The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, October 7, 1987 at 8 P.M. at City Council Mtg. Hall. At roll call the following Aldermen were present: Bolger, Lieder, Attendance McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Lieder, to accept the minutes of the September 30, 1987 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Allen Miller of McHenry Sand & Gravel and his Attorney Thomas Roush addressed the Council concerning: 1)a proposed plan to annex 253 acres of land west of the present sand and gravel operation on Route 120; Annexation 2)amendment of an annexation agreement for 138 acres known as Woodcreek Unit II for the purpose of using the land only to extract gravel; and 3) to request extension of the their present annexation agreement for the Sand & Gravel operation on Sherman Hill which expires in December of 1988. Miller explained that this would be a 30 to 60 year project depending on sand and gravel sales. If the concept was acceptable to the City, he requested that the proposed project be submitted to the appropriate boards for action. Motion by Serritella, seconded by Patterson, to instruct McHenry Sand & Gravel to refer their proposed project to the Plan Commission and Annexation Zoning Board of Appeals for recommendation to the City Council. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. John Gann of Gann Associates appeared at the Council Meeting toplan receive input from the City Council on what subjects they would like Commission considered at the October 15, 1987 Plan Commission Meeting at which time a list of possible new Plan Commission activities was to be discussed. The major concerns that the Council would like discussed were neighborhood planning, downtown planning, and annexation planning. Other activities were also listed and would be discussed as time permitted. Motion by Lieder, seconded by Teta, to set a Special Meeting for Special Mtg. Monday, October 19, 1987 at 7:30 P.M. to discuss revision of Chapter 26 of the Municipal Code Book. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting May: None. Absent: None. Motion carried. Tom Groeninger of Pace appeared at the Council meeting to present a proposed agreement between the City of McHenry and Pace for Dial -A -Ride service. Motion by Bolger, seconded by Nolan, Narusis to work with the Pace Manager to draft a approval at the next City Council Meeting. Voting Aye: Bolger, Nolan, Teta, Lieder, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. to instruct AttorneyRTA (PACE) revised agreement for McClatchey, Mayor Busse called for a recess at 9:25 P.M. The meeting reconvened at 9:43 P.M. with everyone still in attendance. After reviewing the Environmental Advisory and EDC comments, it was decided to wait until a clean draft was presented for approval. Wedne_u-:;,- (Ictubei 1, 1987 Page 2 Soil Erosion Motion by Teta, seconded by Nolan, to authorize the City Attorney to incorporate the changes as presented into the Soil Erosion and Sediment Control Ordinance for approval at the next meeting. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Teta, to approve the job EDC description for an Economic Development Director as presented by Mayor Employees Busse and to advertise in the Illinois Municipal Review and other publications for a person to fill this position. Motion by McClatchey, to amend the original motion to add that the salary not exceed �25,000. Motion failed for lack of a second. Voting on the original motion: Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Zoning Motion by Bolger, seconded by Teta, to grant the request of Matters Ronald Bykowski that he not be required to appear before the Zoning Board on his proposed annexation since all annexations into the City are Annexations automatically zoned RS-1 which is the zoning classification he is requesting and therefore he would only have to appear before the Plan Commission prior to the presentation of his annexation agreement to the City Council. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Public Motion by Smith, seconded by Teta, that the Superintendent of Property- Public Works, the Building and Zoning Officer and the Public Property Purchases Committee be given authority to spend whatever money is necessary to make & Repairs the night south entrance to the Police Department clearly visible and accessible to the general public. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Executive Motion by Smith, seconded by Patterson, to go into executive Session session at 10:58 P.M. to discuss property acquisition. Voting Aye: Bolger, Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Bolger left the executive session meeting at 11:13 P.M. Motion by Patterson, seconded by Smith, to go back into open session at 13:58 P.M. Voting Aye: Nolan, Teta, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: None. Absent: Bolger.
