The Regular Meeting of the McHenry City Council was called to Council order by Mayor Stanek on Monday, October 15, 1984 at 8:00 P.M. in city Mtg. hall. At roll call the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Absent: Attendance None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Snell, seconded by Busse, to accept the minutes of the October 1, 1984 Regular Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. A large number of people in the audience were interested in the acquisition of the Lakeland Park Water Company and another group was interested in expressing their concerns about the proposed test site project being undertaken by GAS Inc. in and near the City of McHenry. Motion by Smith, seconded by Serritella, to go into exe- Coun. Mtg. cutive session at 8:10 P.M. to discuss acquisition of the Lakeland Exec. Sess. Park Water Company. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella. Voting Nay: Snell. Absent: None. Motion carried. Motion by Snell, seconded by Datz, to go back into open session at 8:22 P.M. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to conduct a Special Council Mtg. Meeting on Wednesday, October 17, 1984 at 7:30 P.M. in City Hall to Special & further discuss acquisition of the Lakeland Park Water Company and LP Water Co. any and all business which may properly come before the Council. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Snell, to hold a Special Council Mtgs Meeting on Tuesday, October 23, 1984 at Parkland School Learning Special & Center for the purpose of informing all Lakeland Park residents of LP Water Co. the status regarding the city purchase of the Lakeland Park Water Company. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek announced that Chief of Police, George R. Resignations Pasenelli, had submitted his letter of resignation effective Nov. 2, & 1984. He therefore nominated Sergeant Patrick J. Joyce of the Appointments McHenry Police Department to the office of Chief of Police to the Officials & City of McHenry effective November 2, 1984. Pol. Dept. Misc. Monday, October 15, 1984 page 2 Appointments Motion by Bolger, seconded by Nolan, to approve the Mayor's Officials & appointment of Patrick J. Joyce as Chief of Police in the City of Pol. Dept. McHenry effective November 2, 1984. Misc. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek then administered the oath of office to Patrick J. Joyce. Authorizations Motion by Datz, seconded by Nolan, to authorize an expendi- ture of money for Chief Pasenelli's going away gift from the City of McHenry. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. A lengthy discussion was then held on the GAS Inc. test cell progress report. Bob Price, Ed Hammer, and Don Stacey made the presentation to the large group of people in the audience who were residents mainly of Fox Ridge, Windinq Creek, and along Curran and Draper Road. Following lengthy discussion it was decided to conduct a Special Meeting. Sludge Mngt. Motion by Serritella, seconded by McClatchey, to set a date & for a Special Meeting so that representatives of GAS Inc. could :ouncil Mtg. answer all the questions of the people in the area concerning the Special test cell pilot program. Voting Aye: Bolger, Busse, McClatchey, Smith, Snell, Serritella. Voting Nay: Nolan, Datz. Absent: None. Motion carried. Mayor Stanek called for a recess at 10:15 P.M. The meeting reconvened at 10:32 P.M. with all the Aldermen still in attendance. 'arks-Auth. Park Director Merkel was authorized to get price proposal bids for steel sheeting to repair the ponds in the Whispering Oaks Park. Four price quotations were received for highway safety salt to be used during the winter months. They were from Diamond Crystal Salt Company $29.48 per ton; Domtar Industries Inc. $24.11 per ton; International Salt Company $26.11 per ton; Morton Thiokol Inc. $25.74 per ton. 'ub. Works Motion by Snell, seconded by McClatchey, to accept the 'urchases price proposal of Domtar Industries Inc. at the low bid price of $24.11 per ton. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Street Maint. Motion by Bolger, seconded by Nolan, to approve an expendi- & Repair ture of money to blacktop an additional 430 feet on Park Street north of Washington Street. Voting Aye: Bolger, Busse, Datz:, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Sewer Motion by Nolan, seconded by Datz, to authorize and approve Dept. payment to Illinois Hydraulic Construction Co. for the final payment Repairs, etc. on the centrifuge installation in the amount of $7,375.88 as recom- mended by Baxter & Woodman. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Monday, October 15, 1984 page 3 Motion by Nolan, seconded by Datz, to authorize and approve payment to Seagren/Shales Inc. for Partial Payment Request No. 1 on the well house and feeder water main addition for Well No. 7 in the amount of $10,350.00 as recommended by Baxter & Woodman. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to authorize and approve payment to J.R. Meyers Co. for the final payment request for the Green Street Pump Station Force Main and Sanitary Sewer in the amount of $9,534.29 as recommended by Baxter & Woodman with payment to be made after the Supt. of Public Works is satisfied that resto- ration work on the easement along Green Street are in satisfactory condition. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek instructed the Public Property Committee to study the proposal of Smith Engineering for installation of septic systems in the two city owned houses on Beach Drive in McHenry Shores Subdivision. Bob Price of GAS Inc. returned to the Council Meeting and reported that he had met privately with ten interested persons re- garding the test cell pilot program. The people requested that two test sites be dropped from consideration. One being the Shamrock Farm Site and the other the Bolger Farm Site. Mr. Price said he had no problem with that request and he would continue to look for other sites in and around McHenry. Motion by Nolan, seconded Datz, to grant permission to GAS Inc. to proceed with further studies and make application to the EPA on the one remaining site given approval by the Council at a previous meeting which was in Tonyan Industrial Park. Voting Aye: Bolger, Busse, Datz, Nolan, Smith, Snell, Serritella. Voting Nay: McClatchey. Absent: None. Motion carried. Mayor Stanek read three proclamations. He proclaimed the week of October 14-20 as National Handicap Awareness Week at the request of the Easter Seals Society. He proclaimed November 15 as the Great American Smoke Out Day at the request of the Cancer Society. He also proclaimed October 27 as Help Retarded Citizens at the request of the Knights of Columbus. Motion by Smith, seconded Treasurer's Report as presented. Voting Aye: Bolger, Busse, Smith, Snell. Voting Nay: None. Absent: None. Monday, October 15, 1984 page 5 Public Works Motion by Bolger, seconded by McClatchey, to authorize the Misc. & City Public Works'Employees to hang up the Christmas wreathes for Chamber of Comm. people purchasing them from the Chamber of Commerce with a $1.00 donation for each wreath installed by the Public Works Employees to be paid to the McHenry Beautification Committee. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Bolger, to authorize and Bond Pymts. approve payment of interest and bank fees to the American National Bank of Chicago for the 1956 Sewer & Water Bonds as follows: Interest $600.00, Bank Fees $30.00 Total $630.00. Chief of Police was authorized to obtain specs for a small Misc. compact car to be used by the meter maid in the Police Department. Motion by Bolger, seconded by Busse, to authorize the City Employees to participate in the Job Training Partnership Act for an employee, Mary Weed, to serve as a secretary in the Park Department with the JTPA Program picking up the first 20 hours of wages and the City to pickup additional wages as required.
