MONDAY, OCTOBER 6, 1980 8 P.M.
In the absence of Mayor Stanek, Nolan made a motion, seconded by
Adams, to appoint Alderman Harker as temporary Chairman of the Meeting until
Mayor Stanek arrived.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Chairman Harker called to order the Regular Meeting of the City
Council on Monday, October 6, 1980 at 8 P.M. At roll call the following alder-
men were present: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer. Absent: None. Also in attendance were City Attorney Narusis, City
Clerk Gilpin, Police Chief Pasenelli, Shop Foreman Dick Weber.
Motion by Schooley, seconded by Datz, to accept the minutes of the
September 29, 1980 Regular Meeting as read.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Adams, to authorize a tag day on
Saturday, October 11, 1980 for Lions Club Candy Day.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Alderman Wieser read a Proclamation designating Saturday, October
11, 1980 as Lions Club Candy Day in McHenry and urged the citizens of McHenry
to render generous support for the project. The Proclamation will be signed
by Mayor Stanek and published in the McHenry Plaindealer.

of a test well for water on Lot A in Winding Creek Subdivision on Crystal Lake
Road with the approximate cost to run between $3,000 and $3,500.

Motion by Datz, seconded by Nolan, to authorize approval of payment
No. 7 for McHenry Lakes Estates in the amount of $70,850.89 at the recommendation
of Baxter & Woodman and to submit the request to Elgin Savings & Loan Associa-
tion for payment.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.

Absent: None.
Motion carried.
Motion by Nolan, seconded by Adams, to authorize Curran Contracting
of Crystal Lake to blacktop a portion of the driveway at the city garage at a
cost of $2,365 and to authorize the purchase of additional cement blocks for
construction of three bins at the city garage at a cost of $1,100.

A request by Stanley Schaeffer of Waukegan Road for approval of sidewalk
reconstruction was referred to the Street and Sidewalk Committee for consideration
and recommendation.

Motion by Adams, seconded by Nolan, to pass an Ordinance amending the
Garage Sale Ordinance to include any and all sales in the home and to publish
it in pamphlet form.

Motion carried.
Motion by Wieser, seconded by Nolan, to dispose of surplus city equip-
ment at a public auction, namely a 1973 Chevy pickup and a 1.969 Dodge
pickup, said auction to be held at the city garage on Saturday, October 18 at
10 A.M. along with the sale of lost and found bicycles by the Police Department.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.

Motion carried.
Letters of commendation were read by Chairman Harker commending Sgt.
Daniel Kinnerk and Officer Gary Wigman for their valiant efforts in rescuing a
three year old boy from the Fox River. The commendations will be made a part
of their permanent personnel files. One letter was from Police Chief Pasenelli
and the other was from McHenry County Sheriff E.J. LaMagdeleine.
Motion by Wieser, seconded by Nolan, to have a short recess.

The meeting reconvened at 9:01 P.M. Mayor Stanek arrived during the
recess and conducted the remainder of the meeting. At roll call, all the alder-
men were present.
Motion by Adams, seconded by Wieser, to confirm the mayor's appointment
of John Smith to the Zoning Board of Appeals to fill the unexpired term of Harold
Spruth to 4-30-1982 and the appointment of Robert Mortell to the Planning Commision

to fill the unexpired term of Gerald Bunting to 4-30-83.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.

Mayor Stanek announced that he had received a letter from the Illinois
Department of Transportation regarding construction of a new 4-lane bridge over
the Fox River on Route 120. IDOT has the project programed for public hearings
and preliminary design work in 1980 with construction in 1982-83. Preliminary
Plans will be available at city hall for public inspection.
Mayor Stanek announced the appointment of Harold Jensen of McHenry as
part time Building Inspector (3 hours per day) at a salary not to exceed $5,000
per year. Richard Rosing who formerly was Building Inspector requested a change in his
job classification back to street crew. His salary will be decreased to conform
to that job classification.
Motion by Nolan, seconded by Pepping, to confirm the mayor's appoint-
ment of Harold Jensen as part time Building Inspector.

Meurer.

Mayor Stanek called for a Committee Meeting of the Whole Council on
Wednesday, October 8, 1980 at 6:30 P.M. for the purpose of hearing representatives
of the Illinois Municipal League present information on Risk Management Insurance
sponsored by the League.
Motion by Pepping, seconded by Harker, to authorize payment for 20.9123
acres of land at $3,000 per acre to Kenneth Petersen as an addition to Petersen
Park with payment to be made by October 15, 1980 in the amount of $62,737.00
minus a previous down payment of $5,000 or a balance of $57,737.00, with payment
to come from the General Fund.

Datz, Chairman of the Public Property Committee, gave a report on bids
received for repair of the roof at city hall (1111 N. Green St.) and the roof
at the well house (105 N. Green St.). The bids were as follows:
Carlson Roofing Co., Rockford, IL - $15,900.00, install Carey-Tred Walkways
at $2.10/sq. ft.
Williams Roofing Co., McHenry, IL - $8,125.00, install Carey-Tred Walkways
at $700.00
Roewer Roofing, Wonder Lake, IL - City Hall: $12,058.00-complete re -roof
$ 8,950.00-repair
Well House: $ 2,800.00
Motion by Harker, seconded by Meurer, to authorize the Public Property
Committee to review the bids and issue a contract to the bidder of their choice
for reroofing of the two buildings upon advice from the Council at -the Committee
Meeting of the Whole on Wednesday, October 8, 1980.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley,
Meurer.

Absent: None.

Motion by Nolan, seconded by Adams, to proceed with plantings and
landscaping of the Green Street parking lot as outlined by the Park Committee
with costs not to exceed $3,500.00

Motion carried.
