THURSDAY, OCTOBER 13, 1988 8:00 P.M.
The Special Meeting of the McHenry City Council was called to
order by Mayor Busse on Thursday, October 13, 1988 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Teta, Smith, Patterson, Serritella. Lieder arrived at 8:25 P.M.
McClatchey arrived at 8:55 P.M. Absent: None. City staff in attendance
were Attorney Narusis, Clerk Gilpin, Chief Joyce, Finance arid Personnel
Administrator Vitas.
Motion by Serritella, seconded by Patterson, to go into
executive session at 8:07 P.M. to discuss personnel and have
consultation with our City Attorney.
Voting Aye: Bolger, Nolan, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: Lieder, McClatchey.
Motion carried.
Motion by Bolger, seconded by Nolan, to go back into open
session at 10:31 P.M.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to allow service
stations to be constructed at the corners of Crystal Lake Road and Bull
Valley Road.
Voting Aye: Bolger, Smith, McClatchey, Serritella.
Voting Nay: Nolan, Teta, Lieder, Patterson.
Absent: None.
There being a tie vote, Mayor Busse cast an aye vote and declared the
motion carried.
Motion by Patterson, seconded by Teta, to approve the Mayor's
hiring of two Communications Dispatchers in the Police Department as
follows: Thomas Fleming of 4318 Sioux Lane and Patricia A. Rubel of 4014
Prestwick with the starting salary for both to be $19,201.00 annually.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: None.
Abstained: McClatchey.

Motion by Teta, seconded by Lieder, to adopt the following
recommendations for changes in salary grades of Personnel: Director of
Development from Grade 11 to Grade 16, Building and Zoning Enforcement Employees
Officer from Grade 10 to Grade 12, Building Inspector from Grade 6 to
Grade 9 and Code Enforcement Officer to Grade 9.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: None.
Abstained: McClatchey.
Motion carried.
Alderman Lieder suggested that an executive session be scheduled
to pursue discussion on acquisition of property for a new city hall. It
was decided to schedule executive session after the Special Meeting which
was set for Monday, October 17, 1988.
Motion by Smith, seconded by McClatchey, to adjourn.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
