WEDNESDAY, OCTOBER 16, 1985 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, October 16, 1985 at 8:00 P.M. in city
hall. At roll call the following Aldermen were present: Bolger, Lieder,
McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Council
staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Meetings -
Gilpin, Park Director Merkel, Chief Joyce. Attendance
Motion by Nolan, seconded by Serritella, to accept the minutes
of the October 2, 1985 Regular Meeting as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse announced that six bids had been received for a
dump truck for the Public Works department. It was the recom-
mendation of the Finance Committee that we postpone awarding the bid
for the dump truck until more information could be collected.
Three truck bids were received for a 3/4 ton 4 x 4 pickup Bids -Opening
truck as follows: Reichert Chevy Buick of Crystal Lake $16,540, & Awarding
Mitchell Buick $17,040.79 of McHenry, Buss Ford Sales of McHenry
$16,520. Public Works

of Buss Ford Sales at $16,520 for the pickup truck.

The Council reviewed a revised agreement as presented by
Chicago Northwestern Transportation Company for a 10 year lease of
the McHenry Train Depot by the City of McHenry. The City would pay
$1 to rent the station and would agree to maintain the existing
architectural appearance of the passenger station, to control and
maintain access to the station, to develop and or sublet commercial
endeavors on the leased premises which would serve the commuters and
the general public. The premises would continue to be used and
occupied primarily as a railroad commuter station facility. The
railroad company reserves the right to use said premises in the
general conduct of its railroad business including endeavors to con-
venience its commuters and the public.

Mayor Busse called for a recess at 8:55 P.M. The meeting
reconvened at 9:07 P.M. with everyone still in attendance.
Several people were in attendance at the meeting requesting
the status on the K-Mart project at the corner of Route 31 and
Mc Cullom Lake Road. Mayor Busse reported that a developer had
appeared before the City Council in Spring to request Industrial
Revenue Bonds for a shopping area project and the Council had
approved the issuance of $10,000,000 for this project. A zoning
variation was requested by the developer which was also granted by
the City. The matter of development of a K-Mart was taken to the
Executive Board of K-Mart in June of this year. The Executive Board
denied the application of the developer for construction of a K-Mart
store. The developer resubmitted his application in August and was
again turned down. The developer's options on the land ran out the
end of September and at this time the City is not aware of any build-
ing that will take place on that location in the near future. He did
say that he did not think the issue was totally dead and that if
persons wished to write to K-Mart expressing their desire to have a
store in this location, he would urge them to do so.
The Street & Sidewalk Committee was requested to study the Committees -
possibility of the extension of James Street from Center to Front. Auth., Instr.
They were asked to submit their recommendation at a future meeting.
Alderman McClatchey, Chairman of the Personnel Committee,
reported that a meeting had been held on October 3, 1985 to discuss
personnel policy, employee benefits, employee personnel manual and
the employee Christmas party.
Motion by McClatchey, seconded by Snell, to authorize and
approve the expenditure of up to $1,200 for an Employee Christmas
Party.

Motion by Lieder, seconded by Teta, to accept the recom-
mendation of the Personnel Committee and contact outside consultant
firms to get cost estimates on drafting of an employee personnel
manual for the City of McHenry at no cost to the City for the
estimates.

Alderman Smith, Chairman of the Street & Sidewalk Committee,
reported that it was the consensus of opinion of the Council not to Motor Fuel
proceed with the expenditure of FAU Funds at this time, but rather Tax
to carry the funding into next year and hopefully the program will be
extended and the money can be utilized at that time.
Alderman Lieder, Chairman of the Finance Committee, reported
that it. was the consensus of opinion of the Finance Committee not to
increase the disposal fees as requested by McHenry Woodstock Disposal Garbage Dispo-
at this time since a $.75 increase had been granted to McHenry sal Rates
Woodstock Disposal effective October 1, 1985.

mended salary increases as submitted by the Superintendent of Public Employees

Alderman Serritella, Chairman of the Park Committee,
reported that a meeting had been held on October 14, 1985 to discuss
the purchase of trees and shrubs and other park business.

Director Merkel and award the bid to Klehm's Nursery of Barrington at
the low bid price of $3,290.

Parks- Park Director to proceed with the improvement of softball fields at

Center as discussed and to use the $2,500 donation from Kiwanis Club
toward this park project.

Superintendent of Public Works reported that three bids were
received for highway salt as follows: Domtar Industries $25.70 per
ton, International Salt Company $28.50 per ton, Morton Thiokol $29.75
per ton.

Opening salt bid to Domtar Industries at the low bid price of $25.70 per ton
& Awarding with a guaranteed usage of 200 ton for the 85-86 winter season.
