At roll call the following Aldermen were present: Bolger, Donahue, Locke, Lieder, Smith, Patterson, Serritella. Adams arrived at 9:15 P.M. Absent: None. City Staff in attendance were: City Clerk Gilpin, City Administrator Peterson, City Attorney Narusis, Director of Public Works Batt, Chief of Police Joyce, Director of Building and Zoning Halik. Absent: Director of Parks and Recreation Merkel. No one signed up for the 10-Minute Public Input Session. Motion by Lieder, seconded by Bolger, to approve the Consent Agenda as follows: (1) Approve the October 2, 1991 Regular City Council Meeting Minutes; (2) Approve tuition reimbursement request of Lt. Gary Wigman for $258.00; (3) Approve tuition reimbursement request of Ptlm. John Smith of Smith Engineering presented a corridor traffic study of Crystal Lake Road from Elm Street to Kensington Drive. Smith Engineering was retained to obtain this study in order to answer City Council concerns about traffic flow, safety, and proper traffic controls. The report outlined existing conditions, accident data, critical intersection analysis, recommendations, and estimated costs. Frank Koepke from Metra Transportation Group prepared the study for Smith Engineering and went over the report in detail for the Council. Their recommendations included: * Provision for a continous two-way left turn lane along the current three -lane cross section of Crystal Lake Road; * Installation of a traffic signal at the Crystal Lake Road - Lillian Street intersection; * Provision of right turn lanes on Crystal Lake Road at the Lillian Street and Royal Drive intersection, as well as at the McHenry West Campus north and south driveways; * Consolidation of the post office and Ace Hardware access drives and monitoring Royal Drive and Crystal Lake intersection for future traffic signal justification and installation. Cost estimates for the recommendations were also included in the study. Mayor Busse called for a Committee Meeting of the Whole on Monday, November 4, 1991 at 7:30 P.M. for the purpose of considering the recommendations of the report and determining which strategy should be used to improve traffic on Crystal Lake Road. Bids were received for playground equipment for park improvements at Creekside, Lakeland Center, and Petersen Parks. Miracle Recreation submitted a bid of $24,606.65, and NuToys Leisure Products submitted a bid of $26,100.00. Motion by Smith, seconded by Serritella, to award the bid for playground equipment for various parks to the low bidder, Miracle Recreation of Geneva, Illinois for $24,606.65. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Patterson, Serritella. Voting Nay: None. Absent: Adams. Motion carried. Upon further discussion, it was determined that bids for installation of the the new playground equipment were to also be awarded at this meeting so the equipment could be installed yet this fall. Since Park Director Merkel was absent from this meeting, it was decided that purchase of the equipment from Miracle Recreation should be deferred until installation bids were received and approved. Motion by Serritella, seconded by Donahue, to reconsider the previous motion and not to authorize purchase of playground equipment from Miracle Recreation but to authorize that the equipment be re -bid so that purchase and installation could be awarded at the same time Further discussion ensued. Motion by Serritella, seconded by Donahue, to call the question. Voting Aye: Bolger, Donahue, Voting Nay: Lieder Patterson. Absent: Adams. Locke, Smith, Serritella. Voting on the original motion to reconsider, Voting Aye: Bolger, Donahue, Smith, Serritella, Busse. Voting Nay: Locke, Lieder, Patterson. Absent: Adams. Motion carried. Eleven bids were received for the purchase of 64 trees to be planted this fall in various parks throughout the City. October 16, 1991 Page 7 Motion by Smith, seconded by Patterson, to award the bid to the low bidder, Klehm Nursery, in the amount of $9,316.00 for purchase and planting of 64 trees at various park locations with the work to be completed by November 15, 1991. During Mayor's Statement and Reports, Mayor Busse reported that Alderman Dennis Adams had agreed to be an alternate for the City on the McHenry Area Youth Commission. Regular Delegates are Mayor Busse and Alderman Lieder. Alderman Adams arrived at 9:15 P.M. The Mayor announced that the former owners of Wags Restaurant had requested a transfer of its Class "H" Liquor License to Lunan Family Restaurant which will be doing business under the Wags Restaurant name until next year when it will be known as Shony's Family Restaurant, a franchised operation. He asked for the Council's approval of the transfer. Motion by Serritella, seconded by Donahue, to approve the Mayor's transfer of the Class "H" Liquor License of Wags Restaurant to Lunan Family Restaurants doing business as Wags Restaurant at 4228 W. Elm Street. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse reported that he had been contacted by residents of Ellen Road requesting information on annexation. The property is located adjacent to, and south of, Bull Valley Road between Green Street and Front Street (Route 31 South). A meeting will be held on October 29, 1991 at 7:00 P.M. in the Municipal Center Council Chambers to answer questions for the residents who wish annexation. He also announced that the McCullom Lake Diagnostic Study would be discussed at the November 4, 1991 Committee Meeting of the Whole to determine how the Council wants to proceed with the next step on that NIPC Clean Lakes Study. Alderman Lieder, Chairman of the Finance Committee, reported that at a Finance Committee Meeting held prior to this Council meeting, discussion was held on payment of Change Orders for construction of the new Municipal Building. E100,000.00 had been allowed in the contract for Change Orders, which occured during the normal building process. Total charges came to $145,827.64 so the balance of $45,827.64 needed payment approval. The Finance Committee reviewed the Change Orders in detail and felt that the charges were appropriate. Motion by Smith, seconded by Adams, to approve payment of the Change Orders in an amount not to exceed $45,827.64. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Bolger commended Prime Development Company for their excellent management of the construction project for the new Municipal Center. The Mayor and Council Membrs agreed and expressed gratitude to Prime for a job well done. f October 16, 1991 Page 8 Alderman Donahue reported that Jim Althoff had asked her to inquire whether the City was interested in the donation of 20 acres of land to the Park Department, which was located to the north of the former Brake Parts property, along with a donation of land along the creek for a bike trail. The matter was referred to Executive Session for further discussion. Alderman Serritella requested that the City Administrator and Park Director work with the the Chamber of Commerce to coordinate activities for Christmas activities and the Christmas Parade. Motion by Lieder, seconded by Locke, to go into Executive Session at 9:55 P.M. to discuss Personnel and Property Acquisition. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Donahue, to go back into Open Session at 11:18 P.M. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Locke, seconded by Serritella, to remove discussion on bidding procedures from the next Finance Committee agenda, and put it on the next regular City Council agenda. Discussion followed at which time Chairman Lieder of the Finance Committee reported that the matter was being reviewed and coordinated with the City Administrator the following morning for presentation at the next Finance Committee Meeting. Upon receipt of this information, Locke withdrew his motion and Serritella withdrew her second. Motion by Bolger, seconded by Adams, to authorize the City Adminstrator to implement the Employee Suggestion Box Program, as proposed. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson. Voting Nay: Serritella. Absent: None. Motion carried. Motion by Smith, seconded by Adams, to adjourn.
