The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, October 16, 1985 at 8:00 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Council staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Meetings - Gilpin, Park Director Merkel, Chief Joyce. Attendance Motion by Nolan, seconded by Serritella, to accept the minutes of the October 2, 1985 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse announced that six bids had been received for a dump truck for the Public Works department. It was the recom- mendation of the Finance Committee that we postpone awarding the bid for the dump truck until more information could be collected. Three truck bids were received for a 3/4 ton 4 x 4 pickup Bids -Opening truck as follows: Reichert Chevy Buick of Crystal Lake $16,540, & Awarding Mitchell Buick $17,040.79 of McHenry, Buss Ford Sales of McHenry $16,520. Public Works Purchases Motion by Bolger, seconded by Nolan, to accept the low bid of Buss Ford Sales at $16,520 for the pickup truck. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. The Council reviewed a revised agreement as presented by Chicago Northwestern Transportation Company for a 10 year lease of the McHenry Train Depot by the City of McHenry. The City would pay $1 to rent the station and would agree to maintain the existing architectural appearance of the passenger station, to control and maintain access to the station, to develop and or sublet commercial endeavors on the leased premises which would serve the commuters and the general public. The premises would continue to be used and occupied primarily as a railroad commuter station facility. The railroad company reserves the right to use said premises in the general conduct of its railroad business including endeavors to con- venience its commuters and the public. Agreements Motion by McClatchey, seconded by Nolan, to enter into an Chicago & NW agreement with the Chicago & Northwestern Transportation Company and Transportation authorize the Mayor and Clerk to sign the agreement as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Co. Smith, Snell, Serritella, Teta. Leases & Voting Nay: None. Agreements Absent: None. Motion carried. Motion by Teta, seconded by Nolan, to approve a block party request of Kathleen Curry for a block party on Dartmoor Drive east of Block Parties Watersedge Drive on October 20, 1985. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Nolan, to pass a resolution Resolutions authorizing the closing of Elm Street for a Christmas Parade on parade Permits Saturday, November 30, 1985. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, October 16, 1985 page 2 Ordinances Motion by McClatchey, seconded by Leider, to pass an ordi- nance amending Section 2-76B and Section 2-73D of the Personnel Wages & Ordinance and to add the words "Subject to Annual Review" on Section Benefits 2-76B as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Resolutions Motion by Smith, seconded by Snell, to pass a preliminary resolution of the City of McHenry approving the application of Cunat Industrial Bros. Inc. and authorizing the City to execute a memorandum of agree - Revenue ment concerning the issuance by the City of its Industrial Revenue Bonds Bonds with Cunat Bros. Inc. Voting Aye: Bolger, Lieder, Smith, Snell, Serritella, Teta. Voting Nay: McClatchey, Nolan. Absent: None. Motion carried. It was also noted that this resolution is no indication that the City will approve the zoning and annexation of the property in question. Resolutions Motion by Bolger, seconded by Nolan, to pass a resolution Industrial authorizing the issuance and sale of $470,000 Economic Revenue Bonds Revenue (Miller/Meissen Project) Series 1985 and authorizing and approving Bonds the execution and delivery of an agency agreement and assignment, mortgage and loan agreement and bond purchase agreement (Alpha Plastics Project). Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, October 16, 1985 page 5 Mayor Busse called for a recess at 8:55 P.M. The meeting reconvened at 9:07 P.M. with everyone still in attendance. Several people were in attendance at the meeting requesting the status on the K-Mart project at the corner of Route 31 and Mc Cullom Lake Road. Mayor Busse reported that a developer had appeared before the City Council in Spring to request Industrial Revenue Bonds for a shopping area project and the Council had approved the issuance of $10,000,000 for this project. A zoning variation was requested by the developer which was also granted by the City. The matter of development of a K-Mart was taken to the Executive Board of K-Mart in June of this year. The Executive Board denied the application of the developer for construction of a K-Mart store. The developer resubmitted his application in August and was again turned down. The developer's options on the land ran out the end of September and at this time the City is not aware of any build- ing that will take place on that location in the near future. He did say that he did not think the issue was totally dead and that if persons wished to write to K-Mart expressing their desire to have a store in this location, he would urge them to do so. The Street & Sidewalk Committee was requested to study the Committees - possibility of the extension of James Street from Center to Front. Auth., Instr. They were asked to submit their recommendation at a future meeting. Alderman McClatchey, Chairman of the Personnel Committee, reported that a meeting had been held on October 3, 1985 to discuss personnel policy, employee benefits, employee personnel manual and the employee Christmas party. Motion by McClatchey, seconded by Snell, to authorize and approve the expenditure of up to $1,200 for an Employee Christmas Party. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Teta, to accept the recom- mendation of the Personnel Committee and contact outside consultant firms to get cost estimates on drafting of an employee personnel manual for the City of McHenry at no cost to the City for the estimates. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Authorizations Employees Wages & Bene- fits Employees Alderman Smith, Chairman of the Street & Sidewalk Committee, reported that it was the consensus of opinion of the Council not to Motor Fuel proceed with the expenditure of FAU Funds at this time, but rather Tax to carry the funding into next year and hopefully the program will be extended and the money can be utilized at that time. Alderman Lieder, Chairman of the Finance Committee, reported that it. was the consensus of opinion of the Finance Committee not to increase the disposal fees as requested by McHenry Woodstock Disposal Garbage Dispo- at this time since a $.75 increase had been granted to McHenry sal Rates Woodstock Disposal effective October 1, 1985. Motion by Smith, seconded by Snell, to approve the recom- mended salary increases as submitted by the Superintendent of Public Employees Works for Matt Rogers, Richard Stull and John Schmitt. Alderman Serritella, Chairman of the Park Committee, reported that a meeting had been held on October 14, 1985 to discuss the purchase of trees and shrubs and other park business. Wednesday, October 16, 1985 page 6 Purchases- Motion by Serritella, seconded by Nolan, to authorize and Parks approve the purchase of trees and shrubs as recommended by Park Director Merkel and award the bid to Klehm's Nursery of Barrington at the low bid price of $3,290. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to authorize the Parks- Park Director to proceed with the improvement of softball fields at Misc. Parkland Jr. High, McHenry Jr. High and Lakeland Park Community Center as discussed and to use the $2,500 donation from Kiwanis Club toward this park project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Superintendent of Public Works reported that three bids were received for highway salt as follows: Domtar Industries $25.70 per ton, International Salt Company $28.50 per ton, Morton Thiokol $29.75 per ton. Bid Motion by Nolan, seconded by Snell, to award the highway Opening salt bid to Domtar Industries at the low bid price of $25.70 per ton & Awarding with a guaranteed usage of 200 ton for the 85-86 winter season. Public Motion by Nolan, seconded by Bolger, to authorize and Works approve the purchase of two new two-way radios for the Public Works Purchases department at the low price proposal of $635 each from Radicom, Inc. of McHenry. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Council Motion by Smith, seconded by Nolan, to call a Special Meet- Mtgs- ing of the City Council for Monday, November 25, 1985 at 7:30 p.m. to Special discuss a proposed annexation agreement of Cunat Bros. for the Green Mtgs. Street apartments adjacent to Knox Park. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: Teta. Absent: None. Motion carried. Nay vote cast by Teta because he is unable to attend set meeting. Motion by Nolan, seconded by Bolger, to authorize and Sewer approve the payment of $96,529 to William Ziegler & Son, Inc. for Dept.
