meeting
At roll call the following Aldermen were present: Bolger, Smith, Attendance,
McClatchey, Patterson, Serritella. Absent: Nolan, Teta, Lieder. City
staff in attendance were Clerk Gilpin, Supt. Batt, Attorney Narusis.
This Special Meeting was called to consider a proposed traffic
improvement program in the area of Green & Elm Streets. One of the
features of that traffic program was the removal of parking spaces along
Elm Street from Richmond Road to Court Street. Previously the City had
taken action to remove parking on the south side of Elm Street from
Richmond Road to Front Street.
The main purpose of this meeting tonight was to solicit input

from the general public. By November 11, 1988 the Illinois Department of
Elm St.
Transportation needs an answer from the City as to whether plans should
be included for widening Elm Street from Richmond Road to Court Street by
Millstream
removing parking on both sides of Elm Street. This project would he

included in the States Bridge Replacement Program over Boone Creek on Elm
Street within the next 18 months. The present scope of the project
includes reconstruction of Elm Street from Millstream Drive east to 150
feet east of the intersection of Richmond Road and Elm Street. If the
City wishes to expand the project by removing parking along Elm Street to
Court Street, two thru lanes and a left turn lane could be installed in
the area.
Mayor Busse introduced Les Swieca of ]DOT who gave background
information on the project for this hearing. The City works very closely
with any project done by IDOT which is involved in the City limits. A
traffic study was conducted 3 years ago and some of the recommendations
of that study were included in this project along with some suggestions
that were made by the City Council. Copies of that traffic study were
distributed to the audience at this hearing. The Mayor reviewed various
sections of the traffic study with the Aldermen and the audience to
explain how this project got to where it is today.
After reviewing several pages of the study the Mayor asked for
comments from the floor. The following merchants commented on the
proposal and presented their objections to eliminating parking along
Route 120 between Richmond Road and Court Street:

8. "Z" Lipsky, 3410 W. Elm Street
9. John Lampe, 3406 W. Elm Street
Two motorists, Randy Christensen of 5311 Abbey Drive and Glenn 7ika
of 6601 Chickaloon Drive, expressed their concerns regarding the terrible
traffic congestion between Riverside Drive and Richmond Road. The
Aldermen also expressed their opinions on the subject.

Motion by Bolger, seconded by Serritella, that the City Council
not approve the plan to eliminate parking along Elm Street beyond the
State plan for the Boone Creek Bridge replacement which involves the area
only 150 feet east of Richmond Road on Elm Street and that the City
should continue to study the traffic problem on Elm Street between
Richmond Road and Riverside Drive.
Voting Aye: Serritella, McClatchey, Smith, Bolger.
Voting Nay: Patterson, Busse.
Failed Motion Absent: Nolan, Teta, Lieder.
The motion carried but did not pass because 5 Ayes are required to pass
this motion.
Mayor Busse called for a recess at 9:50 P.M. The meeting
reconvened at 10:00 P.M. with everyone still in attendance.
Superintendent Batt presented a letter from Baxter & Woodman to
IDOT the Council concerning the 10 inch water main presently attached to the
bridge over Boone Creek on Elm Street. Due to the proposed
reconstruction of the bridge, this water main would have to be removed
and replaced. A decision needs to be made as to whether to replace the
water main under the creek or reinstall it on the new bridge.
IDOT Motion by Smith, seconded by McClatchey, to notify IDOT that the
City of McHenry wishes to replace the water main in its presented
Water Line location without installation of a temporary main at an estimated cost of
Repairs $40,500.00.
Voting Aye: Patterson, Serritella, McClatchey, Smith, Bolger.
Voting Nay: None.
Absent: Nolan, Teta, Lieder.
Motion carried.
Motion by Smith, seconded by McClatchey, to approve the Mayor's
Appts. appointment of Andrew Halik as Building & Zoning Enforcement Officer with
Employees a salary at Grade 12, Step 3.5 with employment to begin November 7, 1988.
Voting Aye: Patterson, Serritella, McClatchey, Smith, Bolger.
Voting Nay: None.
Absent: Nolan, Teta, Lieder.
Motion carried.
